HE Policy Update for the w/e 17th November 2022

We’re keeping the news as light as possible this week and running a catch-up feature on the important research announcements that didn’t reach you over the summer period.

Education Select Committee – new chair

Robin Walker has been elected as the Chair of the Education Committee, beating Caroline Ansell, David Simmonds, and former schools minister Jonathan Gullis. Walker did a stint as Minister of State for School Standards (2021-22) as well as other non-education junior ministerial roles. He’s also participated in APPGs on Apprenticeships, Financial Education for Young People, Youth Employment & Outdoor education, and was recently elected as the vice-Chair for the APPG for Students.

The Education select committee is responsible for scrutinising the work of Government and holding them to account for education matters. In this Walker has stated he is keen to learn from different parts of the UK as well as internationally. He states he will continue Halfon’s (the previous Chair) work on skills, SEN, attendance and levelling up. However, he intends for the Committee to also focus on childcare, safeguarding and the cost pressures facing schools and families. There’s been no mention of HE. Walker has described himself as a constructive critic of the Government and stated he is passionate about creating opportunity for businesses and for people to escape benefit dependency

Walker is from a political family, his father was also an MP. He went to a private school and read history at Oxford, and he interned in a US Congressman’s office. Prior to his political career he ran his own public relations business, staying on as an advisor after his appointment to parliament. Ultimately, he had to resign his advisory position following a complaint that he was contravening lobbying rules. Prior to parliamentary appointment he was also the press agent to previous local Dorset MP Oliver Letwin. He was the first in his family to attend university and his siblings both work in education – one in SEN and the other in a literacy role. He states he is acutely aware of the challenges and costs of childcare. He also supports a rich curriculum and believes schools should teach a wide range of subjects including STEM, creativity, outdoor education, RSHE, languages, and the arts

In his School’s Minister stint he states he: Presided over the return to school after the pandemic; co-wrote the White Paper including the levelling up premium & Education Investment Areas; prioritised deprivation in the funding formula & delivered the largest ever cash increase in schools funding; Co-chaired the Attendance Action Alliance bringing together the Childrens’ Commissioner, schools and councils to tackle severe absence; reformed the National Tutoring Programme to be schools-led; supported early delivery of manifesto pledge on £30k starting salaries for teachers; made preparations for the first successful exam series in 3 years, and previously he launched the Natural History GCSE.

Walker has a clear focus on schools and children. It remains to be seen how quickly he’ll find his feet with the tertiary and skills agenda. The Chair of a select committee is a driving force in what a committee selects for their inquiries. This may mean HE matters feature less or simply continue in the vein Halfon started. Or he may delve into new waters to grasp the agenda. Focussing on deprivation and access to HE would be an obvious starting point.

Science superpower lacks cape

The Lords Science and Technology Committee published “Science and technology superpower”: more than a slogan?, their report following the inquiry into Delivering a UK science and technology strategy. The report states that the Government’s unfocused strategy means that science policy has been let down by short-termism and a proliferation of disparate strategies without an overarching vision. They go on to state that there are a large number of government bodies with unclear remits and interactions, which means that it is often unclear who owns a specific policy. At the time of writing, there was no science minister, which further blurs lines of accountability. [There is now, although the division of responsibilities between George and Nus has yet to be clarified.]

The report points to the lack of an implementation plan as a key weakness and a barrier to becoming a high-tech, high-growth economy. Of course, with a new PM and even more ministerial changes to come the impetus behind the UK as a science superpower may wane. The Lords call on the incoming Cabinet to maintain the commitment to R&D funding and the focus on science and technology– it will be fundamental to economic growth and improving public services.

The Lords highlight areas of critique:

  • Internationally, the Government’s own-collaborate-access framework was meant to clarify policy on strategic areas of technology, but the Committee thought it was poorly understood and inconsistently applied. The failure to associate with Horizon Europe and cuts to Official Development Assistance have damaged the UK’s reputation as a collaborative partner, and risk damaging its science base.
  • The Government hopes to leverage private sector funding to reach the 2.4% target. It has identified areas for reform, such as public procurement, regulations, and pension rules, but these are perennial suggestions and the Committee was unconvinced that this attempt would more successful. Industry has been insufficiently engaged with the Government’s strategy.

The full recommendations to Government can be read on pages 56-61. The Government was due to respond to the Committee’s report by now. However, given the political disruption it isn’t surprising the response is late.

Baroness Brown of Cambridge Chair of the Committee, reiterates the key points in her statement:

  • The Government has high ambitions for science and technology, which the Committee welcomes…But science policy has been far from perfect. R&D is a long-term endeavour which requires sustained focus and an implementation plan. But we found a plethora of strategies in different areas with little follow-through and less linking them together. There are numerous bodies and organisations with unclear or apparently overlapping responsibilities, and more are being added in the form of the National Science and Technology Council and the Office for Science and Technology Strategy. It is often unclear who is accountable for individual policies, and critically, for delivery. 
  • The Government has suggested areas of reform to increase private sector investment in R&D such as public procurement for innovation, regulatory reform, and R&D tax credits. But these areas are perennial suggestions. New ideas – and specific details – developed with business are needed if this time the outcomes are to be different.
  • “On the international stage, the failure to associate to Horizon Europe, and recent cuts to Official Development] Assistance, have damaged the UK’s reputation. The UK cannot be a science superpower in isolation; relationships must be repaired.
  • UK science and technology remains strong and respected around the world, but they will not deliver their full potential for the UK with an inconsistent and unclear science policy from Government. A new administration must retain the ambition for science and technology and develop a clear plan for delivery.

More superheroes – selecting a cape

Centre-right think tank, Onward, published under the same theme – Rocket science: how can the UK become a science superpower? making recommendations for the UK to become a true “science superpower”. Their researchers identified four characteristics of science superpowers which they say should guide the UK’s own ambitions:

  1. First, science superpowers prioritise academic foundations. That is to say, competitive R&D investment, well-regarded research institutions and strong intellectual property assets.
  2. Second, science superpowers have deep knowledge networks, in that they host the best research, attract the most promising scientists, and lead global regulation of technologies.
  3. The third trait of science superpowers is absorptive capacity: the ability to absorb ideas within the real economy for economic benefit.
  4. Fourth, science superpowers typically exert their scientific influence overseas through technology exports– the sale of high-tech products and services, including intangibles, overseas.

They argue that, to become a science superpower, the UK science ecosystem must be reformed to meet five key tests:

  1. Strategic direction. The Government should be more assertive in deploying R&D funding in areas of UK comparative advantage or to address a strategic weakness.
  2. Applying ourselves. The UK’s higher education system should do much more to encourage application of research, and businesses should respond by increasing their own R&D intensity, increasing demand for scientists within the domestic economy.
  3. Policy certainty. Private investment in R&D should be encouraged by giving businesses simpler, long-term incentives providing a stable policy environment that allows companies to plan investments with certainty.
  4. Relentless adoption.The UK should do more to support businesses and individuals to adopt cutting edge technologies so we can fully realise the benefits of technology.
  5. Exporting influence. UK firms could do much more to export their products overseas, particularly intangibles, and to set standards for future technologies to get ahead of these emerging markets.

Onward’s Head of Science and Technology, Matt Burnett said: The COVID-19 pandemic showed us just how important science is for our health security. We need to seize this moment and invest in science and technology to solve the other problems we face such as climate change and the energy crisis. The new Prime Minister should put science and technology at the top of their agenda, lest we be unprepared for the next global crisis.

Lord Bethell, Minister for Technology, Innovation and Life Sciences (2020-21): Working at the frontline of the pandemic innovation, I realised at first hand the huge power of the science at our great universities, and the lack of depth in our industrial capacity to turn that science into deployable solutions. This report is an excellent start to a conversation about how we can use our traditional strengths at the lab-top to turn Britain emphatically into one of the world’s great science superpowers.

Rt Hon Lord Hague, Secretary of State for Foreign and Commonwealth Affairs (2010-2014): An excellent contribution to what should be our most vital national debate. Ensuring science is at the core of our society and economy is indispensable to the UK’s future prosperity. Failure in this field would be fatal to future growth.

George Freeman, Parliamentary Under-Secretary of State for Life Sciences (2014-16); Parliamentary Under-Secretary of State for Science, Research and Innovation (2021-22), and now Science Minister again (2022): The path to faster growth and better wages starts and ends with science and innovation. The UK is already a Science Superpower in discovering new ideas and building thriving knowledge networks, but we could do much more to apply them for the benefit of the UK’s strategic and economic priorities. This excellent report sets out a bold plan to lift our scientific ambitions and secure our future – it is essential reading for the new Conservative Prime Minister.

Review of UKRI

The independent review of UKRI, led by David Grant, has been published. The report calls for more effort on realising the benefits of a single body rather than a cluster of research councils. Ministers and UKRI leadership have expressed their support for the review’s 18 recommendations, which include investment in harmonising IT systems, clarifying roles and responsibilities within UKRI and with BEIS, and further focus on demonstrating outcomes from their funding.

Recommendations

  • In delivering its efficiency plan, UKRI should aim for simplicity, integration, harmonisation and agility of its systems. These should be objectives of any monitoring framework or performance indicators used to monitor progress and delivery.
  • In delivering its efficiency plans and developing its operating model, UKRI should clarify the roles and responsibilities between the Corporate Hub and the councils. This process should ask if the right functions are centralised or devolved and should explore appropriate reductions in size, for example in the Corporate Hub.
  • In delivering its efficiency plans, UKRI will need to invest in capability, IT systems and infrastructure in the short term that will improve efficiency in the long term, ensuring that the ambition set out in the UKRI DDaT Strategy 2020-23 is implemented. This will require UKRI to ensure that it retains the right technical and project delivery capability across the organisation.

The interim report was published in January and there’s a thank you letter to David from the Secretary of State. The Government has promised to respond to the specific recommendations within the report later in the year.

Wonkhe have a blog but a reader comment doesn’t agree and believes the blog to be too forgiving of UKRI.

Business Secretary Kwasi Kwarteng said: I welcome Sir David’s recommendations. To support our ambition to establish the UK as a true Science Superpower, we have given UKRI its largest funding settlement ever, with over £25 billion across the next 3 years. Our ambitions for a world-class research and innovation system require a world-class funder, which is why we will work closely with UKRI to deliver these recommendations and ensure they are equipped and ready to support those goals.

