Potential Changes to Horizon 2020 Priorities
The European Commission intends to introduce three major funding streams into Horizon 2020 and ditch six others, a draft plan obtained by Research Europe says.
The new focus areas for the 2016 and 2017 work programmes will be the Internet of Things, automated road transport and an approach to sustainable industrial production called “the circular economy”, according to the draft plan.
Work programmes for 2014-15 were built around 12 priorities, but only six of these—digital security, smart cities, energy efficiency, low-carbon energy, blue growth and food security—will remain for the next phase of the programme.
The six surviving priorities and three new ones will form the backbone for calls for proposals in pillars two and three, covering industrial leadership and the societal challenges. The document also promises a stronger role for the social sciences in 2016 and 2017.
The six areas to be downgraded are personalised healthcare, waste, water, mobility, disaster protection and tackling the financial crisis. They will no longer be considered as overarching focus areas, according to the plan. Instead, they are likely to be tackled through individual Horizon 2020 calls.
The 12-page draft has been developed on the basis of recommendations from about 20 advisory groups, as well as public consultations. It is still subject to alteration, but has been passed to member states’ representatives on the Horizon 2020 programme committee.
According to the document, the selected nine focus areas offer the best chance for Horizon 2020 to support EU policy goals, including economic growth and employment, the development of a digital single market and improved energy supply. They will also help the EU to raise its manufacturing success by developing emerging industries such as cyber-physical systems and 3-D printing, it says.
On the social sciences and humanities, the document says the Commission will include the disciplines as an “integral part in the conceptual design” of calls this time round. This follows a recommendation from the European Forum on Forward Looking Activities, or Effla, that non-technical solutions to problems should be given more emphasis. “A lot of the societal challenges are driven heavily by human behaviour, and that didn’t seem to be coming out sufficiently [in the last work programmes],” says advisory member Luke Georghiou, the vice-president for research and innovation at the University of Manchester.
The document also indicates that 2016-17 work programmes will more actively seek non-EU participation, as was recommended by member states. “Many topics will be flagged as being specifically relevant for international cooperation,” the document says, and specific funding will be offered “to ensure the right international partners are attracted”.
Other areas considered more important than before include public procurement to fund commercial R&D, the use of challenge prizes to solve particular problems, and gender studies. Measures will be taken to raise the participation of female researchers, it says.
The document is accompanied by 17 annexes setting out plans for each of the societal challenges and the enabling technologies for 2016-17, as well as the Future and Emerging Technologies, Marie Skłodowska-Curie Actions and research infrastructures from the first pillar. These documents are the basis for the work programmes, due to be finalised in the second half of 2015.
But despite acknowledging that Horizon 2020 has more flexibility than Framework 7, Georghiou says the Commission could still do more to update its priorities, even after the work programmes are under way. “It’s an in-built problem, if you set out a programme that has a several-year horizon and is focused on societal challenges, that the nature of those challenges will evolve as the programme proceeds,” he says. “You can’t start with an initial list of topics and expect that to be unchanged, so you have to keep updating and revising it.”

New EU Funding Guide for Tourism
A new guide for EU funding in the tourism sector has been published in line with a European Commission drive to promote competitiveness in the European tourism sector. The guide provides details of: type of tourism-related actions eligible for funding; type and level of funding; who can apply and how to apply. The guide is updated periodically and gives specific funding examples from previous projects.

Emily Cieciura: Research Facilitator – EU and International
I am Emily Cieciura, new Research Facilitator for EU and International bids, as part of the Funding Development Team. I am part time, but job share with Paul Lynch, so there is help and support available throughout the working week. I am here Monday to Wednesday and Paul is available from Wednesday to Friday.
