The ENORMOUS benefits of open access publishing

open access logo, Public Library of ScienceThe BU Open Access Publication Fund is 12 months old! Over the past year we have funded the publication of 18 papers authored by BU staff in open access, peer-reviewed outlets such as PLoS ONE.

Open access publishing turns the traditional publishing route (readers paying subscriptions to publishers) on its head as researchers pay a fee to the publisher to publish their research and in turn the publisher makes the article available free of charge to readers immediately on publication.

For researchers, open access publishing increases visibility, usage and impact or research, and institutions enjoy the same benefits in aggregated form.  Society as a whole benefits because research is more efficient, effective and more easily accessible, and delivers better and faster outcomes for us all. In addition there is increasingly evidence to show that countries also benefit because open access publishing increases the impact of the research in which they invest public money and therefore there is a better return on investment.

One of the UK’s major supporters of open access publishing, the Wellcome Trust, states that it “supports unrestricted access to the published output of research as a fundamental part of its charitable mission and a public benefit to be encouraged wherever possible.” The European Commission are also one of the major supporters of the open access movement and have recently announced plans to publish a proposal to increase open access to research result in the EU. It is anticipated that the plans will reflext the EC’s decision to  make all outputs from research funded under Horizon 2020 (due to replace the current FP7 programme) openly accessible. Previous research by the EC demonstrates that the broad dissemination of research findings can accelerate scientific progress and has significant benefits to both the scientific community and to society.

Despite all of this growing evidence to demonstrate the benefits to individual researchers, institutions and countries, few UK universities operate open-access funds for their staff. Recent research conducted by researchers at the University of Nottingham found that only 13% of the 52 UK universities who responded to their survey have a dedicated fund to pay fees for open access publishing. Of the remaining institutions who said they didn’t have such a fund, only 10% said they were likely to create one in the next 12 months.

We are very lucky at BU to have access to a dedicated central fund for open access publishing, clearly demonstrating BU’s commitment to supporting academic staff to publish and make their research findings freely available.

Make your research freely available to a global audience via open access!

open access logo, Public Library of ScienceThe BU Open Access Publication Fund was launched in August 2011 with the aim of making BU research freely accessible to a global audience.

Since then the open access publication costs for eight papers have been met by the Fund, including papers authored by Professor Mark Hadfield, Professor Adrian Newton, Dr Julie Kirkby, and Professor Jonathan Parker.

The fund is available for use by any BU author ready to submit a completed article for publication who wishes to make their output freely and openly accessible.

Royal Society opens up its journal archive

The Royal Society continues to support scientific discovery by allowing free access to more than 250 years of leading research.  Their world-famous journal archive has been opened up and all articles more than 70 years old have been made permanently free to access. 

The Royal Society is the world’s oldest scientific publisher and, as such, their archive is the most comprehensive in science.  It comprises more than 69,000 articles, from the very first published in 
the world’s first peer-reviewed journal Philosophical Transactions to the first article published in the recently launched journal Open Biology.

Thomas Henry Huxley FRS wrote in 1870: ‘If all the books in the world, except the Philosophical Transactions were to be destroyed, it is safe to say that the foundations of physical science would remain unshaken, and that the vast intellectual progress of the last two centuries would be largely, though incompletely, recorded.’

Professor Uta Frith FRS, Chair of the Royal Society library committee, says: ‘The release of these papers opens a fascinating window on the history of scientific progress over the last few centuries and will be of interest to anybody who wants to understand how science has evolved since the days of the Royal Society’s foundation.’

The move to open up their publishing archive is part of the Royal Society’s ongoing commitment to open access in scientific publishing.  It also comes soon after the launch of the Society’s first ever fully open access journal, Open Biology

Open Access publishing event is a success!

Despite a near accident with a jug of milk, 30 cups and a projector screen twenty minutes before the start of the event, Wednesday’s open access (OA) publishing seminar was a huge success! Roughly 30 BU academics, researchers and PGR students attended the event which was aimed at increasing awareness, dispelling some of the myths, and demonstrating the benefits of open access publishing. There was also an opportunity for attendees to find out about the recently launched BU Open Access Publication Fund.