Review of Research Bureaucracy

And another independent review, this time led by Professor Adam Tickell (VC, Birmingham) considering Research Bureaucracy. Who was set this agenda:

Unnecessary bureaucracy diverts and hampers research, and the work of individual researchers and research teams. Ultimately, it diminishes the returns from research funding.

Seven Principles

The Review developed seven principles to cut unnecessary bureaucracy which they state should inform the government response and future action across the sector:

  1. Harmonisation– Reducing the volume of administration through the use of common processes between different funders to make essential work easier.
  2. Simplification– Reducing the complexity of individual processes to address unnecessary bureaucracy.
  3. Proportionality– Ensuring that the obligations placed on researchers and institutions are commensurate with the size of the risk or reward.
  4. Flexibility– Supporting and embracing excellence wherever it is found and not excluding research that does not fit within narrowly defined parameters.
  5. Transparency– Communicating the rationale for systems and processes which have a bureaucratic burden.
  6. Fairness– Developing approaches to systems and processes that support fairness, rather than erode it.
  7. Sustainability– Cutting bureaucracy in ways that avoid destabilising the system to deliver a more efficient system over the long term.

The Review focussed on aspects of the research system where there was consistent feedback on the need and scope for change. As a result the review identified six themes where there is believed to be scope for significant positive change:

  1. Assurance

Information provided to funders and regulators to demonstrate that research is carried out in accordance with funding terms and conditions. The principle of ‘ask once’ should be paramount throughout the assurance system.

Findings

The Review identified the following key issues with regard to assurance bureaucracy:

  • Overall, there are too many requirements relating to assurance bureaucracy and they are often complex and duplicative;
  • Uncertainty in the sector about how to manage assurance issues contributes to risk aversion and over-compliance in institutions’ internal assurance processes;
  • A lack of trust, coordination, partnership working and knowledge exchange on assurance throughout the research sector;
  • An incremental growth of bureaucracy – changing priorities have meant that, over time, new assurance requirements have been introduced. However, few attempts have been made to remove or reduce redundant assurance requirements.

Recommendations

To address these issues they recommend that:

  • Government departments that fund research should work together to ensure there is greater alignment of assurance approaches, removing duplication. UKRI should take forward action to achieve greater alignment and coordination across UKRI Councils;
  • Government should facilitate closer working with other funders, including charity funders, to increase coordination and reduce assurance burdens on the sector;
  • Funders and research organisations should develop collective approaches and resources to support institutions in managing their assurance processes; and
  • Funding bodies should explore the function and benefits of self-certification and/or earned autonomy for institutions with a robust track record of assurance
  1. Applying for Funding

Funding applications were one of the most cited causes of unnecessary bureaucracy by organisations and individuals in the Review’s call for evidence.

Findings

  • The Review heard concerns from researchers and research managers about the length and complexity of application processes;
  • The overall success rates for research grant applications are low – often around 20%. Given this, single stage processes which require applicants to provide all the information at the outset mean that for a majority of applicants this information is unused and ultimately wasteful;
  • Two stage application processes may deliver improvements across the system but may present funders with resourcing challenges or take more time and UKRI and others are piloting these approaches now. The Review received a range of views on how best to manage the prospect that more streamlined application processes could lead to higher numbers of applications;
  • There is already evidence of funders tackling these issues in a variety of ways, but there is scope to go much further. 

Recommendations

To address these issues they recommend that:

  • Funders should experiment with application processes to reduce burdens for applicants, (including two-stage application processes) where the information required increases in line with the likelihood of being funded;
  • Funders should work together to increase standardisation across their application processes in terms of the use of language and the questions they ask where appropriate. UKRI should facilitate this across Research Councils in the first instance;
  • Funders should review what adaptations will be needed to assessment processes to take account of changes to application models. This should include the information necessary for national security assessments alongside innovative approaches from the use of peer reviewer triage to limit the number of applications requiring full peer review to experimenting with new models such as randomly allocated funding;
  • Funders should ensure that application processes support their commitments to equality, diversity and inclusion;
  • Funders should remove the requirement for letters of support from applications in most circumstances.
  1. Grant Implementation and In-Grant Management

Research is inherently unpredictable so the review suggests areas where more flexibilities may be beneficial, once a research project is underway:

Findings

  • The period between issue of award letter and start of a research project can be too short, leaving little time for procurement, recruitment and financial administration;
  • Conversely, the time taken to get agreement from research funding organisations to changes to a project or to the profile of funding can be too long;
  • It is often unclear to funding recipients what the purpose is of information requested in project monitoring;
  • Contracting and collaboration agreements are a major source of delays because many research organisations prefer to use their own version rather than standard formats such as Brunswick or Lambert Agreements.

Recommendations

To address these issues they recommend that:

  • Funders and recipients should ensure there is adequate time for the completion of all necessary tasks (including providing assurance information) between the issue of the award letter and the start of the project;
  • Universities and research organisations should wherever possible use standard templates for contracts and collaboration agreements, recognising that this would not just be faster, but would also facilitate third-party collaborations;
  • Wherever possible, funders should build in flexibilities including no cost extensions within manageable parameters to reduce delays in addressing project changes and the number of queries funders receive;
  • Ethical and other regulatory approvals should be the responsibility of the lead partner on a multi-institution research project and counterparties (including in the NHS) should not require additional duplicative approvals.
  1. Digital Platforms

Every aspect of research bureaucracy depends on digital platforms and the extent of the sector’s reliance on them can heighten the impact of any flaws in their design or function.

Findings

  • There is a challenge in creating digital platforms that are capable of supporting institutional diversity and keeping pace with change in UK research without being overly complex
  • There is scope for greater harmonisation of digital platforms. However, this will also be limited to a degree by the differing nature and objectives of individual funders;
  • Greater inter-operability and data sharing between systems could significantly reduce bureaucracy;
  • There is currently a window of opportunity to deliver vastly improved services across key funders as UKRI, NIHR and Wellcome amongst others move away from older platforms;
  • Funders are continuing to drive forward programmes to reduce bureaucracy in their systems and processes. Through the Simpler and Better Funding programme, UKRI is piloting a new digital platform – UKRI Funding Service – which from 2024 will deliver end to end functionality for all Research Council grant applications.

Recommendations

To address these issues the review recommends that:

  • For the higher education sector, Jisc should lead on the creation of sector-wide groups responsible for overseeing the development and further integration of the research information ecosystem, including research management data;
  • Funders, universities and regulators should ensure interoperability and improved data flows are considered as integral to the design and implementation of any new digital systems;
  • For existing systems, approaches to improving the flow of data between different platforms should be explored using, for example, application programming interfaces, point to point integration and machine learning.
  1. Institutional Bureaucracy

There are strong links between bureaucracy related to requirements of funders, regulators and government and each research institution’s own systems, processes and approaches. Research organisations, particularly universities, need to address their own unnecessary bureaucracy to support the Review’s aim of freeing up researchers to focus on research.

Findings

  • Institutional bureaucracy was the most cited source of unnecessary bureaucracy by individuals in the Review’s call for evidence;
  • There is a culture of risk aversion within universities. Whilst much of this is understandable, it has a negative impact on the processes for decision making;
  • Risk aversion has, in some cases, led to unnecessary approval hierarchies which can cause major delays and operational difficulties;
  • Use of generalist professional services department to provide key elements of research support – for example, legal services – can lead to longer delays because of a lack of familiarity or confidence with handling research grant agreements or contracts.

Recommendations

To address these issues they recommend that:

  • Wherever possible, research organisations should examine the feasibility of delegating research-related approvals to research managers and officers who are closer to research;
  • Universities UK should bring universities together to find new platforms and methods for working together on research management issues such as increasing risk appetite, streamlining burdens including through greater  standardisation;
  • If they do not already have them, research organisations should establish “Trusted Funder” policies to enable projects to proceed at risk, within certain parameters.
  1. Communications

There are a number of communications issues in relation to unnecessary bureaucracy. Funders can address antipathy towards necessary bureaucracy by communicating more clearly why it is required and what they do with the information. A lack of clarity can lead to “gold plating” by institutions who are trying to manage regulatory and other requirements.

Findings

  • Frustration with necessary bureaucratic requirements may be related to how widely the rationale and role of particular R&D funding systems and processes are communicated and understood;
  • There is also scope to increase awareness of existing tools and methods that can reduce bureaucratic burdens, e.g. persistent digital identifiers;
  • Uncertainty about the introduction and approach to implementing new requirements could be addressed through proactive communication and engagement by funders and regulators;
  • In addition, the review heard that government and funders could go further to engage with the sector on the specifics around implementation of new requirements to identify the most efficient approach;
  • There were a series of specific concerns with regard to the approach to communications with the sector including use of jargon and inconsistent language, working to ensure communications are received by the right audiences (for example, not just Vice Chancellors or Pro Vice-Chancellors of Research) and timeliness in relation to submission deadlines

Recommendations

To address these issues they recommend that:

  • Government, funders and regulators should undertake wide ranging consultation with research organisations prior to the introduction of new regulatory or other requirements;
  • Government and funders should proactively communicate on new and emerging regulatory issues. The Research Collaboration and Advice Team (RCAT)i model providing support on national security matters is good practice in this regard;
  • Funders should ensure important messages about research are sent to research office contacts as well as Vice Chancellor/Pro-Vice Chancellor Research.

What’s next?

The Government should formally respond to the review and likely support certain elements while ignoring others.

The review also said that there should be consideration of the governance and other arrangements needed to ensure the longer-term change required to fully deliver on this vision is in place. Alongside ongoing monitoring and evaluation to keep bureaucracy at bay in the future.

Business Secretary Kwasi Kwarteng said: The work of our exceptional researchers will not reach its full potential while the research system is bound up by excessive red tape. The findings of Professor Tickell’s thorough review shine a light on the huge opportunity for improvements in this field. I am confident this report will act as the stimulus needed for institutions, funding bodies, regulators – and for government – to come together and make the progress required.

Author of the Bureaucracy Review, Professor Adam Tickell, said:

UK research is world-leading, however… there are huge opportunities to improve how our research system works. The Review has unearthed excessive bureaucracy across the system.

