UKRO visit to BU – last chance to reserve your place!

UK Research OfficeOur UKRO contact, Maribel Glogowski, will be coming to Bournemouth on December 11th.  We benefit from the services, information and support provided by UKRO throughout the year but this is your opportunity to see and speak to our representative in person.  This year Maribel will be making two presentations open for all to attend.

Both presentations address H2020 but rather than just being another overview we’ve asked Maribel to feedback on H2020 so far and then to zoom in on an area we do a lot of work in but which can be difficult to place in H2020 – Social Science and Humanities.  As H2020 has sought (with varying degrees of success) to ‘embed’ elements of Social Science and Humanities across the whole work programme; collaborations across disciplines have become increasingly standard and as impact has moved (particularly in the EU) to the top of the agenda insights into the role of Social Sciences and Humanities in H2020 are pertinent across all disciplines.

For those unfamiliar with UKRO (The UK Research Office), it is the European office of the UK Research Councils.  UKRO’s mission is to promote effective UK engagement in EU research, innovation and higher education activities, by:

  • Enabling the UK research community to make informed decisions about participation in EU programmes and to maximise the opportunities available to them;
  • Supporting UK input into European research policy development and implementation through informing and interfacing with the appropriate bodies; and

Potential Changes to Horizon 2020 Priorities

The European Commission intends to introduce three major funding streams into Horizon 2020 and ditch six others, a draft plan obtained by Research Europe says.

The new focus areas for the 2016 and 2017 work programmes will be the Internet of Things, automated road transport and an approach to sustainable industrial production called “the circular economy”, according to the draft plan.

Work programmes for 2014-15 were built around 12 priorities, but only six of these—digital security, smart cities, energy efficiency, low-carbon energy, blue growth and food security—will remain for the next phase of the programme.

The six surviving priorities and three new ones will form the backbone for calls for proposals in pillars two and three, covering industrial leadership and the societal challenges. The document also promises a stronger role for the social sciences in 2016 and 2017.

The six areas to be downgraded are personalised healthcare, waste, water, mobility, disaster protection and tackling the financial crisis. They will no longer be considered as overarching focus areas, according to the plan. Instead, they are likely to be tackled through individual Horizon 2020 calls.

The 12-page draft has been developed on the basis of recommendations from about 20 advisory groups, as well as public consultations. It is still subject to alteration, but has been passed to member states’ representatives on the Horizon 2020 programme committee.

According to the document, the selected nine focus areas offer the best chance for Horizon 2020 to support EU policy goals, including economic growth and employment, the development of a digital single market and improved energy supply. They will also help the EU to raise its manufacturing success by developing emerging industries such as cyber-physical systems and 3-D printing, it says.

On the social sciences and humanities, the document says the Commission will include the disciplines as an “integral part in the conceptual design” of calls this time round. This follows a recommendation from the European Forum on Forward Looking Activities, or Effla, that non-technical solutions to problems should be given more emphasis. “A lot of the societal challenges are driven heavily by human behaviour, and that didn’t seem to be coming out sufficiently [in the last work programmes],” says advisory member Luke Georghiou, the vice-president for research and innovation at the University of Manchester.

The document also indicates that 2016-17 work programmes will more actively seek non-EU participation, as was recommended by member states. “Many topics will be flagged as being specifically relevant for international cooperation,” the document says, and specific funding will be offered “to ensure the right international partners are attracted”.

Other areas considered more important than before include public procurement to fund commercial R&D, the use of challenge prizes to solve particular problems, and gender studies. Measures will be taken to raise the participation of female researchers, it says.

The document is accompanied by 17 annexes setting out plans for each of the societal challenges and the enabling technologies for 2016-17, as well as the Future and Emerging Technologies, Marie Skłodowska-Curie Actions and research infrastructures from the first pillar. These documents are the basis for the work programmes, due to be finalised in the second half of 2015.

But despite acknowledging that Horizon 2020 has more flexibility than Framework 7, Georghiou says the Commission could still do more to update its priorities, even after the work programmes are under way. “It’s an in-built problem, if you set out a programme that has a several-year horizon and is focused on societal challenges, that the nature of those challenges will evolve as the programme proceeds,” he says. “You can’t start with an initial list of topics and expect that to be unchanged, so you have to keep updating and revising it.”

Horizon 2020: 2015 Health Call Now Open!

Horizon 2020: Forthcoming Funding Opportunities for Creative Businesses

The Horizon 2020 programme is the major funding opportunity for research and innovation initiatives across Europe, and in 2015 there is nearly 600 million Euros available. If this is an area that interests you, it’s worth bookmarking the European Creative Business Network website .

Save the date!

Creative industries will benefit from some of this funding in the next round of calls published on the 15 October 2014, as the topics have already been announced. Here are some of the highlights for creative businesses:

ICT 19: Technologies for creative industries, social media and convergence
This funding aims to support Research and Innovation Actions, or Support for the development of, new or emerging technologies for digital content creation and to unlock complex information and media and interacting with them.

