Last week was all about the HE Bill (which meant it was also about TEF, fees, student loans, immigration and Brexit) – and the Autumn Statement:
Student information – the QAA have announced a consultation on their draft guidance to institutions on student information following the Competition and Markets Authority guidance in 2015. It closes on 7th December.
NSS boycott: After the National Union of Students had appeared to back away from a national boycott of the NSS, saying that they would support individual unions and only call a national boycott as a “last resort”, on Wednesday they announced that they would be calling for it – as trailed in the Guardian on Tuesday– because of the link between the TEF and fees. It will be interesting to see how this plays out when the HE Bill is debated in the Lords next week.
HE and Research Bill – The Higher Education and Research Bill passed its third reading and report stage on Tuesday – read my separate blog here. The Lords second reading is on 6th December and a lively debate is expected there, probably on many of the same issues as were discussed in the Commons, although it would be good if more of the actual Bill could be discussed. As expected, in the Commons the (helpful and non-controversial) government amendments were all passed and most of the rest were not discussed – and none were passed – but the debated amendments were mostly about TEF, student loans, the impact of immigration changes and Brexit – all very interesting but not directly relevant to the Bill – and all that were pushed to a vote were dismissed. The official report of proceedings is here and the Dods summary of the debate with the key points made by the participants is attached – ignore the off-putting first page – it gets better. UUK’s note on concerns and proposed changes to the Bill was published just before – these changes will now all be dependent on lobbying in the Lords. UUK published a briefing for MPs attached to a blog on what they want to see changed.
Maintenance Grants and Loans – this is likely to remain a hot topic in the HE Bill debate, the House of Commons library published a short and interesting briefing in October on the impact of the changes. These briefings are factual and politically neutral so are a helpful reference point. It summarises how the position has changed and flags that while debt will go up, affecting students from disadvantaged backgrounds the most, actual repayments will not go up anywhere near as much, because many of the additional loans for maintenance will not be repaid (they are repaid after tuition fee loans). Of course, high earners from disadvantaged backgrounds will have to repay significantly more. It also looks at how much the change from grants to loans will affect participation and concludes that it is likely that it will.

And Research Professional noted that the government is still planning to sell the student loan book – starting in 2017.
Education and Social Mobility – A House of Commons briefing pack was also produced ahead of the debate on education and social mobility on Tuesday (you can read the debate on They Work for You). It summarises the recent Social Mobility Commission State of the Nation report and the position in relation to FE and schools and highlights falls in spending on further education. It provides a very useful reading list for those of you interested in this area.
International staff and students and immigration controls – On international students, there was an interesting response in the HE Bill debate from Jo Johnson that caused a ripple on twitter – after all the concern about TEF being used to limit international student numbers (thanks to Wonkhe for finding the quote on Hansard). The Minister is taking an unorthodox and refreshing approach – apart from telling everyone to calm down (just before the quote below) – he has been speaking widely about how welcome international students are and even appeared at the Times Higher Education awards last night and repeated the message.
“We have no plans to introduce any cap on the number of non-EU students who can come to the UK to study. No decisions have been made on tailoring or differentiating non-EU student migration rules on the basis of the quality of the higher education institution, or on how that might be achieved…
“We want compliance to be a strong feature of our system. It is important that the sector should do all it can to be compliant with Home Office regulations… [the Home Secretary] mentioned compliance and quality. High-quality institutions are compliant institutions; they are one and the same.”
There are stories that the consultations on immigration (on rules for employers and on international students) may not now come out until the New Year – we were expecting it/them in the next couple of weeks.
Another House of Commons briefing paper was published on the “effect of exiting the EU on higher education” last week ahead of one of the many debates on this topic which is being debated everywhere including in the HE bill debates as noted above. It doesn’t change anything but if you are trying to catch up on any of the specific issues e.g. research or students it is a very useful reference source with helpful links. Interestingly it doesn’t talk about EU staff at universities – something which is often missed because it is not a specifically HE issue – but one that is very important – although it does note a number of parliamentary questions that cover staff including the recent reassurances from Jo Johnson that staff should be able to stay as long as the EU reciprocates.
We are also awaiting the next steps in the Education Committee inquiry into Brexit – the chair tweeted how important this was but at the time of writing they hadn’t published all the evidence.
Autumn Statement – Theresa May made a speech to the CBI pre-announcing the investment in research and development in the Autumn Statement on Wednesday. UUK have published a blog on the Autumn Statement, which contained few surprises as most of the news had been trailed – and apart from letting fees (which may affect the local accommodation market for students) the only really interesting bit for universities is the £2bn investment in R&D. This is new money, but it sounds as if it will be very targeted to innovation/commercialisation projects and science in industry – so concerns remain about the risk to research funding more widely following Brexit.
The Higher Education and Research bill reached its report stage yesterday (21st November). I wrote about this in the policy update last week and on the intranet here. The opposition (including the Lib Dems and SNP as well as Labour) used the amendment process to address concerns about the changes in the bill relating to research, alternative providers etc., but also to link discussions to Brexit, student immigration, student fees, loan arrangements and the Teaching Excellence Framework, as well as adult education – none of which are covered by the Bill.
UUK published a briefing for MPs attached to a blog on what they want to see changed:
Institutional autonomy is the first thing on their list and is linked to their second point as well. They are proposing a series of amendments that have not been picked up in the drafts so far.
They are proposing an additional change to clause 2: “for the OfS to have regard (under Clause 2) to “the need to act in a manner compatible with the principle of institutional autonomy”.”
They are asking for changes to the bill (Clauses 13, 25, 26) which
Autonomy of research councils – this is their point 7, they propose inserting a requirement for the SoS to undertake consultation before proposing to add or omit a council, or change the name of a council and strengthening parliamentary scrutiny for any proposals to add or omit a council, or change the name of a council, by requiring the SoS to obtain an affirmative resolution.
In the end, after a long debate that was very poorly attended by all sides (lots of pictures of empty green benches on twitter with accompanying outrage) the MPs flooded in for the voting on amendments at the end, and the Bill was approved by 279 to 214, so it now goes into the Lords. Most of the amendments were not pushed to a vote and many not debated at all:
None of this is surprising as many of these issues related to things that are not core to the bill and so were opportunistic – the immigration and loans issues were the subject of lively debate but were always unlikely to go through.