It will now take a collective effort involving individuals, institutions, funders, regulators and government to realise the potential benefits of change while ensuring the vital checks and balances in the system are not lost. I hope this report signposts the way forward and provides the impetus needed.

The recommended changes will allow essential research – from healthcare development to studies in environmental science – to be delivered unhindered by excessive red tape, supporting the UK’s ambition to maintain its competitiveness, and secure its position as a science superpower.

The Russell Group respond to both independent reviews, Stephanie Smith, Head of Policy (Research and International) at the Russell Group, said:

Freeing up unnecessary bureaucracy will require a joint effort from all parts of the research system, and the Tickell review makes a number of welcome recommendations to improve coordination and standardisation across the sector, streamline the funding application process and free up time for grant holders to focus on research.

Alongside the Grant review of UKRI, it is positive to see a focus on how we can ensure the UK research sector is as efficient and effective as possible so world class research can thrive and we are ready to tackle the major challenges we face, from productivity to climate change. It is vital that we maintain this momentum and we look forward to working with Government and the wider sector to deliver early action to implement these changes, which will benefit researchers, funders and universities.

Not on the Horizon…

It is incredibly unlikely that the UK will associate to Horizon Europe.

There are no signs of any resolution to the political issues which are preventing association. There is no sign that the UK Government has the ability or desire to resolve them.

And there is no sign of any change in position from the European Union to enable association.(Source.)

While this news didn’t come as a shock to anyone in the summer and it still doesn’t now. However, it is still disappointing to have reached this point. During the summer the Government announced the details of the UK’s plan B (assuming affiliation to the EU research programmes doesn’t make it over the Horizon). All the details are here including this suite of temporary transition measures:

  • the Horizon Europe Guarantee – If we are unable to associate, we will fund applications that are submitted to a Horizon Europe funding call with an EU final call deadline date before the point of non-association, are successful in the EU evaluation and meet the eligibility criteria of the guarantee. This includes those where grant signature dates fall beyond the end of 2022. This would pick up where the current guarantee has left off, so there is no gap, and no eligible successful applications would go unfunded
  • funding for successful, in-flight applications – We will support UK entities with eligible in-flight applications to Horizon Europe (to calls that have closed or are open at the point of non-association, where such applications are not being evaluated by the EC), by assessing such applications domestically, to ensure the best get funded should the EC no longer carry out the evaluation
  • uplifts to existing talent programmes – We will increase funding for our best existing talent schemes covering a broad range of disciplines via National Academies and UKRI. This will be followed by the creation of our bold new UK fellowship and award programme, designed to retain and attract top talent in the UK.
  • uplifts to innovation support – We will increase funding for a range of our best innovation schemes targeted at small and medium sized businesses (SMEs), delivered by Innovate UK, and go on to create exciting new mechanisms, ensuring they are bigger, bolder with less bureaucracy and more flexibility
  • the Talent and Research Stabilisation Fund – We will use formula funding to support a range of eligible UK institutions who have been most affected by the loss of Horizon Europe talent funding. The fund will enable eligible research organisations and universities to support talent retention and target funding vulnerabilities at a local level
  • Third Country Participation – Around two-thirds of Horizon Europe calls are open to UK researchers and companies as Third Country applicants, as part of consortia with at least 3 other applicants from EU member states or associated countries, provided they bring their own funding. As this is a priority for businesses and researchers, the government will fund all eligible UK entities participating in any such consortia signing grant agreements before 31 March 2025.The government will consider our approach to funding for Third Country Participation beyond this date and make an announcement by October 2024

  • (1) the change in the level of collaborative scientific funding for UK organisations if the UK does not participate in the Horizon Europe programme, and (2) reports that the UK is losing out on £100 million as a result of not participating

Student KE involvement

For anyone playing word bingo with today’s policy update we’re approaching a full house on ‘independent’ reviews. The OfS commissioned independent researchers to conduct an evaluation of the ‘Student engagement in knowledge exchange’ programme. The programme aims to support 20 projects to develop and share understanding of effective practice in student engagement in knowledge exchange, and to inform ongoing policy and investment.

OfS have published three summary reports providing interim findings from the evaluation of projects within the competition, for the reporting periods to May 2021, November 2021 and March 2022.

The final evaluation report is expected to be published next summer (2023).

Research England Funding Budgets 2022-25

The Russell Group issued a statement in response to the Research England funding budgets 2022-25: We particularly welcome the stable allocations over the spending review period which give the sector much needed certainty, and the boost to schemes proven to deliver returns, like the Higher Education Innovation Fund… The increase in quality-related (QR) funding will allow universities to plan long term and pursue high-risk high-reward discovery research – which underpinned breakthroughs in graphene, genomics, and laid the foundations to develop the Oxford-AstraZeneca Covid vaccine… However, despite this increase, its value has declined in real terms over the past decade. [The value of QR funding declined by 22% in real terms between 2010/11 and 2020/21.]

ARIA top appointees

Ilan Gur and Matt Clifford MBE were appointed as CEO and Chair of new Advanced Research and Invention Agency (ARIA). Ilan Gur (CEO) will set the agency’s agenda, direct its initial funding of high-risk programmes and engage the domestic and international R&D sector. As Chair, Matt Clifford will support the work of the CEO as he takes post on 15 August, acting as the steward for ARIA’s effective governance.

Ilan Gur obtained a PhD in Materials Science and Engineering from the University of California, Berkeley. He is a Schmidt Futures Innovation Fellow, an advisor to the Gordon and Betty Moore Foundation in support of the Moore Inventor Fellowship, and a judge for MIT Technology Review’s TR35 award

Matt Clifford MBE is co-founder and CEO of Entrepreneur First, an international investor in technical talent that has helped to build technological companies worth over $10 billion. Clifford is also co-founder and non-executive director of Code First Girls, has served as a Council Member at Innovate UK, and is a Trustee of the Kennedy Memorial Trust. Before starting Entrepreneur First, Matt worked at McKinsey & Co and earned degrees from the University of Cambridge and Massachusetts Institute of Technology.

Kwasi Kwarteng (was Business Secretary) said: The appointment of Ilan Gur as ARIA’s first CEO is a huge victory for the future of the agency, and for the UK. He has a distinguished track record in translating exceptional talent and ideas into commercial success, and his leadership will ensure the funding of high-risk programmes that will continue to push the boundaries of science and technology. Under Dr Gur’s leadership and with the support of the brilliant Matt Clifford, ARIA will ensure the benefits of research and development will be felt in our society and economy over the course of generations. By stripping back unnecessary red tape and putting power in the hands of our innovators, the agency has the freedom to drive forward the technologies of tomorrow.

Defence

The Defence Science and Technology Laboratory (Dstl) and the Alan Turing Institute have jointly launched the Defence Centre for AI Research (DCAR), to tackle problems related to advancing artificial intelligence capability.

Research England Executive Chair

Kwasi Kwarteng (was Business Secretary) selected Professor Dame Jessica Corner as the preferred candidate for the role of Executive Chair of Research England. Professor Corner will be responsible for quality related research funding to English universities, largely informed by the results of the Research Excellence Framework exercise, as well as funding for knowledge exchange activities. She will also lead Research England’s role in ensuring the health and stability of English universities in their research and innovation activities. She will be part of the UKRI senior leadership team working closely with UKRI’s Chief Executive, UKRI Board and the other Executive Chairs to collectively oversee UKRI’s strategy, funding programmes and infrastructure.

Professor Corner has a background in nursing and as an academic specialising in cancer palliative care. Recent employment includes Pro-Vice Chancellor for Research and Knowledge Exchange at the University of Nottingham. She was awarded a DBE in 2014 for services to Health Care Research and Education and was elected as a Fellow of the Academy of Medical Sciences in 2015.

Business Secretary Kwasi Kwarteng said: I am delighted to name Professor Dame Jessica Corner as preferred candidate to steward Research England through the years to come. I look forward to working closely with her and the UKRI leadership team to ensure the continued success of the world leading research carried out by our universities, building on the UK’s reputation as a science superpower.

I would also like to thank Dr David Sweeney for his tireless work for the research sector as inaugural Executive Chair of Research England and previously at HEFCE. I wish him the very best for his retirement.

Alan Turing Institute: Director of Innovation

Simon Reeve was appointed as Director of Innovation at the Alan Turing Institute. He is the former VP of Technology and Innovation at Lloyd’s Register Group and Director of Commercial Engagement at long-term Turing partner Lloyd’s Register Foundation. He has previously had a relationship with Turing through his work supporting the Foundation-sponsored data-centric engineering programme. As Director of Innovation Reeve will support Turing’s goal to develop solution to problems using AI and data across several areas:

  • Increasing the impact of the Institute in delivering positive change to society through entrepreneurship and commercial application of data science and AI
  • Providing innovation leadership to the Institute’s team and its vibrant partnership network, in cooperation with the executive leadership team, in support of its research and innovation strategy and goals
  • Promoting and facilitating engagement and partnership between the Turing’s community, private and public sector businesses, government, and non-government bodies, to accelerate innovation opportunities, delivering data and artificial intelligence science solutions in support of the Turing’s mission.

  • Government Office for Science – Sir Patrick Vallance to stand down as Government Chief Scientific Adviser at the end of his five-year post in April 2023.
  • Nine new commissioners have been appointed to the Commission on Human Medicines (CHM) to serve for four years. Three commissioners, Ms Susan BradfordProfessor Jamie Colemanand Dr Jamie Fraser, whose four-year tenure ended this year, have also been reappointed. The CHM provides independent expert advice to ministers on the safety, quality and efficacy of medicines, and promotes the collection and investigation of information relating to adverse reactions for human medicines. It is an advisory non-departmental public body, sponsored by the Department of Health and Social Care.

NEON and the BBC report on the Social Mobility Foundation’s warning that the cost of living could create a “two-tier” university system.

  • The Social Mobility Foundation has said it’s “concerned” those from poorer backgrounds may have to work while affluent peers enjoy the “uni experience”. “It’s never been a level playing field,” Sarah Atkinson, the chief executive says. “But we’re looking at a two-tier system for this cohort,” she adds.
  • Alongside extra work, Sarah says more students from lower socio-economic backgrounds worry about money and live at home while studying .In recent weeks, students’ unions have said they are having to step in to help students cope with the rising costs of food.

