Dr. Sascha Dov Bachmann addresses Australian military at the Australian Defence College

This week, Dr. Sascha Dov Bachmann, A/P in International Law at BU’s Dep of Law and Director of CROLS and extraordinary Docent (A/P) in War Studies at the Swedish Defence University gave a skype presentation as part of the Australian Defence College Profession of Arms Seminar series titled the Future Joint Leader 2040: An Intellectual Edge in the 21st Century.

Sascha spoke about Lawfare and the Future Military Leader and building on his work w/ A Munoz from NATO SHAPE HQ:

‘Lawfare takes place in the hybrid communications based perspective with Lawfare “reaching the desired target as the warhead of a missile, while media Information Operations (InfoOps)/StratCom would be the power flight of that missile” with Information Ops resembling: “non-kinetic, communications related, and informational activities that aim to affect cognitive, psychological, motivational, ideational, ideological, and moral characteristics of a target audience”’

Lawfare is using the whole spectrum of so called ‘accelerated warfare’.

Hybrid threats and the Asia – Pacific region: Hybrid warfare and cyber-attacks within the Australian – Pacific context

Global peace and security has seen the arrival of new security threats in the form of hybrid threats and cyber-attacks.

This symposium provides a platform for the discussion of a new form of warfare, namely ‘hybrid warfare’. Hybrid war is the use of a range of non-conventional methods (e.g. cyber warfare and lawfare) in order to disrupt, discourage and disable an adversary’s capabilities without engaging in open hostilities and may use the full range of military and non-military options for achieving its strategic objectives. Such hybrid warfare might include aspects of ‘cyber terrorism’, ‘cyber war’ and cyber-based ‘information operations’, a topic of particular interest given Russia’s ‘Ukrainian Spring’, the continuing threat posed by radical Islamist groups in Africa, the Middle East and the Asia-Pacific region as well geopolitical shifts.

The interdisciplinary symposium will discuss military doctrines, new and traditional approaches to war and peace and its perceptions, the use of cyber warfare, the use of mass media communication to meddle in internal state affairs, including impact on state elections and public sentiment, as well as the use of lawfare (the strategy of using – or misusing – law as a substitute for traditional military means to achieve a war-fighting objective) to achieve military goals in a non-kinetic way and the use of various means to disrupt a nation’s economy, public services and national interests.

At the heart of the symposium stand the questions of how to increase resilience and whether responses to such hybrid threats need to change in the future.

This seminal conference brings together academics and military professionals from the region and beyond to discuss new security challenges from a Asia-Pacific and especially an Australian perspective.

Environmental design specialist Terri Preece visits BUDI!

In May 2016 environmental design specialist, Terri Preece, from Richard Fleming’s group at the University of Wollongong, Australia, came to visit BUDI and the Wayfinding Lab, following on from a conversation made with PhD Student Mary O’Malley during her Poster session at the ADI 2016 conference. Terri, who consults care-homes and hospitals on how they can be more user friendly for people with dementia was particularly interested in the work BUDI does surrounding designing environments to support orientation, including our eye-tracking (see picture below). PhD student Chris Hilton showed Terri a demo of his virtual reality eye-tracking study which looks at what aspects of the environment people attend to when learning routes, whilst Mary O’Malley showed Terri her study which investigates how older adults interpret “you-are-here” maps.

Fusion Investment Fund (Study Leave Strand): Dr. Dinusha Mendis on Research Leave in Italy and Australia

Dr. Dinusha Mendis, Associate Professor in Law and Co-Director of the Centre for Intellectual Property Policy and Management (CIPPM) in the Faculty of Media and Communications was awarded a period of research leave funded by the Fusion Investment Fund which commenced on 1 January 2015.

The research leave was granted for Dr. Mendis to further her research into the digital aspects of Copyright Law and the Intellectual Property (IP) Implications of 3D Printing.

During January-February 2015, Dr. Mendis spent time at the University of Bocconi, Milan in the capacity of a Visiting Fellow. During this time she collaborated with researchers at the Art, Science and Knowledge (ASK) Centre at Bocconi University, in particular with Professor Maria Lilla Montagni (currently Research Fellow at the Harvard Law School).