Dr. Dinusha Mendis, Co-Director of the Centre for Intellectual Property Policy and Management (CIPPM) was invited to deliver a talk on her research into Intellectual Property and Emerging Technologies, with a focus on 3D printing at an event organised by the UN Agency, World Intellectual Property Organisation (WIPO) and University of Turin, Law School, Italy. The talk was delivered on 24th October 2016.
The event which formed part of the Master of Laws Programme, offered jointly with the World Intellectual Property Organisation (WIPO) Academy and University of Turin, was hosted in collaboration with the International Training Centre of the International Labour Organisation (ITCILO) with financial support from the Government of Italy and was attended by academics, practitioners and officials from WIPO and ITCILO.
Dr. Mendis spoke about the legal status surrounding 3D printing, with a particular focus on the funded research carried out for the UK Intellectual Property Office ( completed 2015) and the current AHRC funded project titled ‘Going for Gold’ exploring the intellectual property implications surrounding 3D scanning, 3D printing and mass customisation from the point of view of cultural and business sectors.
Other speakers at the event included, Ms. Martha Chikowore (WIPO Academy, Training Officer), Mr. Ralf Kruger (Manager, Turin School of Development), Professor Alessandro Cogo (University of Turin), Professor Marco Ricolfi (University of Turin), Mr. Paolo Marzano (LUISS, University, Rome) and Dr. Thomas Margoni (CREATe, University of Glasgow).
Two Faculty of Management academics, Dr Mohamed Haffar and Dr Elvira Bolat, are selected as keynote speakers for the 6th International Conference on Modern Research in Management, Economics and Accounting, which is held on 15th November at London South Bank University.
Dr Haffar from the Department of Leadership, Strategy and Organisational Behaviour is presenting on the following topic, ‘Guidelines for organisational sustainability in an era of radical change: The vital role of employees readiness and commitment to change’. Dr Bolat from the Department of Marketing is talking about ‘Digital transformation and its implications for academia and practice’.
The MEAConference aims to pave an international way for leading academics, active researchers, experts, industry leaders and interested scholars to communicate and exchange their viewpoints on latest scientific findings and practical experiences in the fields of Management, Economics and Accounting. Besides, the Conference attempts to examine the scientific and practical challenges in their application process across all geographical regions as well as at diverse local, national, regional and international levels.