HEIF February 2022 Open Call – Closing Friday 11 Feb

HEIF funding now available for Innovative Knowledge Exchange (KE) projects  

Research England provide universities with funding for knowledge exchange (Higher Education Innovation Fund (HEIF)) to enable them to support and develop a broad range of knowledge-based interactions between themselves and the wider world, which result in economic and social benefit to the UK. 

A proportion of BU’s HEIF grant is allocated through an open call for projects lasting up to 24 months in duration. Progress is reviewed on a quality basis and assessed in terms of future viability on an annual basis.  

The primary purpose of the funding is to support a small number of projects: these can be, for example, significant projects that are underway and require a further injection of funds, or for projects with ambition that require a good kick-start or launchpad. 

Please be aware that a significant proportion of the funds awarded must be spent by 31 July 2022. 

Key details

Amount: We anticipate making funding awards of max. £40k per project.

Time frame: Projects should span a maximum of 24 months.

Application closing date: 5pm, Friday 11 February 2022.

Guidance 

Proposals are sought which make a substantive contribution to further Bournemouth University’s Knowledge Exchange strategy and as such, it is anticipated that only a small number of projects will be awarded.  Please be mindful of the specific nature of this call in meeting the following criteria:  

  • Projects should be linked to the BU HEIF strategy
  • Projects must demonstrate how research impact will be accelerated and maximised.
  • Enhance external collaborative engagements with industry partners to further the development of innovative projects
  • Encourage future funding bids (such as from Innovate UK) with external partners

Eligibility

The HEIF February 2022 Open Call particularly encourages Early to Mid-career researchers (ECRs/MCRs) across Bournemouth University, including those who are already working with industry partners and those who would like to build up new networks. 

Further, due to the nature of this fund, we particularly welcome applications: 

  • from ECRs/MCRs 
  • aligned to at least one BU SIA 
  • that demonstrate research interdisciplinarity 
  • that have industry relevance and or application

Applications will be reviewed by the HEIF Funding Panel with recommendations submitted to the Research Performance and Management Committee (RPMC). Once a decision has been made, this will be communicated to applicants.

Share your Views on Impact in Research Applications

UKRI are reviewing their systems to better understand the effectiveness of approaches to supporting impact across the Research Councils.

In order to achieve this they have launched a consultation to gather feedback on how impact development activities are being embedded into proposals by applicants. The aim is also to determine the levels of stakeholder involvement, and how impact development activities within proposals are reviewed and assessed. The results from this consultation will be used to make improvements to UKRI’s processes and will be central to the development of a new reference guide on the topic of ‘maximising impact’ within applications, as well as being used as an evidence base for continuous improvement, cross UKRI policy and other UKRI programmes.

They are asking for input from:

  • academics
  • university research office staff
  • users of research
  • project partners (such as social enterprises, charities, non-governmental organisations, business)
  • other stakeholders.

Individual feedback survey on the REF 2021

Have your say on the Research Excellence Framework 2021 as part of the Future Research Assessment Programme, conducted by Research England, Scottish Funding Council, Higher Education Funding Council for Wales, and Department for the Economy, Northern Ireland.

The Programme is keen to understand the impact of the REF 2021 on the research community, and are asking for responses to a survey from any individuals with an interest or involvement in REF 2021. The survey will be open until 26th January 2022 and can be accessed here.

UK Government policy week on the Blog: UKRI and Research England

This week on the BU Research Blog we are taking a close look at the UK Government’s policies and mechanisms to support research. We will look at the R&D Roadmap, the Advanced Research & Invention Agency (ARIA), the levelling-up agenda, the UK Innovation Strategy, and the R&D People & Culture Strategy. Today, we’re looking at UKRI and Research England and considering their missions and plans.

UK Research & Innovation (UKRI) was launched in April 2018, following a recommendation by Sir Paul Nurse’s review of the research councils and aims to increase integrative cross-disciplinary research. It is a non-departmental public body sponsored by the Department for Business, Energy & Industrial Strategy (BEIS). It brings together the seven disciplinary research councils (including ESRC, AHRC and NERC), Research England and UK Innovation. UKRI, which is led by Chief Executive Officer Professor Dame Ottoline Leyser, brings these nine councils together to deliver an ambitious agenda. The UKRI Corporate Plan sets out UKRI’s goals, ambitions and objectives, as well as providing examples of how UKRI is working in partnership to tackle local, national and global challenges. The plan sets out the four elements of how UKRI will deliver on its mission, these are:

  • to convene and catalyse by listening to and connecting diverse communities to create new combinations, and working in partnership with others
  • to incentivise the development of a research and innovation system that realises its vision via its choices, policies and behaviour
  • to invest in people, ideas and infrastructure
  • to conduct high-quality research and innovation

The UKRI Corporate Plan is delivered through the nine councils, each of which has a Delivery Plan. These are summarised in the UKRI Corporate Plan; however, if you are applying for funding from one of the councils (such as AHRC or EPSRC) then it is important to read that council’s delivery plan as that will explain what the council’s priorities and what research they want to invest in. Research England is one of the nine councils brought together by UKRI. It oversees the functions of UKRI in relation to university research and KE in England. This includes: research and KE grant funding in England (e.g. QR and HEIF); developing and implementing the Research Excellence Framework (REF); overseeing the sustainability of the higher education research base; managing the UK Research Partnership Investment Fund; and administering HEIF and the Knowledge Exchange Framework (KEF).

Research England’s Delivery Plan set out its mission as to “create and sustain the conditions for a healthy and dynamic research and KE system in universities, while driving the transformation in university capacity and capability that will deliver the government’s target of 2.4% of GDP invested in R&D by 2027.” The approach is to understand and support university success and use this information to create a more healthy and dynamic university system in England and to deliver strong outcomes for the economy and society.

Research excellence is a key focus of Research England (and UKRI). Universities are encouraged to cultivate and implement an open research agenda; foster the development of early-career research talent; promote equality, diversity and inclusion; and broaden the skills of the next generation. Research England’s work in terms of research excellence is split into three areas:

  1. Research assessment (e.g. the REF; the Future Research Assessment Programme).
  2. Research culture (e.g. research metrics; open access; research integrity; interdisciplinary research; high-performing research; public engagement).
  3. People (e.g. equality, diversity and inclusion; postgraduate researchers).

HE policy update for the w/e 25th November 2021

Welcome to your two-week round up on the biggest HE news.

Fees and funding

We’re still expecting imminent announcements on funding structures, linked to the lifelong loan entitlement, but possibly going further with at least hints about the future (or non-future) for the Augar recommendations and other changes to the funding structure.  BU readers can find our comprehensive review of the current arrangements for funding and fees here.

A student perspective is given in a report by HEPI and the Centre for Global Higher Education. The main findings of the report include:

  • Graduates think income-contingent student loans offer access to higher education and regard the repayment system as manageable, with the income repayment threshold protecting against low earnings. Monthly repayments are seen as affordable and automatic repayments are valued.
  • However, graduates consider tuition fees and interest rates to be too high, see the amount of debt owed as a burden and feel the repayment period is never-ending.
  • Graduates describe emotional and psychological disturbance from their debt, with graduates in the post-2012 reforms cohort considerably more negative about their student loan debt.

Access & Participation Changes

We’ve been waiting for a while for detail some potentially significant changes that will support the implementation into HE of the government’s vision for levelling up and building back better.  The new Director for Fair Access and Participation at the OfS has been announced as John Blake and the Government have outlined their changed expectations for what were previously the Access and Participation Plans. The Government’s press release sets the tone.

Before we look at the substance, there is an interesting process point – we were expecting monitoring guidance for the 2021-21 APPs which has had to be delayed.  The existing 5 year plans are likely to be ended early and reformulated – which doesn’t sound much like reducing bureaucracy (which is a stated aim).  You could read references to this in the many publications this week as sounding a bit defensive.  And also a bit blame-y…the implication is that we make it bureaucratic ourselves by the way that we do it: All access and participation work will need to be focused on actions that support learners, with needless complexity and bureaucracy cut out.

There’s a focus on quality  – with the point being made again that it is not ok to encourage disadvantaged students to go to university – they have to have the same outcomes as less disadvantaged students when they leave.  Getting on not just getting in.

Universities are expected to take a local and regional focus working with all young people (not just disadvantaged) as part of the levelling up agenda. That’s reminiscent of the Theresa May government’s suggestion that all universities should ‘sponsor’ local schools academy trusts. Stretching targets are expected to be set to reduce dropout rates and increase progression into highly skilled (and well paid) employment. Universities will need to demonstrate how they improve educational outcomes for all disadvantaged students in the area (or region) not just those progressing to university. This includes supporting outcomes for those who intend to take up apprenticeships, employment or other options. Universities will be expected to set targets to increase the proportion of students studying degree apprenticeships, higher technical qualification or part time courses.

Of course there are some inherent conflicts within this. Is it ethical to spend tuition fees funded by student loans on the upskilling of the local community (which for many won’t be the community they grew up in)?  It isn’t really possible to demonstrate a direct causal impact a university can have on a school pupil’s success?  Even with the best programmes can universities demonstrate what is being asked of them? Some student groups are more at risk of drop out than others and some don’t want to make the post-graduation geographical choices that would lead to a higher paid job. Will the Government’s monitoring and targets perversely encourage universities to avoid recruiting these students? It is unlikely that universities would do this, but will there be a punishment for not doing?

We can expect changes to apprenticeship funding models and success targets in the future too. This all sits within the context of the Government’s agenda for fewer young people to attend university (more to consider apprenticeships and non-academic route options) and the public purse concerns surrounding funding the funding and maintenance costs as we emerge from the demographic dip in 18 year olds.

The Government also announced £8 million for 13 projects to remove barriers to post-graduate research for Black, Asian and minority ethnic students, with projects looking at admissions and targeted recruitment. The 13 projects will work collectively to support the entire PGR lifecycle using innovative methods and approaches. This includes reviewing admissions processes to tackling offer rate gaps, and plans to extend routes into doctoral study via professional doctorates and partnering with the NHS. Other projects will focus specifically on intersectional inequalities related to Black female students, and prioritise the mental health of their PGR students of colour… This is only one of many first steps, as systemic inequalities will not disappear overnight. We are acutely aware of how much further the sector needs to travel to be in a position to allow people of all backgrounds to flourish and establish the most outstanding research and innovation sector with a formidable research culture to match.