I have been at BU since 2001, in a number of roles. I started out as an Assistant Librarian, then, taking a change in career direction, relocated to the Business School as Co-ordinator for the Centre for Intellectual Property Policy and Management (CIPPM) and then moved in what is now the Research & Knowledge Exchange Office at the end of 2009. I have supported a number of schools during my time in this team, but have spent the last two years supporting Knowledge Transfer Partnerships throughout BU. I enjoyed providing dedicated pre and post award support through this scheme and the relationships developed both within and outside BU. Although I miss this role, I am very keen to make new connections within the world of EU and International funding. As part of our role, Paul and I are reviewing the EUADS scheme and will shortly be contacting schools to set up the fourth cohort for this BU initiative, which has contributed to a significant increase in bidding to EU funding streams.
I am a Chartered Librarian with both a BA (Hons) – First Class – and MLib in Librarianship. I have worked in a number of sectors including industry, further education, law and higher education. I have also undertaken further studies to enhance my professional skills, including the Advanced Certificate of Marketing (CIM), the Further & Adult Education Teaching Certificate and BU’s Postgraduate Certificate in HR. I am currently undertaking the Associate of Research Managers and Administrators’ (ARMA) Certificate in Research Management. I believe that my varied background allows a rounded approach to my current role.
Outside work, I am a member of my local library’s ‘friends’ group, so keep in touch with my original profession through this volunteering. As part of this, I lead one of Kinson Library’s reading groups and participate in their family history group. I have a wide circle of friends throughout the UK, so enjoy making the most of weekend visits. With two children, I also run an excellent taxi service! In discussing my blog post with Jo Garrad, my line manager, she has challenged me to ‘get more of a life’ as my children are now quite grown up and independent. So, within reason and legality, suggestions are gratefully received….

Argyro Karanasiou at the OSCE’s experts meeting on open journalism.
Argyro Karanasiou (http://staffprofiles.bournemouth.ac.uk/display/akaranasiou), a member of CIPPM (http://microsites.bournemouth.ac.uk/cippm/focus-areas/digital-rights/) and Lecturer in Law at BU has been invited by the OSCE (Organisation for Security and Cooperation in Europe) Representative on Freedom of the Media to join the expert meeting on open journalism. The high level meeting will focus on the human rights and legal implications of Open Journalism. Presentations and discussions will focus on new ways to protect media plurality and the rights of non-traditional voices online.
Argyro, who was awarded a PbD (Privacy by Design) Ambassadorship by the Information and Privacy Commissioner of Canada this July, shall be discussing the concept of online free speech and open journalism by design.
The event will take place in Vienna, Austria on Sept 19th and will be will be webcast live on www.osce.org.The meeting and all information related to the event, including documents and information about the speakers is available at www.osce.org/event/open-journalism.
Horizon 2020: Forthcoming Funding Opportunities for Creative Businesses
The Horizon 2020 programme is the major funding opportunity for research and innovation initiatives across Europe, and in 2015 there is nearly 600 million Euros available. If this is an area that interests you, it’s worth bookmarking the European Creative Business Network website .

Creative industries will benefit from some of this funding in the next round of calls published on the 15 October 2014, as the topics have already been announced. Here are some of the highlights for creative businesses:
ICT 19: Technologies for creative industries, social media and convergence
This funding aims to support Research and Innovation Actions, or Support for the development of, new or emerging technologies for digital content creation and to unlock complex information and media and interacting with them.
ICT 20: Technologies for better human learning and teaching
The development of digital technologies for learning are crucial to boosting innovation in education. This call will therefore focus on innovative technologies for learning, on underpinning interoperability standards and on the integration of different components into smart learning environments.
ICT 10: Collective Awareness Platforms for Sustainability and Social Innovation – Leadership in enabling and industrial technologies.
By Collective Awareness Platform, the call basically means website or ‘portal’. They are interested in calls that pioneer crowdsourcing/crowdfunding or other forms of social innovation. They want to fund technological solutions to real world problems and are looking beyond the financial impact of the project towards the difference it makes to society.

UKRO Annual Conference 2014 – a newcomer’s view
As my new role within RKEO will concentrate on supporting academics with EU and international applications, I was very pleased to attend the recent UKRO Annual Conference.