Alongside Bournemouth University’s midwifery and other health and social care students who graduated in last Friday’s ceremony, BU honoured prominent midwife Sheena Byrom OBE with an Honorary Doctorate for her services to the profession. Sheena Byrom gave an inspiring speech at Friday’s Graduation. Sheena said, “If they can keep in their hearts the passion and the drive they had when they first came to the university, it will help them to be more resilient and keep them motivated towards what they want to do. Healthcare is a blend between love and science and both are equally important. In practice, it is key that they have the skills, but the things that makes the difference are love and compassion.”
Alongside Sheena two students from the Centre of Midwifery, Maternal & Perinatal Health(CMMPH) graduated with a PhD in Midwifery. Dr. Alison Taylor received her PhD for her qualitative research on breastfeeding. Her thesis is entitled ‘It’s a relief to talk ….’: Mothers’ experiences of breastfeeding recorded on video diaries. Dr. Rachel Arnold was awarded her PhD for her research Afghan women and the culture of care in a Kabul maternity hospital.

Associate Professor in International Law (BU) and War Studies (FHS) Sascha Dov Bachmann just returned from Johannesburg where he presented on Hybrid War and Lawfare at the 1st International Military Law Conference in South Africa. A great experience and and from a media point of view as well as from a BU research point of view the conference and its coverage in the regional African and international media were a full success.

Professor Sascha-Dominik Bachmann of Bournemouth University in the United Kingdom presented a paper setting out the implications of so-called “hybrid war” and the offensive and defensive use of “lawfare” (the use of litigation for political purposes aimed at impacting a State’s military operations). ”

The conference theme of “contemporary military law” was explored with sub-themes relating to international military law, human rights law, operational law and administration of military justice.
The objectives of the conference – to raise public awareness of the importance of military law in a democracy and to stimulate interest in academic research in this specialised field of public law to strengthen the development of South African military law – were successfully met with a number of international and local academics and military professionals presenting research papers, according to the South African National Defence Force (SANDF).
The conference was officially opened by SA National Defence Force Chief, General Solly Shoke. In his opening address he welcomed the opportunity provided by the conference for South African military lawyers to benchmark local approaches with that of other armed forces. He also expressed the wish for the conference to provide a basis for evaluating whether any amendments to military and other legislation may be necessary to empower commanders to instil and maintain military discipline.
This summer I visited the Faculty of Media and Communication (Bournemouth University) as a Visiting Scholar for the second time for a period of three weeks (July-August 2016) to continue the research on Language, Communication and the Mass Media that I had started in 2015. During my second research stay at BU, I conducted research on the topics listed below:
What I have learnt in these two research stays at BU forms the basis for the research project entitled Lenguaje y medios de comunicación: relaciones interlingüísticas e interculturales ingles-español (Reference: FFI2016-74858-P) (Language and the Mass Media: English-Spanish interlinguistic and intercultural relationships), for which I have applied for funding from the Spanish Ministry for Education and Innovation. Dr. Bronwen Thomas, Associate Professor at BU, will take an important part in the project, if approved and granted, thus helping to establish some institutional links between the University of Bournemouth and the University of Huelva.
Apart from the aforementioned research project, I am working at the moment on a scientific paper which analyses Spanish advertising, a particular means of communication almost completely unknown to me before my two stays in Bournemouth. My paper will have a special emphasis on the influence English advertising has – graphically, socially and linguistically.
Since the Sir Michael Cobham Library is an amazing source of a vast and rich number of bibliographical references related to the topics I am interested in, I hope to return to BU next summer to continue my research. Furthermore, I would take advantage of this third stay to get in touch with some other members of the Faculty of Media and Communication who might be interested in participating in my research project. The international journal Sexual & Reproductive Healthcare (Elsevier publication) published the online first version of our latest maternity-care research paper on Nepal [1]. This paper is part of the successfully completed PhD research project of Malin Bogren (first author). The paper uses a qualitative approach based on the framework of Complex Adaptive Systems. Malin conducted semi-structured interviews with 17 key people representing eight different organisations (actors) promoting the development of the midwifery profession in Nepal. The move of midwifery from an occupation to a profession in Nepal is a challenging process. The study indicates the importance of understanding the motivations of, and barriers perceived by, actors that can promote or obstruct the establishment of the midwifery profession. It also points to the importance of informing the wider public about the role and responsibility of an autonomous midwifery profession.
The paper adds to our previous work around midwifery in Nepal [2-3].