Wonkhe have a guest blogger who discusses why John Blake was chosen to lead the new access and participation agenda. It is worth a slow read, there is much unsaid between the lines and colleagues will want to be aware that the author, Jonathan Simons, is a partner at right leaning Public First. Do read the comments and responses to the blog. Also worth a read is the open letter blog to John Blake by two student unions. Once you get past the initial credibility ticking and trumpet blowing it makes good points about what helps students stick and achieve at university – calling on the OfS to ask universities to emphasise these aspects in their new plans.

The OfS issued a lot of material alongside the announcement. Amongst the new guidance is this letter from Nadhim Zahawi about the “future of access and participation”.  Some extracts that show the ton:

  • It also cannot be right that some notional gains in access have resulted from recruiting students from underrepresented groups onto courses where more than 50% of students do not get positive outcomes from their degree. 
  • At 25 higher education providers, fewer than half the students who begin a degree will go on to highly skilled employment or further study within 15 months of graduation, and even within providers above this threshold, there will frequently be one or more subjects which are below it. Students from disadvantaged backgrounds are being let down by these courses. [We’ve heard that before, it refers to this experimental metric released by the OfS called “proceed” which combines completion rates and graduate employment rates. 10 of them are private or specialist providers].
  • We would like to see the OfS rewrite the national targets to better align with this new focus, and renegotiate A&P plans with providers to meet these new priorities, including due consideration of regional inequalities, prior attainment in schools and a focus on the findings of the white working-class boys report, which identified that they are one of the groups least likely to attend university. We encourage the OfS, in the renegotiated plans, to require providers to promote equality of opportunity before entry to higher education, and support schools to drive up academic standards. 
  • This refocusing of the system is not about creating a new, burdensome industry. These changes should streamline the planning, monitoring and evaluation process. Plans should be short, concise, and both accessible and easy to understand. They should focus on results and best practice. Most importantly, plans should be comprehensible to students and parents, and clearly signposted on university websites, so that they can hold institutions to account on their commitments. We would also expect providers to see material efficiency benefits from this less bureaucratic approach.

Michelle Donelan also spoke at a Times Higher Education event.  The tone, again, is interesting:

  • … the normal, status quo, comfort zone approach to education is in my view something that COVID has helped to break us out of, and as a result, we now have a once-in-a-generation opportunity to enact historic reforms that are long overdue….
  • …the guiding principle for me is ‘when we learn is as important as what we learn’…For too long HE has been predominantly undertaken between the ages of 18- 22 and our system has not supported or developed a culture of lifelong learning….
  • … I want to talk about this revolutionary change into further and higher education, namely the Lifelong Loan Entitlement or LLE which the Prime Minister announced as part of the “rocket fuel that we need to level up this country.” I want the LLE to be a fundamental and seismic shift in the way that we fund and enable students to access higher and higher technical education in this country.
  • …In less than four years young people will not be channelled, regardless of fit, into a straitjacket of a traditional three-year degree, but instead will have a genuine choice with the flexibility to choose from a range of options that work for them. We need you to create that choice – and whilst we can create the system to allow it we need you to develop the modules working hand in hand with industry….
  • … it is unacceptable that so many still find themselves on courses where fewer than 50% of those who start have good outcomes after leaving, or are encouraged onto courses that providers know have poor completion rates…Data from the Office for Students shows clearly that disadvantaged entrants are less likely to continue after year 1, less likely to achieve a first or upper second-degree classification; and less likely to progress into highly skilled employment or study…
  • ..So, just as the Russell Group have become used to having to set ambitious targets for recruiting state school pupils in order for their plans to be accepted, from now on universities with poor outcomes will have to set ambitious targets for reducing drop-out rates and improving progression to graduate employment….

Chris Millward (outgoing Director for Fair Access and Participation at OfS) blogged for HEPI: Fair equality of opportunity means a fair chance to succeed. It talks of hearing the student voice, of how disadvantaged students struggle to bridge the fabled gap between talent and opportunity and has some charts on reducing the disadvantage gap.  Some excerpts:

  • …universities can recognise that the grades of many disadvantaged students demonstrate that they have travelled further and offer greater potential to succeed in higher education. Universities have independence in relation to their admissions precisely so they can make nuanced individualised judgements of this kind. 
  • This is not an easy route to equality of opportunity. The students I meet in universities identify the importance of a sustained package of support, including academically stretching work before admission and an academic offer that reflects their potential, as well as financial support to meet the cost of living during their studies. 
  • Alongside this, universities can give greater priority to routes other than young, full-time, full-degree entry within their access and participation strategies, enabling more people to enter higher education when they are older, and thereby diminishing the influence of attainment gaps in school. 
  • People who study locally are more likely to be from disadvantaged backgrounds and to seek employment in their home region. This means that the geographical disparities… have a profound effect on the employment prospects of the most disadvantaged students… One answer to this might be to encourage graduates living in these places to move away from their local area to study and work… If, though, the most educated people leave an area to gain good employment, this can only compound the challenge for future generations… Another approach might be to encourage people in areas where there are lower school grades and graduate earnings not to go to university at all, for example by completing their studies at lower levels and going directly into work… But it would be profoundly unfair to prevent people from having the opportunity to benefit from higher education due to the circumstances in which they have grown up. It would also be unlikely to succeed, given increasing levels of demand for universities in this country… I am pleased that discussions about social mobility have shifted from enabling people to leave their local area to improving their prospects if they want to stay. But this must not lead to a new binary divide between mobile academic routes for those who get the right grades in school and local technical routes for others. 

Meanwhile The Sutton Trust have published a research brief which notes the importance of less selective universities taking disadvantaged students of varied academic potential: Less selective universities take on the majority of poorer students who attend university. While they often have lower graduate earnings on average, many of their graduates from poorer homes in fact go on to achieve well in the labour market. This is further emphasised when the characteristics of their students, including their school attainment, is taken into account.

The brief looks at the effect universities have on social mobility and ranks the top 20 institutions based on their contribution. Unsurprisingly, due to the unique demographics, London institutions come out top. The brief is well worth a read and there are good charts illustrating the points made. We like this one that highlights how the socio-economic background types feed through the university types to their end bearing on earnings.

The report also highlights known truisms which speak to the changes the Government announced – particularly on high employment outcomes:

  • The very best-performing institutions in terms of their labour market success admitted few FSM students. Similarly, the universities with the highest FSM access rates have below average success rates. However, across all universities, the correlation between access and success of -0.24 is relatively weak. Some universities do reasonably well on both metrics.
  • Adjusting earnings for cost of living differences across the country improves the mobility rates of Northern universities, and lowers those in London and the South East. It does not change the overall ranking of universities very much, however. London universities still dominate the top of the mobility distribution, and the most selective universities still perform poorly.

The OfS have published the APP monitoring outcomes for 2019-20.

  • 60 per cent of targets were reported as having made expected progress
  • For access, targets focused on gender saw the least progress made (using both categories of no and limited progress). We do not consider gender in isolation as an underrepresented group and for APPs from 2020-21 onwards, there are fewer targets using this category.
  • For the success and progression stages of the lifecycle, particularly for continuation, many targets that were not focused on specific groups, but instead related to whole cohorts of students, did not make expected progress. Furthermore, for progression, there was a very small number of targets set for care experienced students and white disadvantaged students where no progress was made.

Some interesting bits of context:

  • Changes to academic regulations were cited in a number of returns as additional measures by which student success had been supported…[these included no detriment policies, alternative methods of assessment, broadening extenuating circumstances criteria and assignment extensions]…The OfS expects rigour to be maintained when a provider makes changes to its academic regulations, whatever the reasons for those changes.
  • Creating and fostering a sense of ‘belonging’ was seen as an important way to retain and ensure a high-quality experience for all students, and some providers described how this was especially important with the move to online learning.
  • Mental health and wellbeing was a topic frequently highlighted in both provider and student submissions. Providers acknowledged how critical an issue this was to student success, particularly for underrepresented students given the additional and disproportionate pressures that the pandemic may have on them…Many providers noted how they had expanded their student support services and reflected on the benefits of moving mental health and counselling services online.
  • Some providers anticipated worsening student success outcomes from 2020-21 onwards due to the pandemic. For example, 10 per cent of providers predicted worsening performance in respect of continuation. Some providers also reported increasing numbers of students requesting to withdraw or suspend their study.
  • Whilst some providers acknowledged the difficulties associated with their graduates gaining different types of work experience during the pandemic, there were positive examples of how providers had responded. For example, some providers reported the creation of new in-house internship programmes or expanded existing internship programmes, and that work experience and internships had also moved online.
  • Placements were particularly affected by the pandemic, as well as some students being made redundant or furloughed. In response, one university offered a number of micro-placements to estranged students, care experienced students and students from low-income households.

And in relation to the student submissions:

  • In many of the submissions, communication was a key concern. For example, students felt that it was at times slow and sometimes did not include a clear rationale for why decisions were made.
  • Furthermore, students reported that they considered some aspects of support, such as safety net and no detriment policies, and digital support funds and hardship funds, to be at times inadequate, slow to be implemented and reactive rather than proactive. Some students felt there were inconsistencies within the support offered and how this affected different underrepresented groups.
  • There were reports that students working on access and participation delivery were unaware of the plan and the wider strategic activity. Suggestions were made on how providers could better inform and engage students in the delivery and monitoring of the plan, including training or inductions for students working on access and participation activities.

And on poor employment outcomes Wonkhe summarise a HESA (Higher Education Statistics Agency) report produced jointly with the University of Warwick that examines the impact of degree classifications on graduate earnings. The report – Graduate Earnings Premia in the UK: Decline and Fall? – finds that the earnings premium over non-graduates for graduates born in 1990 with a 2:2 or below was just 3%, a sharp drop from the 17% premium for similar graduates born in 1970. The report authors…argue that this drop is consistent with their conception that increased higher education and a rise in the proportion landing upper seconds and first has made a “good” degree the new default. However, there is evidence that this effect may be slowing as participation growth slows down. Wonkhe also have a blog where David Kernohan ponders if employers are changing their opinions: Fresh HESA/Warwick research describes how earnings and outcomes have been affected by degree attainment and classification.