ICT 20: Technologies for better human learning and teaching
The development of digital technologies for learning are crucial to boosting innovation in education. This call will therefore focus on innovative technologies for learning, on underpinning interoperability standards and on the integration of different components into smart learning environments.

ICT 10: Collective Awareness Platforms for Sustainability and Social Innovation – Leadership in enabling and industrial technologies.
By Collective Awareness Platform, the call basically means website or ‘portal’. They are interested in calls that pioneer crowdsourcing/crowdfunding or other forms of social innovation. They want to fund technological solutions to real world problems and are looking beyond the financial impact of the project towards the difference it makes to society.

UKRO Annual Conference 2014 – a newcomer’s view

UK Research OfficeAs my new role within RKEO will concentrate on supporting academics with EU and international applications, I was very pleased to attend the recent UKRO Annual Conference.

Having provided dedicated support to Knowledge Transfer Partnerships for nearly three years, I have grown used to the friendliness and knowledge of my professional colleagues in the UK KTP world. I need not have worried as I found the EU funding community just as welcoming and knowledgeable. With Horizon 2020 ahead, most of the conference focused on initial findings, preparing for future bids and highlighting updated practice and opportunities since FP7.

 Christina Miller (Director, UKRO) opened the conference then Tim Willis (Head, International Relations, BBSRC) led a session reviewing the start of H2020 and where the UK should be going.

David Wilson (BIS), outlined the role of the Technology Strategy Board and how H2020 links to the UK’s agenda for growth and innovation. Within H2020, innovation is ‘mainstreamed’ as are the social sciences and humanities. The difficulty SMEs have in engaging with EU funds was acknowledged but it was stressed that H2020 provides the framework for trust and tools to manage IP etc. We were left with a call to arms to help SMEs navigate this complex funding stream and to actively encourage such collaboration, with government support. Keith Sequeira (Member of Cabinet – Commissioner Geoghegan-Quinn) focused on how H2020 is integrated, simplified and challenge based, with the removal of disciplinary boundaries. The scheme also provides a stronger mechanism to ensure outcomes showing impact. Shearer West (Head of Humanities Division, University of Oxford) considered the implications of the mainstreaming of arts and humanities. Their role in supporting global challenges by providing context and perspective was shown as vital to the process of embedding innovation within policy development, ethics and economic growth. The example of the humanities in the H2020 Climate action Advisory Group, one of many EU expert groups, was explored.

Following this session there followed a lively debate from the floor, where the importance of EU funding to the UK and the engagement by UK HEIs were both evident.

The next session, presented by Dirk Beernaert (Adviser to the DG Connect), considered the routes available via H2020, in preparation for the digital revolution. Dirk gave an excellent overview of the funding topology and key themes – smart objects / platforms, human-centric and cyber security. The session ended with a question – will HEIs define or just participate? We were encouraged to be pro-active in influencing the funding roadmap.

I then attended a useful breakout session on IPR given by Lea Montesse of the European IPR Help desk. This outlined the processes to be undertaken in managing IP within the life of an EU project, from inception through to eventual exploitation.  The key message here was to make more use of this service. My second breakout session was presented by Mathias Reddmann (Policy and Project Officer DG Connect) considered the focus area of Smart Cities and Communities. Unlike many other streams, the UK is not in the top three funding recipients here. The session outlined the European Innovation Partnership, which is not a funding instrument but a mechanism for collaboration. The application is a ‘light touch’ Invitation to Commitment for HEIs and SMEs.

The first day ended with a celebratory meal as this conference coincided with 30 years of UKRO. This was preceded by a reception hosted by the University of Bristol.

The second day dawned with a consideration of the annotated Model Grant Agreement, which included detailed discussion of costing, budgets, third parties vs. subcontractors, staff costs, payments, reporting and audits. Given some detailed questioning by some HEIs, David Mejuto Gayoso (Legal Officer, DG RTD), made a strong defence regarding some controversial issues in the changes from FP7 to H2020.

Alejandro Martin-Hobdey (Head of Unit, ERC) gave a fascinating and statistically-rich presentation of how the EU countries are responding to EU funding and the challenges and opportunities that this presents to the European Research Council. For BU, the Standard Grant appeared an attractive route into this funding. In terms of priories for ERA, these are gender, wider EU participation, international participation (with S. Korea and NSF mentioned), interdisciplinary proposals and clear impact evaluation. In questioning, Alejandro reported that 50% of grants are made to c. 50 institutions s with the UK dominated by the Russell Group members. During the Q and A, the potential of using companies and leverage and embedding the scheme within PDP for academics was aired.

Marie Sklodowska-Curie Actions, in terms of building successful partnerships with the non-academic sector, was explored by Kamila Partyka (Policy Officer, DG EAC). A key message from this session was that, in the EU, 45% of Post-Doc researchers work in the private sector, so EU funding needs to be used to prepare the best candidates to work in industry, not just in academia. The structure of these actions within H2020 was described, with particular reference to Innovative Training Networks (ITN). I noted that on the slide giving the top 20 participating HEIs in the UK that no post ’92 HEIs were listed… 

Alan Cross (Head of Unit, DG RTD) then gave a revelatory review of the H2020 evaluation processes. This including scoring, key points for assessment (challenge based, impact, close to market and cross disciplinary), the role of the assessors who use the principles of independence, impartiality, objectivity, accuracy and consistency, eligibility, operational capacity, panel review processes and ensuring quality in terms of the panel.