The event opened with a fantastic presentation by Dr Alma Swan (Key Perspectives Ltd) who spoke passionately about the benefits of open access publishing and archiving, showing clear demonstrations of how making your research available in open access outlets (and in BURO) dramatically increases the number of citations and leads to more people downloading the research papers. Of particular interest were her stats on who actually downloads open access papers published via the PubMed outlet: other academics and university students only account for 25% of downloads, and by far the biggest consumer of open access literature are ‘citizens’ (i.e. independent researchers, patients and their families, teachers, amateur or part-time researchers, other interested minds), who account for 40% of the research papers downloaded from PubMed. These are almost always people who would not normally have access to research published in traditional print journals.

The second speaker was Willow Fuchs from the Centre for Research Communications (CRC) at the University of Nottingham. Willow gave an excellent presentation on the Sherpa Services that were developed and maintained by the CRC. These include RoMEO, Juliet and OpenDOAR. Authors can look up journals using the RoMEO database to check whether archiving in repositories is permitted (such as BURO) and, if so, what version of the paper can be made available. Authors can also easily check the publisher’s policies and see whether the journal offers a hybrid publishing option (i.e. the paper will still be published in the traditional print journal but will also be made freely available via the internet). It currently covers over 1,000 publishers and is an excellent source of information. Willow also mentioned the Juliet database which lists funder open access requirements, and the OpenDOAR  database which is a searchable directory of open access repositories, such as BURO. All three of the Sherpa Service resources are freely accessible via the links in the text above.

The event then focused on BU’s experience of open access publishing with presentations from Prof Edwin van Teijlingen and Prof Peter Thomas. Prof Edwin van Teijlingen (HSC) talked of the benefits of making his research findings freely available in terms of free access to the information, the quick turnaround times, and the high quality of the open access publications available in his field. Prof Peter Thomas primarily focused on the quick publication times which are particularly beneficial for the publication of the study protocols for the randomised control trials he has been involved with (his experience is that there is usually only 2-5 months between submitting the paper and its publication). He also displayed the access statistics from BioMed Central showing how many downloads there had been each month of his paper (between 18-77 downloads per month).

Prof Matthew Bennett closed the event by emphasising that the consumers of research not just academics; as BU moves to society-led research then the need to communicate research findings with non-academics will become even more important. He gave an overview of the recently launched BU Open Access Publication Fund, explaining how BU academics can access central funds to publish their papers in open access outlets (including traditional print journals with a hybrid option to make the paper freely available on the internet in addition to the print journal). Two BU academics have already benefited from the central fund and published their research in open access outlets – Prof Colin Pritchard (HSC) who published in the Journal of the Royal Society of Medicine, and Dr Julie Kirkby (DEC) who will shortly have a paper published by Plos ONE.

All in all this was an excellent event and a fabulous launch for the new open access fund! Expect to read more on open access publishing on the Blog over the coming months!

BU fully supports open access publishing and has recently launched a central Open Access Publication Fund to enable academic staff to access funds to easily publish via open access outlets.

EPRSC announces new open access policy

open access logo, Public Library of ScienceThe EPSRC has introduced a new policy on access to outputs arising from funded research:

EPSRC Council has agreed to mandate open access publication, with the proviso that academics should be able to choose the approach best suited to their field of research. This mandate is now being implemented: EPSRC requires authors to comply with this mandate and ensure that all published research articles arising from EPSRC-sponsored research, and which are submitted for publication on or after 1st September 2011, must become available on an Open Access basis through any appropriate route. As now, publication costs may be recovered either as ‘directly incurred costs’ (if incurred before the end date of the relevant research project) or as indirect costs (and hence factored into the fEC indirect cost rate for the relevant research organisation).

This change in policy means that the EPSRC will now accept that researchers have met their open access requirements if they make their research outputs available via either the Gold OA or Green OA route.