And back to Public First – Wonkhe report that Public First polled the public’s views on the levelling up agenda and finds that a third of people view lower tuition fees for people attending their local university as a way to level up their area. Homelessness Access: Wonkhe tell us – The University of Chichester and the UPP Foundation have developed a toolkit to encourage access to university for those with experience with homelessness. The Adversity to University programme is a 12 week course where students – who live in or have been supported by a local homeless shelter – develop the academic and critical thinking skills needed to thrive in higher education. If the students complete the course successfully, they can apply to study a degree at the University of Chichester. The Times covers the scheme.

Research

Research England:  David Sweeney will retire from his Executive Chair role at Research England. Recruitment for his replacement has begun.

Horizon Europe: BEIS Parliamentary Under-secretary George Freeman stated the UK is ready to associate with Horizon Europe but the EU delays persist. He said:

  • We see no legal or practical reason why we should not be able to formalise our participation swiftly, and urge the EU to do so.
  • Our priority is to support our UK’s R&D sector and we will continue to do this in all future scenarios. We have been allocated funding for full association to Horizon Europe, as stated in the Spending Review. In the event that the UK is unable to associate, the funding put aside for Horizon association will go to UK government R&D programmes.

Funding: Wonkhe – Research England has published a breakdown of their £6 million in funding allocations for participatory research. The funding has been distributed to providers based on their total recurrent quality related research, with a minimum and maximum allocation of £5000 and £150,000 respectively. Further documentation for providers is available.

ARIA: The ARIA Bill is being discussed at Committee Stage in the House of Lords (summary here). There were objections to an amendment which attempted to ensure that consideration of climate and environmental goals were embedded within ARIA’s function – the amendment was withdrawn. Lord Willetts called for bureaucracy to be curtailed in other research institutions (as well as ARIA) and for ARIA to pursue a happy balance between missions versus technologies. The ARIA Board was discussed as was ARIA’s deliberate separation from UKRI and the Civil Service. An amendment which required the devolved nations to be represented on the ARIA Board also failed. Dods have also provided a summary of the second Committee session here. And Wonkhe say: there were no surprises in Grand Committee – the government amendments to do with the way devolved governments will interact with the proposed new research funding body passed, and others were not moved. Concerns still exist around ARIA’s transparency and ways in which it can be scrutinised, and the overall purpose and goals of ARIA – these are likely to return at report stage.

The ARIA Bill will shortly move to the report stage.

Xinjiang/research: The Government has published their response to the Foreign Affairs Committee’s report on the UK’s responsibility to act on atrocities in Xinjiang and beyond. Recommendation 28 is of relevance to the UK higher education sector’s ties with China.

  • Recommendation 28: Where a Chinese institution possesses known or suspected links to repression in Xinjiang, or substantial connections to Chinese military research, UK universities should avoid any form of technological or research collaboration with them. They should also conduct urgent reviews of their current research partnerships, terminating them where involved parties are found or suspected to be complicit in the atrocities in Xinjiang.
  • The Government is committed to providing support to UK universities and research institutions to help them to make informed decisions and manage risks when undertaking technological or research collaborations with other countries, including China. We will not accept collaborations which compromise our national security or values. However international research collaboration is central to our position as a science superpower, and our research sector therefore needs to be both open as well as secure. A range of measures are already in place to support UK universities and research institutions to manage these risks, including:
  • Launching the Trusted Research campaign, which included the publication of new detailed guidance by Universities UK on the risks involved in international collaborations. The new guidance, ‘Managing risks in internationalisation: security-related issues’, advises UK institutions to assess reputational, ethical and security risks when conducting due diligence on prospective partners. The Government is also working with UK Research and Innovation (UKRI), the UK’s largest public funder of research and innovation, to ensure that its employees and grant holders adhere to the latest Government guidance.
  • Under the UK’s export control regime, the Government rigorously assesses all export licences against strict criteria. We continuously strengthen protective measures and expect universities to do the same.
  • The Department of Business, Energy and Industrial Strategy (BEIS) is currently recruiting a new Research Collaboration Advice Team to help raise awareness and understanding of Government advice on security related matters, including export controls, cyber security and the protection of intellectual property. The new BEIS team will also provide support to researchers to help them to pursue safe international collaborations.
  • The Academic Technology Approval Scheme, which the Government expanded in March 2021, also provides robust procedures to protect national security and counter foreign interference.

Wales: Wonkhe report – First Minister Mark Drakeford has announced research and development priorities for the Welsh government. He commits the government to work to secure R&D funding levels “at least equivalent to those received historically via the European Union,” and to address “historic underfunding” from UK investment. Funded research will support priorities around climate change, environmental recovery, and decarbonisation. There will also be a new cross-government innovation strategy with a focus on driving impact.

Admissions

The Ministerial letter from Michelle Donelan which set out the changes to Access and Participation (and repeated much of what we summarise above) also raises some admissions issues.  It asks universities to consider what will happen if there are changes to arrangements for students seeking admission to university again this year, e.g. if exams have to be cancelled or to deal with another year of potentially higher grades: We believe that planning now and building resilience into your offer-making strategies to avoid either over or under subscription at individual institutions in all scenarios is a vital part of your own contingency planning. We encourage you to be thoughtful when setting your offer requirements and to consider any additional measures which would allow you to plan as effectively as possible.

And then a focus on “student focussed admissions practices”:

  • As you will be aware, the OfS temporary registration condition, Z3, which prohibited the use of conditional unconditional offers and other types of offer making practices ended on 30 September this year. Whilst Z3 is no longer in place, I would like to strongly encourage you to continue to act within its spirit and adhere to the principle of ensuring students’ best interests are safeguarded during these difficult times – which I know has been the case over the last 2 admissions cycles. This includes avoiding the use of ‘conditional unconditional’ offers and other practices which may place undue pressure on students to make choices.
  • .. It is therefore disappointing that, during previous admissions cycles, there have been instances of providers introducing oversubscription conditions that permitted them to withdraw places where the number of students meeting offer conditions exceeded the number of places available.

MD therefore welcomes a statement from the Competition and Markets Authority on admissions.  The CMA rarely speaks on HE but its guidance on consumer protection as it applies to students is covered in our licence conditions.  The CMA has issued a short statement about offers to students:

  • When an HE provider makes an offer of a place to a prospective student and the offer is accepted, in our view a binding contract is made between the HE provider and …. The HE provider has agreed to reserve a place and allow the student to enrol on the relevant course if they meet any specified entry requirements (where applicable).
  • The terms of that contract must be fair. If terms are unfair then they are unenforceable against a consumer (i.e. student). It should be noted that transparency is not enough, on its own, to make a term fair…
  • A term may be open to challenge if it could be used to cause consumer detriment even if it is not at present being used so as to produce that outcome in practice…
  • A term that affords a wide discretion to the HE provider to withdraw or cancel an accepted offer effectively means the HE provider could simply choose not to comply with the terms of the offers it has made to prospective students. A provision that has this effect is likely to be unfair under unfair terms legislation….
  • in the CMA’s view terms that purport to exclude or limit the liability of a HE provider if it fails to meet its contractual obligations are inappropriate and potentially unfair…

The OfS response is here re-emphasising the importance of this – extracts:

  • Ongoing condition of registration C1 requires providers to have regard to relevant guidance about how to comply with consumer protection law, including that published by the Competition and Markets Authority (CMA), when developing and implementing their policies and terms and conditions.
  • A potential breach in consumer law may prompt the OfS to investigate and, if appropriate, carry out enforcement action to address any failures to comply with one or more of the conditions of registration.
  • All registered providers should familiarise themselves with the CMA’s statement and guidance and take action to review and change their terms and conditions where necessary.

Free Speech

With the parliamentary passage of the free speech Bill still in motion matters such as the resignation of Kathleen Stock (Sussex) continue to receive attention. The Lords debated her resignation which highlighted the OfS have opened an investigation.

Baroness Barran (Parliamentary Under-Secretary of State) said: No academic should have to fear for their personal safety, particularly as a consequence of expressing lawful views. This incident demonstrates why this Government are pressing ahead with legislation to promote and defend freedom of speech on campuses. This week the Times also reported on a social anthropology lecturer who has chosen not return to teaching duties after being cleared of racism accusations.

HE: Intergenerational Perspective

The Intergenerational Foundation published an analysis of what has changed for young people over the last decade across 10 policy areas. Out of the 10 policy areas investigated, young people have fallen behind in 9 of them over the last 10 years, with the environment being the only area where progress has been mainly positive. The report finds:

Higher education

  • The proportion of the population with a university degree has risen from 26% in 2004 to just above 40% in 2019. This has largely been driven by the rapid increase of younger people in higher education – from 2019 onwards, for the first time in history, over 50% of young people in the UK are attending university. In many ways, these statistics can be viewed as a success story. While it is difficult to quantify the public benefit of a higher-educated workforce, research by IF suggests that the tax premium on graduates – including the extra tax paid compared with non-graduates – was around £291,000 for each graduate in 2017. There are also many positive social externalities associated with undertaking a higher education. These include: high graduate engagement in valuable voluntary work; graduates tend to be more law-abiding than non-graduates; and graduates are less likely to engage in riskier lifestyles and therefore present less of a burden to both the NHS and criminal justice costs.
  • However, the number of graduate jobs is not keeping up with the number of graduates: in 2019, approximately 45% of recent graduates and 35% of nonrecent graduates were working in non-graduate roles. This calls into question the value of obtaining a university degree and suggests that the UK may actually have a problem of over-education with a mismatch between the number of graduates available and the number of graduate job opportunities available (reference)
  • The total outstanding student debt in the UK has tripled since the fee cap was raised to £9,000 and then to £9,250 – from £46,700 million in 2011/2012 to £140,000 million in 2019/2020. The report (page 24) highlights that the notion of the graduate premium is flawed – it discusses why it is intergenerationally unfair and that students from wealthier backgrounds avoid the 9% tax rate, further exacerbated by the higher maintenance loan value students from the most disadvantaged backgrounds may take out. The details are in the report, it concludes: Therefore, rather than acting as a tax on workers earning a “graduate premium”, the 9% student loan repayment tax just makes it incredibly difficult for young adults with student debts to save, especially for big milestone purchases such as a house deposit or having a family. It is no wonder then that many graduates return home to live with their parents soon after graduating. And if the Government decide to retrospectively change the loan repayment period to 40 years they can, although it may be politically unpopular.
  • Graduates with a post-2012 student loan have a 41% marginal tax rate on earnings above £27,295, rising to 51% if they earn above £50,270. Only 25% of current graduates are forecasted to repay their loan in full.