In February, Dr. Mendis travelled to the University of Tasmania (UTAS), Australia and is currently based there as Lord Provost Fellow involved in collaboration work with Professor Dianne Nicol and Dr. Jane Nielsen of the Faculty of Law, UTAS. The collaboration work involves considering the IP implications of 3D Printing.

The time has also been utilised to collaborate with colleagues at Melbourne University, Monash University and Swinburne University of Technology where Dr. Mendis was invited to present her recent research, which she carried out for the UK Intellectual Property Office (UKIPO). The presentation formed part of the ‘Innovation Seminar Series’, organised by the Centre for Transformative Innovation at Swinburne University of Technology.

Dr. Mendis was also invited to present her research at a Staff Seminar at UTAS, in her capacity as Visiting Fellow. The presentation which showcased the findings, conclusions and recommendation of the UKIPO Commissioned Project on the IP Implications of 3D Printing, also provided an overview of Copyrightuser.org – a project which Dinusha has been involved in since 2012 and carried out in collaboration with CREATe, University of Glasgow and CEMP, Bournemouth University.

The Fellowship at UTAS, which began in February will be completed at the end of March 2015 and will further include collaboration meetings with Associate Professor Matthew Rimmer of the College of Law, Australian National University, Canberra.

The collaboration work which is currently being carried out as part of the Research Leave will culminate in a number of outputs, specifically peer-reviewed journal articles and an edited book.

In January 2015, Dr. Mendis’s Commissioned article, titled ‘Clone Wars Episode II – The Next Generation: The Copyright Implications of Computer-Aided Design (CAD) Files was published in a peer-reviewed academic journal Law, Innovation and Technology (Hart Publishing) (pp. 265-281).

Latest PR research presented in Sydney

Research on the measurement and evaluation of public relations campaigns was presented by Professor Tom Watson (Media School) at an industry event in Sydney on Tuesday.

Prof Watson was the lead speaker at the Measurement & Evaluation Briefing organised by the Public Relations Institute of Australia (PRIA) in Sydney. He focused on the latest models of communication performance management and other developments that are reported in the soon-to-be published third edition of Evaluating Public Relations which he has co-authored with Paul Noble.

“There was a full house at the PRIA Briefing and it was a great opportunity to discuss practice-led research and brief delegates about Bournemouth University, which is seen as a world player in PR research,” he said. The audience were mainly practitioners from agencies and in-house operations.

Also speaking were Prof Jim Macnamara of University of Technology Sydney and John Croll, CEO of iSentia, the largest communications analysis firm in the Asia Pacific region. It was hosted by Mike Watson, the PRIA national chair who had flown in from Melbourne especially for the briefing.

In the previous week, Prof Watson gave a public lecture at Macquarie University in Sydney on the CSR checklist which he has developed. It was attended academics and students from three universities. This was the Australian launch of the CSR checklist, which has been developed from research undertaken in the Public Relations Research Group.

EU funding available for higher education and training between the EU, Australia and Korea

Industrialised Countries Instrument Call for Proposals: Co-operation in higher education and training between the EU and Australia and The Republic of Korea
The ICI-ECP Education Cooperation Programme refers to EU cooperation with Australia, New Zealand, Japan, and the Republic of Korea in the field of higher education and vocational education and training. The programme includes regional and bilateral cooperation projects based on joint EU – Partner Countries funding and mutual agreement on the selection of higher education partnerships.

This 2011 ICI-ECP Call for Proposals supports co-operation with Australia and the Republic of Korea by means of Joint Degree and Joint Mobility projects. Such projects focus on structured exchanges of students and faculty members; and on the joint development of joint, or shared curricula and joint study programmes, as well as on the award of joint or double degrees in the case of Joint Degree projects.

All Joint Degree and Joint Mobility projects must address: development of innovative international curricula; student services, language and cultural preparation; organisational frameworks for student mobility and faculty members’ mobility; evaluation; sustainability and dissemination.

The Call is open to consortia of higher education institutions in the case of Joint Degree Projects or vocational and training institutions in the case of Joint Mobility Projects. The total budget available amounts to approximately EUR 2.3 million.