Having provided dedicated support to Knowledge Transfer Partnerships for nearly three years, I have grown used to the friendliness and knowledge of my professional colleagues in the UK KTP world. I need not have worried as I found the EU funding community just as welcoming and knowledgeable. With Horizon 2020 ahead, most of the conference focused on initial findings, preparing for future bids and highlighting updated practice and opportunities since FP7.
Christina Miller (Director, UKRO) opened the conference then Tim Willis (Head, International Relations, BBSRC) led a session reviewing the start of H2020 and where the UK should be going.
David Wilson (BIS), outlined the role of the Technology Strategy Board and how H2020 links to the UK’s agenda for growth and innovation. Within H2020, innovation is ‘mainstreamed’ as are the social sciences and humanities. The difficulty SMEs have in engaging with EU funds was acknowledged but it was stressed that H2020 provides the framework for trust and tools to manage IP etc. We were left with a call to arms to help SMEs navigate this complex funding stream and to actively encourage such collaboration, with government support. Keith Sequeira (Member of Cabinet – Commissioner Geoghegan-Quinn) focused on how H2020 is integrated, simplified and challenge based, with the removal of disciplinary boundaries. The scheme also provides a stronger mechanism to ensure outcomes showing impact. Shearer West (Head of Humanities Division, University of Oxford) considered the implications of the mainstreaming of arts and humanities. Their role in supporting global challenges by providing context and perspective was shown as vital to the process of embedding innovation within policy development, ethics and economic growth. The example of the humanities in the H2020 Climate action Advisory Group, one of many EU expert groups, was explored.
Following this session there followed a lively debate from the floor, where the importance of EU funding to the UK and the engagement by UK HEIs were both evident.
The next session, presented by Dirk Beernaert (Adviser to the DG Connect), considered the routes available via H2020, in preparation for the digital revolution. Dirk gave an excellent overview of the funding topology and key themes – smart objects / platforms, human-centric and cyber security. The session ended with a question – will HEIs define or just participate? We were encouraged to be pro-active in influencing the funding roadmap.
I then attended a useful breakout session on IPR given by Lea Montesse of the European IPR Help desk. This outlined the processes to be undertaken in managing IP within the life of an EU project, from inception through to eventual exploitation. The key message here was to make more use of this service. My second breakout session was presented by Mathias Reddmann (Policy and Project Officer DG Connect) considered the focus area of Smart Cities and Communities. Unlike many other streams, the UK is not in the top three funding recipients here. The session outlined the European Innovation Partnership, which is not a funding instrument but a mechanism for collaboration. The application is a ‘light touch’ Invitation to Commitment for HEIs and SMEs.
The first day ended with a celebratory meal as this conference coincided with 30 years of UKRO. This was preceded by a reception hosted by the University of Bristol.
The second day dawned with a consideration of the annotated Model Grant Agreement, which included detailed discussion of costing, budgets, third parties vs. subcontractors, staff costs, payments, reporting and audits. Given some detailed questioning by some HEIs, David Mejuto Gayoso (Legal Officer, DG RTD), made a strong defence regarding some controversial issues in the changes from FP7 to H2020.
Alejandro Martin-Hobdey (Head of Unit, ERC) gave a fascinating and statistically-rich presentation of how the EU countries are responding to EU funding and the challenges and opportunities that this presents to the European Research Council. For BU, the Standard Grant appeared an attractive route into this funding. In terms of priories for ERA, these are gender, wider EU participation, international participation (with S. Korea and NSF mentioned), interdisciplinary proposals and clear impact evaluation. In questioning, Alejandro reported that 50% of grants are made to c. 50 institutions s with the UK dominated by the Russell Group members. During the Q and A, the potential of using companies and leverage and embedding the scheme within PDP for academics was aired.