Health: Spending on health per person has increased at a similar rate over time for pensioners and working-age adults; however, for children spending has stagnated since 2010/2011. The percentage of young adults with some evidence indicating depression or anxiety has risen over the last decade: from 18% in 2009/2010 to 25% in 2017/2018.  More details on Health at page 35.

Skills & Post-16 Education Bill

The Skills and Post-16 Education Bill received its second reading in a lively House of Commons session (summary). BTECs were mentioned with repeated calls for the phase out to extend to a 4 year period. Minister Zahawi stated apprenticeship outcomes were important (because there has been a big drop in apprenticeship take up) and that skills, schools and families were the Government’s mantra with the increased investment in FE highlighted. The Bill to eradicate essay mills was also mentioned in passing.

The English and Maths exit requirements will be removed from T levels. The Minister stated that T Levels and A Levels should be at the forefront of the level 3 landscape, but stressed that other qualifications would still be needed alongside them. “It is quite likely that many BTECs and similar applied general-style qualifications will continue to play an important role in 16-to-19 education for the foreseeable future. The Minister also indicated the Government intends to consult on reforming level 2 technical qualifications.

Chris Skidmore (former Universities Minister) called for the ELQ rule to be abolished and for universities to be recognised within a genuine place based approach. The Lifetime skills guarantee received much debate (nothing new), local skills improvement plans were discussed. Alex Burghart (Under-Secretary of State for Education) summed up the Government’s position: he was pleased to hear the Opposition support changes on level 2 English and maths as an exit requirement for T-levels, because Government want these new gold-standard qualifications to be open to as many people as possible. For students at level 3, there would be world-class qualifications designed with employers leading to degree-level apprenticeships, work and higher education, because more than 50 universities already accepted T-levels. For students who were at level 2 at 16-19, there would be world-class qualifications designed with employers leading to traineeships, apprenticeships or work or the opportunity to take up the lifetime skills guarantee at level 3.

The Bill will now proceed to the Public Bill Committee (Committee stage).

  • Education Staff Wellbeing: The DfE published Robin Walker’s written ministerial statement launching the Education Staff Wellbeing Charter aimed at schools and colleges and a new £760,000 mental health support scheme delivered by the charity Education Support. Glossy version here.
  • Health Education England: Dods highlight that the HSJ is reporting that Health Education England is going to be merged into NHS England. The merger is expected to take place in April 2023. HEE were reportedly arguing for an unaffordable funding settlement, which ultimately has led to its demise. The HSJ’s source said the merger was disappointing, but “in the longer term it is the right decision, or at least not a bad decision. If HEE had proportionately been given the money NHSE has received over the past eight years it would have made a massive difference. We need to align service finance and workforce planning and this does that. Being outside the ring fence [around NHSE funding] is not a good thing.” Since writing Wonkhe report that the Secretary of State for Health, Sajid Javid, has announced that Health Education England, the body responsible for the training of NHS staff, will be merged with NHS England, NHS Improvement, NHSX, and NHS Digital.
  • Student MPs: At PMQs this week Jane Hunt MP asked what the PM was doing to encourage students from all backgrounds to inspire them to become MPs or the Prime Minister. Johnson responded that none of the bad parts of politics should deter anyone from becoming a representative.
  • HESA head: The Higher Education Statistics Agency (HESA) has named Rob Phillpotts as its next chief executive. Phillpotts, currently managing director of HESA, is to replace outgoing chief executive Paul Clark following his departure on 17 December (Wonkhe).
  • Kindness: The Office of the Independent Adjudicator have a Wonkhe blog on how they use a kindness approach when addressing student complaints.
  • Essay Mills: Wonkhe report that: The Quality Assurance Agency (QAA) has built a briefing for its members on identifying work produced via essay mills.

Update from Research England on recurrent RKE grant funding

We have been waiting for news from Research England about the recurrent RKE grants for this year, confirmation of which has been delayed whilst UKRI waited for BEIS to confirm their budget. There was some initial news yesterday, which is summarised below. Institutional allocations will be published next month but overall there’s an increase in funding available, so hopefully we’ll secure more funding than last year 🤞

Research England letter sent to all VCs today: https://re.ukri.org/sector-guidance/publications/circular-letter-funding-for-2021-22/

  • Applies to 2021/22 academic year grants (e.g. QR & HEIF) and 2021/22 financial year grants (such as research capital funding).
  • Institutional allocations will be published in October 2021.
  • Overall funding increase of 3.5%.
  • Overall budget lines for block grant funding will remain the same (e.g. same amount in the overall QR pot this year compared to last year), although this may vary at institution level.
  • There will be QR SPF available in 2021/22 – note it is now renamed as QR Policy Support Fund. The funding aim is to invest in new interdisciplinary programmes and to help solve pressing public policy challenges.
  • HEIF funding parameters remain the same but the year-on-year increase has decreased to +10% (from +15%).
  • There is £132M of additional funds that will be allocated to strengthen the capacity and capability of institutions to work in partnership with others to deliver post-Covid societal and economic benefits. They will also allow providers to commence work on post-Covid considerations around research culture and the research system. Paragraph 19 outlines these additional single year grants. Note these must be spent between 1 April 2021 and 31 March 2022. It looks like these will be allocated to institutions (i.e. no competition).

NEW: Research England delivery plan 2019

Today sees the launch of Research England’s delivery plan for 2019.

Their funding allows HEIs to work effectively and efficiently with business and charities. They help universities seize fast-moving opportunities to work with business partners independently, and enable them to collaborate with businesses, charities and other funding bodies that pay less than the full economic cost of research.

 

National Research Landscape Survey

Research England is interested in understanding how researchers think the research landscape (i.e. research outputs, impacts and the research environment) might change over the next 5 to 10 years, in order to inform their planning for future research assessment (post 2021). This survey is intended to collect information on these issues and is part of a wider study being conducted by RAND Europe on behalf of Research England.

This survey is for researchers within English Higher Education Institutions (HEIs).

UK Research and Innovation (UKRI) officially opens 1 April

UK Research and Innovation (UKRI) officially opens on 1 April. RCUK will no longer exist. UKRI will incorporate all seven research councils, Innovate UK and a new organisation, Research England (which will manage the REF and HEIF).

In addition, HEFCE will no longer exist from 1 April.  The Office of Fair Access (OFFA) will also cease to exist and the two will merge to form the new Office for Students (OfS).

TEF

As the sector continues to digest TEF the date to register for appeals has already passed. The Times report that Durham, Liverpool, Southampton and York will be appealing their ratings. Read Jane’s TEF blog published by Wonkhe. The Times Higher have published a comprehensive review of the data.

Graduate Outcomes

The second NewDLHE consultation has closed and the new survey will be called the Graduate Outcomes survey. Read about it on the HESA website and Rachel Hewitt’s Wonkhe blog: What’s in a name? Arriving at Graduate Outcomes. Rachel writes: The new model will enable us to provide high-quality data that meets current and anticipated future needs, while also realising efficiencies in the collection process. The data that will be available, including new graduate voice measures, will expand our understanding of what graduate success means.

HESA have published the synthesis of responses to the consultation and also have a helpful response and clarification page which follows more of a Q&A style. The first cohort of graduates to receive the new survey will be from the 2017/18 academic year and there will be a minimum 70% response rate requirement for full time UK undergraduates (some concern has been expressed about whether this is achievable). The first full Graduate Outcomes publication will be in early 2020, followed by the LEO earnings data later in Spring 2020. HESA clarify that there will not be a gap in data for TEF, although some students will be captured a little later than the existing DLHE model. When asked how HESA would mitigate the change in census point impacting on the TEF data they clarified it was for HEFCE to consider the matter.

Widening Participation

It’s been a busy week for widening participation. OFFA have released the national outcomes of the 2015/16 Access Agreement monitoring and announced a new HESA data set will be released at the end of July which will support institutions to evaluate the impact of their financial support (including bursaries) to students.

The Access Agreement monitoring noted greater investment during 2015/16 and ‘significant and sustained’ improvements in fair access in the last decade. However, it identified particular challenges in the fall of part-time student numbers, non-continuation rates for mature students (almost double the rate of young students), little progress in retention and attainment of students from certain BME backgrounds, and professional employment rates, which are significantly lower for graduates from disadvantaged backgrounds. It also stressed the importance of flexible study options, particularly for mature students.

The Social Mobility Commission published Time for change: an assessment of government policies on social mobility 1997 to 2017 which considers the impact and effectiveness of the key social mobility policies over the last 20 years. The HE sector has seen success in improving disadvantaged students access to university (less so at selective institutions), however, the retention rates and graduate outcomes for disadvantaged students still lag behind with only minimal improvement over the 20 year period. Research Councils UK released their Measuring Doctoral Student Diversity report. And the Herald has a piece on how Glasgow University contextualises its admissions successfully ‘Dumbing down’ myths scotched.

EU citizens’ rights

The Home Office have published a policy paper addressing the continuation of UK residence rights for EU nationals, which was the basis of the government’s proposal to the EU for negiotiations on this issue, which is a gateway issue to wider negotiation on Brexit. A short factsheet explains the intended process for EU citizens to remain in the UK. The policy paper mentions access to fee and maintenance loans for undergraduates and EU citizens access to research council PhD studentships – both to continue until 2018-19. Upon Brexit EU students with “settled status” will be permitted to complete their studies.

The current UK proposal appears to be relatively generous to EU citizens currently in the UK – although there is a cut off date which has yet to be set and will be between 29 March 2017 and 29 March 2019.  Those arriving after that date will not have the same rights.  It does propose a registration requirement for those acquiring “settled” status (or in the course of acquiring it – it takes 5 years) but it proposes a 2 year transition period for that process to avoid administrative chaos.  The EU have already said that they are not happy with the proposal that the EU court will not have jurisdiction.  This is the opening position in a negotiation, so expect it to evolve over the next few months.

Local MPs

Three of our local MPs have been appointed to Government positions.