Gold Open Access (pay-to-publish) – peer-reviewed papers published in fully Open Access journals which do not charge subscription fees, or in ‘hybrid’ subscription journals which enable free access to ‘pre-paid’ articles. Subject to certain criteria the publishing fees may be met from direct or indirect costs on EPSRC Research Grants.

Green Open Access – research is published in traditional subscription journals and authors self-archive their papers (as accepted for publication) in a digital online repository, such as BU’s institutional repository BURO. The publisher’s policy is a crucial issue as far as Green OA is concerned. Some publishers have repository-friendly policies, but others embargo deposit of full texts until a year or more after initial publication. SHERPA-RoMEO has a comprehensive list of publishers and their policies to check before deciding where to publish.

The EPSRC’s policy states that the costs of Gold OA can be met from the grant as a direct cost only where that cost is incurred during the period of the grant. If work is published after the grant is complete, then the institution must stump up the cash to publish or use a portion of the indirect costs to fund this. Earlier this year BU launched the BU Open Access Publication Fund to support researchers in making their research freely available.

The aim of the event is to dispell some of the myths surrounding OA publishing and alleviate concerns about publishing through this route, whilst discussing the benefits and opportunities of making your work freely available.

The event will open with a keynote presentation from one of the world’s leading OA experts Dr Alma Swan, followed by a presentation from Willow Fuchs from the Centre for Research and Communications at Nottingham University who will be speaking about the SHERPA open access projects. The event will also feature talks from two BU academics: Prof Edwin van Teijlingen who has published via OA journals and is an OA journal editor, and Prof Peter Thomas who has also published via OA outlets. There will also be the opportunity to find out more information about the new BU Open Access Publication Fund, and how you can access funds for OA publication costs.

Dr Alma Swan is one of the leading figures in the field of OA publishing. She is the co-founder and director of Key Perspectives Ltd, a consultancy firm specialising in scholarly communication, and holds honorary positions with the University of Southampton and the University of Warwick. Alma is Convenor for Enabling Open Scholarship, the global organisation of universities promoting the principles of open scholarship in the academic community. It is a great honour to welcome her to BU!

New speaker confirmed for the BU Open Access Fund Launch Event

Following on from the previous blog post about the launch of BU’s Open Access Publishing Fund, we’re now pleased to confirm that Willow Fuchs from the Centre for Research and Communications at Nottingham University is coming to speak about the SHERPA open access projects as part of the FREE launch event for BU staff on 26 October 2011.

The two projects of most relevance for open access publishing are SHERPA RoMEO, which covers publishers’ copyright & archiving policies, and SHERPA JULIET, which includes research funders archiving mandates and guidelines. In a slight change to the previously published line-up, Professor Peter Thomas, Director of the Bournemouth University Clinical Research Unit, will share his experiences of publishing in open access journals. Dr Alma Swan will give a keynote speech on the benefits of open access publishing, how it can make research findings more visible both inside and outside of academia, and dispel some of the common myths that surround it.

The event will be held on 7th floor of the Executive Business Centre on Lansdowne Campus between 10.00-12.30. Refreshments and lunch will be provided. We look forward to seeing you on the day!

Sharing your research data?

Would you be prepared to share your data with the wider research community or the general public? 

A report published by the Research Information Network has found that UK data centres, which collect, store and supply research data to academics (such as the National Geoscience Data Centre at the British Geological Survey), have boosted research efficiency and improved a “culture of sharing data”.  However, the report adds that work is needed to encourage researchers to submit more data to the centres.

The Royal Society has an ongoing major policy study that looks at the use of scientific information as it affects scientists and society, “Science As a Public Enterprise”.   In theory raw data should be available for validation and further exploration but issues of quality control, appropriate retention policies, and the utility of storage of vast arrays of ‘raw’ data require urgent attention.  The study is primarily focusing on the exchange of information among scientists and other scientifically literate audiences.  A secondary focus of the study is public engagement with scientific information.

The British Academy response to the project is that all data produced through publicly funded research should be made available, provided confidentiality is protected, so that public policy and debate can be based on the best available evidence.  They suggest that opening up data could also have the advantage of aiding interaction between the arts and sciences.