Marie Sklodowska-Curie Actions, in terms of building successful partnerships with the non-academic sector, was explored by Kamila Partyka (Policy Officer, DG EAC). A key message from this session was that, in the EU, 45% of Post-Doc researchers work in the private sector, so EU funding needs to be used to prepare the best candidates to work in industry, not just in academia. The structure of these actions within H2020 was described, with particular reference to Innovative Training Networks (ITN). I noted that on the slide giving the top 20 participating HEIs in the UK that no post ’92 HEIs were listed…
Alan Cross (Head of Unit, DG RTD) then gave a revelatory review of the H2020 evaluation processes. This including scoring, key points for assessment (challenge based, impact, close to market and cross disciplinary), the role of the assessors who use the principles of independence, impartiality, objectivity, accuracy and consistency, eligibility, operational capacity, panel review processes and ensuring quality in terms of the panel.
The conference ended with Professor Jackie Hunt CBE (BBSRC) and David Golding (Head of EU and International Strategy, TSB) inspiring us all to go back and make better use of IP to promote business and academic research within innovation partnerships. The Innovative Medicines Initiative was used as a key example, along with BBSRC Research Industry Clubs, ELIXIR, ERA-NETS, EPI and KIC. The value of the TSB in supporting innovation was enthusiastically presented with the Enterprise Europe Network noted. Using other agencies, such as LEPs, trade associations and professional bodies was encouraged, as was the TSB’s desire to build real relationships, not just being a funder for x months.
By the end of the very full two days, my head was buzzing with potential opportunities for BU. Over the coming months, as Paul Lynch and I move to our new role in facilitating EU and International bidding at BU, we hope to inspire you with our enthusiasm for the over 400 schemes within the EU funding arena.

Erasmus Mundus Call 3rd March 2014 – R&KEO need to be aware of your application NOW
Just a reminder for Erasmus Mundus Action 2 submissions, please get in touch with Paul Lynch or Sarah Katon as soon as possible if you wish to apply for this call. Partners must now be reviewed as part of our new mandatory internal processes at application stage so If you are approached to be part of an Erasmus Mundus proposal, or would like to coordinate one then you will need to complete the Partnership Development Proposal form and return it to us by 27th January 2014.
If you wish to participate in an Erasmus Mundus and have not notified R&KEO by 27th January then you must make an appeal to your Deputy Dean Research & Enterprise and PVC Research and Innovation Professor John Fletcher.

BU present at European Midwives Association Education Conference
At the end of November Stella Rawnson and Catherine Angell (both Senior Lecturer in Midwifery at BU) attended the European Midwives Association Education Conference in Maastricht, the Netherlands. This two-day event brought together 300 midwife educators from universities across Europe, from Norway to Greece and Ireland to Hungary.
Stella presented ‘The best people for the job’ which focused on our experience of introducing new methods for assessing the suitability of applicants to BU’s BSc Midwifery programme. This generated a considerable amount of interest and discussion. It was clear that student selection was an issue for educators from a wide range of countries, both in terms of identifying competence in numeracy and literacy but also assessing applicants’ communication and ‘people skills’.
Catherine’s presentation was entitled ‘Loosing the luggage; strategies that enable effective learning around infant feeding for student midwives’. This identified how we have used education theories to develop a programme that enables students to ‘unlearn’ negative or unrealistic ideas about infant feeding before embarking on new learning around this subject. This fitted well with a key theme that emerged from the conference relating to the role of emotion in enabling and blocking learning.
The conference included keynote presentations from Prof. Cees van der Vleuten, who spoke about evaluation and assessment of health sciences students, and Prof. Raymond DeVries who discussed the value of academic skills in midwifery. The conference highlighted the considerable differences in terms of length of midwifery programme, entry route and content between different countries in the EU. However, it also enabled us to learn from sharing some of the challenges that we experience in areas such as recruitment and assessment, and in terms of developing curriculums against shifting models of care and changing political priorities. Naturally it also provided an excellent opportunity for networking and identifying potential collaborations.
Media and Information Education in the UK: Recommendations to the European Union
Dr Julian McDougall from BU’s Centre for Excellence in Media Practice (CEMP) will make recommendations on UK media education at a conference in Paris later this month.