  • Simon Hoare has been appointed as Parliamentary Private Secretary for the Ministerial team within the Home Office.
  • Conor Burns has moved from BEIS and been appointed as Parliamentary Private Secretary to Boris Johnson (Secretary of State for Foreign and Commonwealth Affairs).
  • Michael Tomlinson has been appointed as Parliamentary Private Secretary for the Ministerial team within the Department for International Development.

Parliamentary Questions

There were a number of HE relevant parliamentary questions this week.

Catherine West asked the Secretary of State for Education whether it remains the Government’s policy to allow the opening of new grammar schools. Justine Greening responded: There was no education bill in the Queen’s Speech, and therefore the ban on opening new grammar schools will remain in place.

William Wragg asked the Secretary of State for Education whether the proposals relating to universities in the Schools that Work for Everyone consultation document will be taken forward. Justine Greening responded: “As part of the Government’s commitment to create more good school places, last September we published the consultation document: Schools that work for everyone. This asked how we could harness the resources and expertise of those in our higher education sector to work in partnership to lift attainment across the wider school system.

The Government has welcomed the way that our world-class higher education institutions are willing to think afresh about what more they could do to raise attainment in state schools, in recognition of their responsibility to their own local communities.

Universities are currently agreeing Access Agreements with the Office for Fair Access. Earlier this year, his strategic guidance to the sector, the Director for Fair Access set out an expectation that HEIs should set out in their access agreements how they will work with schools and colleges to raise attainment for those from disadvantaged and under-represented groups.

The Government hopes and expects more universities will come forward to be involved in school sponsorship and free schools, including more mathematics schools, although support need not be limited to those means.”

Lastly, Justine Greening confirmed that her department would provide further information on the Schools that work for everyone consultation ‘in due course’.

HE policy update w/e 16th June 2017

New Parliament – On Monday we sent out a special edition policy update to keep you current on the political arrangements as the new government is formed. If you missed it you can read it here. Locally, all the incumbents were re-elected, meaning the whole of Dorset continues to be represented by Conservatives. A breakdown of the local MPs, the profile of their vote share, and current political interest areas is available here. It has now been confirmed that the Queen’s Speech and state opening of Parliament will take place on Wednesday 21 June. Since Monday’s update it has been confirmed that Jo Johnson remains in post as Universities Science Research and Innovation Minister. Anne Milton is the new Apprenticeships and Skills Minister. Locally Tobias Ellwood will move to the Ministry for Defence.

  • Student voting preferences: YouGov’s post-election poll states that 64% of full time students voted Labour, 19% for Conservatives, 10% Lib Dems. For graduates Labour got 49% and Conservatives 32%.
  • Effect of age: The survey states that young turnout was not as high as the media initially reported – 59% of 20-24 year olds voted. The survey highlights that age is a new dividing line in British politics. For every 10 years older a voter is, the likelihood they will vote Conservative increases.
  • Effect of education: The survey reports that education is also an electoral demographic divide with support. In the recent election support for the Conservatives decreased the more educated a voter was, with the reverse for Labour and the Lib Dems. Age is a factor, the young have more qualifications than the old, however YouGov report even accounting for this the Conservatives still have a graduate problem.

Longitudinal Education Outcomes (LEO) data – The full longitudinal education outcomes (LEO) data was released this week. It shows graduate earnings and employment outcomes from 2014/15 taking data from the students graduating 1, 3 and 5 years before 2014/15. The methodological of how the data measured prior attainment has changed and ethnicity identifiers have been removed from the dataset for this release. LEO will be published alongside the Key Information Set on Unistats. Wonkhe ran a live LEO blog on release day (BU got a mention) and have an assortment of articles discussing the LEO findings as well as university rankings for each subject area. Polar data is available so comparison of the class effect on graduate earnings is possible even at a subject level. BU is generally positioned well within the LEO data, which is consistent with our DLHE outcomes data.

Gender pay gaps: Wonkhe reported on the first trial release of LEO data highlighting that the pay gap between women and men is visible from graduation. Wonkhe have explored this gender pay gap through the full LEO dataset released this week. Their new article identifies that, while the gender gap remains, subject area has an affect and where there are lower numbers of men than women on a subject, e.g. nursing, the men outperform the women’s pay by an even greater margin. The article questions whether universities are failing to prepare women to enter the most well-paying graduate jobs, and failing to encourage women’s aspirations on the same par as men. The article also anticipates that when the pay data can be cut by ethnicity that further gender racial divides will been seen. The Guardian also report on the gender pay gap.

Brexit – residency rights for EU citizens wishing to remain in the UK post Brexit are not as black and white as it seems. This report from Migration Watch UK on the EC’s negotiating position explores the shades of grey. There are ongoing rumours of pressure to soften the approach to Brexit but no indication of it – the formal negotiations with the EU start on Monday.

Higher Education and Research Act (HERA) – With Jo Johnson, Justine Greening and Greg Clark’s continuation of their cabinet roles the sector anticipates that both TEF and the HE and Research Act will move forward with more certainty now. UUK have published a briefing on the implementation of the Higher Education and Research Act 2017. UUK remain positive in their approach to the act whilst acknowledging the potential risk to institutional autonomy. The act replaces HEFCE with the OfS, establishes the combined UKRI, and begins to establish the new regulatory system for the sector. UUK call for universities to engage and influence how OfS and UKRI approach their remit and to consider the implications of these split bodies with reference to the relationship between teaching and research within universities.

Regulation: The sector will be regulated through the register of HE providers. The OfS can vary the conditions applied to providers (as the pool of providers will be wider) and requirements relating to access and participation. A technical consultation on registration fees is expected during autumn 2017. Student protection plans will be a requirement of registration, including transparency in enabling provision for student transfers. The OfS will consult on whether there are appropriate bodies that could perform quality assessment and data collection in advance of April 2018 and that would command the confidence of the sector.

Teaching quality: During amendment through parliament conditions of registration relating to quality and standards of teaching meant conditions should relate to sector recognised standards. The detail and ownership the sector will have over the definition of standards is unclear. However, amendments within the Lords ensured that ‘quality’ and ‘standards’ should be properly defined and separate and the independent ability of institutions to set their own standards was protected. The UK-wide standing committee on quality assessment is working to coordinate a shared regulatory baseline and is also reviewing how the quality code, including standards, may need to evolve in the context of the new regulations. HEFCE is also expected to conduct a review of the Annual Provider Review in the autumn.

Degree awarding powers: will be subject to independent quality advice from either the designated quality body or an independent committee, and replicates much of the role of the QAA’s Advisory Committee on degree awarding powers (Section 46). A consultation on how the OfS should exercise its new powers, including ‘probationary’ degree awarding powers, and the removal of degree awarding powers is expected. There are additional conditions to be met before OfS can vary or revoke degree awarding powers or university title, royal charters cannot be revoked in full. There is to be additional ministerial oversight of new providers without a validation track record. Amendment discussions secured tightened regulation around degree awarding powers and university title to protect both students and the sector reputation on sector entry for new providers.

Financial powers: OfS will have the ability to make grants or loans to a HE provider, replicating HEFCE’s powers to provider funding for high cost or strategic/vulnerable subjects. It’s likely any support for providers in financial difficulty would require DfE and Treasury input.

Fee limits & TEF: Fee limit changes require (active) approval by both Commons and Lords, even if the increase is below inflation. An approved access and participation plan is required. There are three levels of fee limits:

  • the higher amount which will ordinarily increase by inflation (LINKED TO TEF)
  • an intermediate cap LINKED TO TEF (but won’t be implemented before 2020)
  • a basic cap (currently set at £9,000)

Until the academic year 2020/21 all providers participating in TEF with approved access plans will be permitted to charge the full inflationary increase up to the higher amount. Before differential fees determined by TEF rating can be implemented an independent review of TEF must take place. The review would need to take place in winter 2018/19 for differential fees to be implemented in 2020/21. The review will cover:

  • the process by which ratings are determined under the scheme and the sources of statistical information used in that process
  • whether process and statistical information are fit for purpose in determining ratings under the scheme
  • the names of the ratings under the scheme and whether those names are appropriate
  • the impact of the scheme on the ability of higher education providers to which the scheme applies to carry out their functions (including in particular their functions relating to teaching and research)
  • an assessment of whether the scheme is in the public interest
  • any other matters that the appointed person considers relevant

Subject level TEF have been delayed by an additional year but will be piloted in 17/18 and 18/19.

UKRI: will operate from April 2018 and is expected to commence by drafting its research and innovation strategy in collaboration with the sector. Research England will have to consult on the terms and conditions attached to the quality-related funding it provides. The government must publish details of the funding provided to UKRI, the terms and conditions attached, and the amount granted to each of the seven councils. This is designed to give public oversight of the process, and to encourage responsible allocation of funding to the different councils. The dual support system will not be undermined. The Act enshrines the Haldane principle within the legislation ‘decisions on individual research proposals are best taken following an evaluation of the quality and likely impact of the proposals (such as a peer review process)’. UKRI should give equal regard to all nations of the UK.

Widening Participation – The Social Mobility Commission have published the Social Mobility Barometer surveying the public’s attitude towards UK social mobility. The Barometer is new and there will be follow up polls each year until 2021. It was run by YouGov. Press coverage: BBC; TES focus on the belief education will be better in the future.

  • 48% of the public believe that where you end up in society today is mainly determined by your background and who your parents are; 32% believe everyone has a fair chance to get on regardless of their background.
  • 79% believe that there is a large gap between the social classes in Britain today.
  • A large majority of people believe that poorer people are held back at nearly every stage of their lives – from childhood, through education and into their careers.
  • 71% believe opportunity is dependent on where a person lives (something the government’s intended Industrial Strategy aims to tackle)
  • Young people increasingly feel they are on the wrong side of a profound unfairness in British society. The report links this dissatisfaction with the recent election where record numbers of young people voted.
  • Personal finances, job security and housing are key issues.
  • 76% of the public say poorer people are less likely to attend a top university and 66% say poorer people have less opportunity for a professional career.

Fees and Funding

The House of Commons Library have published a clear briefing paper on HE funding in England. It covers the 2012/13 higher fee increase, removal of maintenance grants and student loan repayment threshold decisions. It also summarises the public spend on HE (within England) and the impact of student loans on the national debt.