Creative Commons – how copyright, content sharing and collaboration can lead innovation in the digital age

Creative Commons is a non-profit organisation that develops, supports, and stewards legal and technical infrastructure that maximizes digital creativity, sharing, and innovation. They believe that academic research, journals, and data should be available to everyone, and are one of the leading organisations in the Open Access movement which is making scholarly research and journals more widely available on the internet. The world’s largest Open Access publishers all use Creative Commons licenses to publish their content online. Today, 10% of the world’s entire output of scholarly journals is Creative Commons licensed.

A new book ‘The Power of Open‘ (published by Creative Commons and available to download from the link) contains many examples of projects and individuals from around the world whose work has been brought to a wider audience.

Mark Patterson, Director of Publishing frm the European Office of the journal Public Library of Science (PLoS), states: ‘Open access is increasingly recognised as a driver of innovation and economic development, which is why it is essential that all publicly-funded research is made available without any access or reuse restrictions.’

Many research funding bodies now have open access mandates and a list of these requirements is kept up to data as part of the Sherpa-Juliet project. The European Commission, for example, introduced an open access pilot mandate in 2008 which required that the published results of European-funded research in certain areas be made openly available. This pilot policy will soon be extended to all EU-funded research.

Launch of the BU Open Access Publication Fund

open access logo, Public Library of ScienceBack in April it was announced that BU would be launching an Open Access Publication Fund in August 2011 (see the previous blog post here: BU’s open access publication fund to go live!).

Therefore, as of today BU officially operates a dedicated central Open Access Publication Fund (OAPF), launched in response to, and in support of, developments in research communication and publication trends. The fund is also to support research in complying with some of the major funding bodies who have introduced open access publishing requirements as a condition of their grants.

The fund is available for use by any BU author ready to submit a completed article for publication who wishes to make their output freely and openly accessible.

If you are interested in applying to the fund then you need to email Julie Northam in the Research Development Unit with the following information:

  • Name of the open access publication
  • Confirmation this will be a peer reviewed paper
  • A short justification (1 paragraph) of why it is beneficial for your research to be published in this particular open access publication
  • The cost of the open access publication
  • Likely publication date
  • Likely REF Unit of Assessment (UOA)
  • A copy of the paper

HEFCE and RCUK work together on open access publishing

Open access publishing turns the traditional publishing route (readers paying subscriptions to publishers) on its head as researchers pay a fee to the publisher to publish their research and in turn the publisher makes the article available free of charge to readers immediately on publication. This enables research findings to be shared with a wider public audience thus increasing the visibility and potential impact/influence of the research findings.

At BU these are exciting times for research and one of the key ways of ensuring that your work has impact is to make it available Open Access.  Most of you will be familiar with BURO, our online research repository, and are hopefully contributing your research outputs on a regular basis as per BU’s Academic Publications Policy.  As a strategic part of your personal research processes it is essential that you retain your own pre-print (pre peer review) and post-print (post peer review) copies of your journal articles as most publishers will allow you to make either of these formats available open access, but not the branded publisher PDF.  You can check copyright permissions in BURO using the Sherpa Romeo tool.    

So, how do we know how impactful our research really is?  The answer to this challenging question, discussed at length at this week’s Developing and Assessing Impact for the REF Conference, is not necessarily here, but clearly research that is being viewed and downloaded by large numbers of global web users has a greater chance of influencing policy and attracting more citations.  Below are the 3 most downloaded full text journal articles in BURO during the last quarter.  You can even see which search terms people are using to find your work.

Publication, publication, publication!

VC Jonty de WolfeIt was with mixed feelings that I settled down to watch the first episode of Campus last night. Would it be funny, would I get the in-jokes, would they mention research, or would it be too close to the mark and therefore too painful to watch? The main thrust of the episode saw Vice Chancellor Jonty de Wolfe pressuring English professor Matt Beer to write a best selling publication, as one of his colleagues in another department had recently managed, but unfortunately the professor was too distracted to comply. Replace distracted with another word (perhaps busy, unsure, pressured) and this may resonate a little better with BU.