The conference ended with Professor Jackie Hunt CBE (BBSRC) and David Golding (Head of EU and International Strategy, TSB) inspiring us all to go back and make better use of IP to promote business and academic research within innovation partnerships. The Innovative Medicines Initiative was used as a key example, along with BBSRC Research Industry Clubs, ELIXIR, ERA-NETS, EPI and KIC. The value of the TSB in supporting innovation was enthusiastically presented with the Enterprise Europe Network noted. Using other agencies, such as LEPs, trade associations and professional bodies was encouraged, as was the TSB’s desire to build real relationships, not just being a funder for x months.

 By the end of the very full two days, my head was buzzing with potential opportunities for BU. Over the coming months, as Paul Lynch and I move to our new role in facilitating EU and International bidding at BU, we hope to inspire you with our enthusiasm for the over 400 schemes within the EU funding arena.

Erasmus Mundus Call 3rd March 2014 – R&KEO need to be aware of your application NOW

Just a reminder for Erasmus Mundus Action 2 submissions, please get in touch with Paul Lynch or Sarah Katon as soon as possible if you wish to apply for this call. Partners must now be reviewed as part of our new mandatory internal processes at application stage so If you are approached to be part of an Erasmus Mundus proposal, or would like to coordinate one then you will need to complete the Partnership Development Proposal form and return it to us by 27th January 2014.

 If you wish to participate in an Erasmus Mundus and have not notified R&KEO by 27th January then you must make an appeal to your Deputy Dean Research & Enterprise and PVC Research and Innovation Professor John Fletcher.

Finding Partners for Horizon 2020

Now that the calls for Horizon 2020 have been released, I have been asked by several people how to find partners to participate in the calls. I always recommend partnering with at least one person you already know, either through previous projects, publications or simply having met at a conference. The lifespan of a project can be many years and you need to be confident that your approach to work is complementary and that you feel you can trust your partners to deliver.

It’s not always possible to partner up with people you already know and below are some of the resources you can utilise to help for all subject areas:

  • National Contact Points – these figures are the main contacts who can provide guidance, practical information and assistance on all aspects of participation in Horizon 2020 including searching for partners. There is an NCP for each subject area and also one for Marie Curie Fellowships.
  • CORDIS Partner Service – one of the largest databases of partner profiles (self-registered profiles). It has a list of Partnership Requests and you can also launch your own.
  • UKRO– BU subscribes to the UKRO service which is a fantastic information resource and which can help you find partners.
  • Previously awarded bids: all proposals funded under FP7 are available to view on line and have the PI listed. Many people have found emailing the PI from a relevant project to outline their own area of expertise and request a collaboration, very successful.

There are also several subject specific searches, such as:

  • ICT Idealist Partner Search – the service includes advice on creating your profile by your local National Contact Point and there is a quality control of all the published data.
  • Net4Society – this features partner search requests in the socio-economic sciences and humanities
  • Nanosciences and nanotechnologies, Materials and new Production technologies Partner search – this lists those looking for partners and also allows you to launch a partner search
  • Fit for Health – this is a  quality checked database contains expertise profiles of researchers and SMEs acting in the Health / Life sciences sector. The service includes partner search activities advice on all aspects related to a research project, starting with help in first orientation and strategy development to proposal preparation, implementation, exploitation and promotion.
  • Innovative Medicines Initiative Partner Search  – the IMI supports collaborative research projects and builds networks of industrial and academic experts to boost pharmaceutical innovation and this site displays the partner searches which includes SMEs, large organizations and Universities.
  • Enterprise Europe Network Cooperation Opportunities Database – this site publishes an extensive number of innovation and technology profiles from international companies and research organisations to help identify suitable partners for bilateral business, innovation and technology cooperation.

Information Days for Horizon 2020 calls!

An information day organised by Defra, BBSRC, NERC and FSA is open for registration – places are allocated on a first come, first served basis.

The day is aimed at academic and business organisations interested in exploring funding opportunities in two key areas of the new European Horizon 2020 research and innovation programme – climate change and society & culture.

The event will feature presentations from the European Commission’s DG Research and Innovation on funding opportunities in the 2014 work programmes for the Societal Challenges; information on the opportunities available in other Horizon 2020 and European Research Area activities, including under the ‘Excellent Science’ and ‘Industrial Leadership’ Pillars; and a presentation by the Technology Strategy Board on European funding sources for business organisations (SME Instrument) and business-academia collaboration opportunities under Horizon 2020.

UK National Contact Points will be available on the day to provide advice and support for business and academic organisations on participation in Horizon 2020.  This event is also an excellent opportunity to network with others interested in EU collaborative projects.