BU academic Dan Franklin and PhD student David Hartnell presented research in Wuhan, China during the 10th ICTC last week. Attracting about 350 delegates, and sponsored by the Chinese Academy of Sciences, the conference was concerned with the growing problem of toxic cyanobacteria in freshwater resources and the ways in which ecological and health consequences can be reduced. Toxic cyanobacteria are a particular problem in China, where they have contaminated public drinking water supplies creating a serious public health issue. Dan and Dave gave 4 presentations at the conference on work carried out with BU colleagues Ian Chapman, Su Chern Foo, Eddie McCarthy and Prof. Genoveva Esteban. Dr. Andy Turner from the government biotoxin labs at CEFAS, Weymouth, an important collaborator on the BU work, also presented at the conference. The conference was a great success and enabled meetings with important researchers in the field from around the world. Dan and Dave would like to thank BU for funding some of the expenses of the trip.

Professor Jean-Pierre Bourguignon, President of the European Research Council, writes in the latest edition of the European Research Council Newsletter that:
It is the ERC’s mission to fund bottom-up “high-risk/high-gain” research, with scientific quality as sole criterion, albeit with no certainty of to what the exploration will lead. This latest study and the history of science confirm that this is the way forward. Climate change, environmental degradation and resource pressures have created unprecedented situations for societies worldwide. Conventional knowledge and capacity building to tackle the challenges associated with sustainability have proven inadequate, and a comprehensive and concerted research initiative is needed to boost research on transformations to sustainability that can catalyse new kinds of solutions to environmental and social challenges.
T2S is a new funding programme for international, transdisciplinary projects addressing transformations to sustainability initiated by the Belmont Forum and NORFACE (New Opportunities for Research Funding Agency Co-operation in Europe) network. The programme is supported by funding agencies from Belgium, Brazil, Chinese Taipei, Finland, France, Germany, Ireland, Japan, Luxembourg, the Netherlands, Slovenia, Sweden, Switzerland, the UK and the USA. More information on the participation of Norway will be available soon. Support from the European Union’s Horizon 2020 research and innovation programme may also be available for this programme.

Free ImpactE resource – Developed through one of the Euraxess collaboration projects, ImpactE (Integrate Mobile People through Innovative Actions in the Euraxess Service Centres), aims to provide support and reference to aid mobile researcher integration. By identifying some of the obstacles to international mobility, ImpactE have worked together to create this guide for trainers.

The US UK Fulbright Commission deadline for UK Scholar and Postgraduate Awards for study, research or lecturing in the US for 2017-18 is fast approaching. Applications close at midnight on Sunday, 6 November 2016.
Fulbright offers a variety of awards for individuals to pursue study, research, and lecturing in any academic subject at any accredited US higher education institution.

Fulbright Postgraduate and Scholar Awards 2017-18 for UK citizens
The US-UK Fulbright Commission is pleased to announce a call for applications for its 2017-18 Postgraduate and Scholar Awards. Fulbright Awards provide generous grants for study, research and teaching in the United States. All-disciplines awards provide funding for individuals to pursue any academic subject at any accredited US higher education institution. The Commission also offers a variety of awards in specific subjects and at specific institutions in the US.
Applications for the 2017-18 awards competition will be accepted until midnight on Sunday, 6 November 2016.

Postgraduate Awards typically offer a contribution towards tuition fees and living costs for one academic year. Scholar Awards typically provide a contribution towards any institutional fees, travel to/from the US, accommodation and general maintenance costs while in the USA.
Successful grantees also receive: a number of memberships, sickness and accident health coverage, and J-1visa sponsorship. There is substantial pre-departure support, including a Finalists’ Workshop (March) and a 2-day Orientation Programme (July). Once on-the-ground in the US, further support is offered by the Institute for International Education (IIE) and the Council for the International Exchange of Scholars (CIES), including additional travel grant opportunities for scholars to accept guest lecturing invitations at other US institutions.
After the grant period is over Fulbrighters have access to our vast US-UK alumni network and are given the opportunity to attend a range of social and cultural events in the UK.

UKRO is the European office of the UK Research Councils. It delivers a subscription-based advisory service for research organisations (in the main UK HEIs) and provides National Contact Point services on behalf of the UK Government. UKRO’s mission is to maximise UK engagement in EU-funded research, innovation and higher education activities.
As part of BU’s subsciption to UKRO, we receive regular updates, some of which are shared below, along with relevant items from other sources. As this blog is open to external users who may not be UKRO subscribers, however, there is only a limited amount that can be placed on this blog.