The conference brings together comparative analyses on media and information education from EU member states and Dr McDougall will present the UK report alongside his London School of economics (LSE) research collaborators.
Dr McDougall said: “In the UK report, we have mapped media education provision in the UK against the various EC and EU frameworks and draw a clear conclusion, that the UK is rich with expertise, energy and leadership for media and information education, and to a significant extent is the envy of other European nations in this respect, but deeply entrenched prejudice against ‘media studies’ means that promoting media literacy through schools is continually undermined.”
The report examines the progression of media education through three key phases:
- Pre-OFCOM: the establishment of Media Studies, Film Studies and other related areas in the curriculum.
- 1997 – 2011 New Labour Government and OFCOM media literacy intervention with some correspondence to Media Studies
- Post-OFCOM Coalition Government, discontinuation of media literacy strategies
When examining the current ‘state of play’ in UK media literacy education, Dr McDougall and his colleagues looked at four areas: the study of media in formal secondary and higher education through curriculum subjects such as Media Studies, Film Studies and Media/non-literary textual analysis in English as well as vocational courses; broader, less formal examples of media literacy across the UK curriculum and extra-curricular activities such as literacy education in primary schools and related subjects like Citizenship, Sociology and History; e-safety policies in the school system; and media & information literacy outside of formal education.
Having examined the current scope and provision of UK media education and media literacy, the report identifies a scarcity of funding and training and a contradiction between support for creative industry employability, digital literacy and e-safety and derision towards, neglect of and undermining (through UCAS tariff distinctions, for example) media education where it already exists for thousands of young people.
At the same time, the recent Next Gen Report, well received by policy-makers, fails to locate media education as a context for teaching digital programming and coding. The UK report predicts that the combined effect of proposed secondary curriculum reform and this response to the Next Gen report will place UK media education in further ‘limbo’ between the cultural value afforded to English Literature and Art as academic /creative disciplines for their own sake and the vocational importance of strong media and technological literacy, such as those assumed for games and effects education within the STEM subject cluster, in today’s modern media-saturated tech-savvy workplace.
Three clear and compelling recommendations are presented from the UK report’s findings:
- The model of media literacy currently provided by the various EU and EC strategies is too broad in scope and ambition for mainstream education to ‘deliver’ and therein lies a fundamental mismatch between the objectives of media literacy as articulated in policy and the capacity of education as the agent for its development in society
- To coherently match Media Studies in the UK to the policy objectives for media literacy expressed in European policy, Government funding (for teacher training), support and endorsement for Media Studies is essential
- Funding should be prioritised for broader research into the capacity for Media Studies in schools and colleges to develop media and information literacy as defined by the European Union.
The conference is hosted by the French National Research Agency project TRANSLIT (convergence between computer, media and information literacies), in association with the European network COST “Transforming Audiences/Transforming Societies.” It takes place on 13-14 December at the Grand Amphi of Sorbonne Nouvelle University, Paris.
Dr McDougall was lead author on the report, entitled Media and Information Education in the UK, alongside his LSE collaborators Professor Sonia Livingstone (Leader of the TRANSLIT/COST Media Literacy Task Force) and Dr Julian Sefton-Green.
BU Professor at COST Action Training School (Malta)
Bournemouth University contributed to the successful Cost Action Training School 2013 earlier this month (see: www.um.edu.mt/events/costactiontraining2013/). The Training School ‘Writing for maternity services research, theory, policy and practice: Integrating new theoretical insights from the iR4B COST Action’ was held at the University of Malta.
The 24 trainees who were successful in their application came from a wide-range of European countries. At the Training School each trainee was linked to one of six experienced trainers, three from Ireland: Prof. Declan Devane, Dr. Valerie Smith, and Prof Cecily Begley, and three from the UK: Prof. Soo Downe, Dr. Lucy Firth, and BU Prof. Edwin van Teijlingen. These trainers brought to the Training School not only their extensive experience as writers, but also that of scientific editors, reviewers for academic journals, and PhD supervisors.

The Training School included presentations on how to incorporate notions of salutogenesis and complexity into maternity care and midwifery publications, issues around writing academic English as a non-native English speaker, plagiarism, how to start writing an academic paper for a MSc or PhD thesis, and many more related topics.
In their feedback some trainees stressed that this is the kind of helpful information every postgraduate student and budding academic should know about. Others said “I wish I had known that before as no one ever addresses these issues.” The trainees discussed the outlines of their papers, and they were given ample time to draft papers under the watchful eye of their trainer. All trainees have committed to submit a paper derived from the Training School by early Spring 2014.

An InfoDay for those interested in the Horizon 2020 Societal Challenge 5: Climate Action, Environment, Resource Efficiency and Raw Materials is happening on 12th November 2013. The event aims to highlight the novelties of the 2014-2015 Work Programme and will provide guidance on the preparation and submission of proposals. This InfoDay covers only 2014 topics. A seperate InfoDay for 2015 topics will be organised at a later stage.

October is still EU-tastic!!
EU funding remains a bit of an enigma for most people and this month I have organised some sessions to help demystify this for you, especially as the calls are due to be released on December 11th! Two have already been held and the slides from these can be found on our I drive.
Health in Horizon 2020: The European Commission National Contact Point for Health – Dr Octavio Pernas made a special trip to BU on October 7th to inform anyone interested in health research (from nursing care models to medical devices) of what to look out for under Horizon 2020 and expanding on other complementary funding programmes. The session detailed how you can make the most of the National Contact Points to help with your application. All things Horizon 2020: Bournemouth subscribes to information services from the fabulous UK Research Office (UKRO) and for many years they have been providing us with the latest EU information on funding calls, policy and providing advice on how to make a great application. Their visit on October 9th told us in simple terms what is coming up in Horizon 2020 and how we can make the most of their subscription services. 1. All things Marie Curie
You can’t fail to have heard me saying how wonderful these fellowships are and how pleased I am that they will feature in Horizon 2020. These grants are absolutely the best way to kick start your EU career and you only need one non-UK partner to apply. You can either apply to have an academic come to the university from another country or you can go to another country as part of the fellowship scheme. You can have a fellowship with an academic or with an industrial partner and you can even apply for entire departments to be involved in exchanges. I’m proud of how engaged BU colleagues are with Marie Curie and the grants we already hold from this scheme. The session is divided into two parts with both being held on October 16th. The first is a brief intro to the schemes and the second is a more detailed session on how to approach and structure your bid. You can book your place for either session here.
2. The tricks of writing a winning Horizon 2020 proposal
Having already had sessions providing you with an overview of the various funding opportunities within Horizon 2020, you need to know the tricks of writing a winning bid. Writing bids for the European Commission is quite a different skill to writing for UK funders and this session on October 17th will guide you through the journey. We’ve had some fantastic feedback from this session in the past and attending will help get you on the right path to create your proposal. You can book your place for the information session here.
FIF-backed PR History network launched in Barcelona
The European Public Relations History Network (EPRHN), which has been supported in its formation by FIF, was launched at European Public Relations Education and Research Association (EUPRERA) Congress in Barcelona on October 3-5. The event, held on Friday October 4, was attended by 29 delegates from 12 countries.
“After more than a year’s planning, EPRHN is now in operation and has 50 active supporters from 18 countries across Europe”, said Prof Tom Watson of the Media School. “FIF has enabled it to get to the take-off stage and aided the very positive response found in Barcelona.”
Prof Watson also organised a panel session (the only one approved for the Congress) on developing the history of PR in Europe. It drew leading scholars from universities of Leipzig (Germany), Bucharest (Romania), Pompeu Fabra (Spain), as well as Prof Watson. It was chaired by the Italian practitioner/commentator Toni Muzi Falconi.
Refereed papers from Prof Watson and Drs Tasos Theofilou and Georgiana Grigore, also Media School, were presented at the Congress in well-attended sessions with several requests for copies of the papers afterwards, especially for the research on engaging employees with organisational Corporate Social Responsibility planning.