Whilst Campus was far fetched and at times utterly ridiculous, the pressures on academics to produce high impact publications are very true, especially now as we are preparing for our submission to the REF. Rather than acting like tyrannical and eccentric VC de Wolfe, we’ve pulled together some sources of information for academics feeling the pressure of publication.

How to get published – The Times Higher Education have produced an excellent booklet – How to get Published: a Guide for Academics. The guide includes the seven chapters, written by experts in academic publishing, including advice and information on the publication process, getting your work into an academic journal, and how to turn your research into a best seller (I’m sure this last chapter would have been useful for the Professor in Campus last night).

journalsHow to get published in academic journals – The road to getting published in academic journals can be a daunting journey. There is a booklet published by PSA/Wiley-Blackwell called Publishing in Politics: a Guide for New Researchers which is an excellent introduction to publishing recommended for researchers in all disciplines, not just politics.

Professor Keith Dowding (LSE) has produced a couple of guides for those new to getting published in academic journals which are particularly useful. These were published in European Political Science and provide an overview of the journal publishing journey:

BU’s Open Access Publishing Fund to go live!

open access logo, Public Library of ScienceThe Senate R&E Committee has approved plans for a BU Open Access Publishing Fund. The fund is due to be launched in August 2011 and will be managed by the Pro-Vice-Chancellor (Research, Enterprise and Internationalisation) and the Research Development Unit. But what is the BU Open Access Publishing Fund and why is this such a big dea for Research at BU?

What is open access publishing? Open access publishing turns the traditional publishing route (readers paying subscriptions to publishers) on its head as researchers pay a fee to the publisher to publish their research and in turn the publisher makes the article available free of charge to readers immediately on publication.

Why is this beneficial? Open access publishing enables research findings to be disseminated to a wider public audience, typically with significantly faster publication times, than traditional journal publishing. The European Commission’s policy on open access publishing notes that the broad dissemination of research findings can accelerate scientific progress and has significant benefits to both the scientific community and to society.

What is the view of research funding bodies? Many funders require the research they fund to be made freely available, free of charge to any readers upon completion of the project. A full list of funders with open access requirements can be found on the Sherpa Juliet website, and includes all seven Research Councils, the European Commission, the Wellcome Trust and the National Institute for Health Research (NIHR). These requirements have been put in place by funders to maximise the public dissemination of research findings. However, despite these open access mandates funders are reporting that researchers and therefore HEIs are not compliant; recent research undertaken by the Wellcome Trust indicates a compliance rate of less than 50%. An institutional open access publishing fund can increase compliance rates with funding body open access requirements.

How will this help our submission to the REF? Open access publishing has three potentially significant benefits for BU’s submission to the Research Excellence Framework in 2013:

  • Publication times – Papers can be published significantly faster than traditional journal publishing methods and therefore BU would not be as constrained by traditional publishing deadlines; more articles could therefore be published prior to the REF publication deadline and be eligible for submission.
  • Citations – Open access publications are more widely available and are therefore more likely to be cited.
  • Research impact – Open access publication is a way of enhancing the visibility and increasing the impact of research findings. Research findings made freely available to society at large are likely to have wider societal impact.

Do other institutions have open access funds? A number of international research institutions have already established institutional budgets and processes for open access publishing, such as the Max Planck Society’s Central Open Access Fund and the University of California Berkeley’s Research Impact Initiative. In the UK the University of Nottingham has led the way by establishing an institutional open access publishing fund.

How can open access costs be met? A number of funding bodies (such as the Research Councils and the Wellcome Trust) allow researchers to include open access publication costs as a directly incurred cost providing that the costs are included in the original costing and are incurred prior to the end of the grant. For all other open access publishing costs, researchers will be able to apply to the new BU Open Access Publishing Fund. Requests to the fund will need to be made to the Research Development Unit and will then need to be approved by the Pro-Vice-Chancellor (Research, Enterprise and Internationalisation) and the relevant REF UOA Leader.

What about any open access requests between now and the end of July 2011? If you have any open access publishing requests before the BU Open Access Publishing Fund is launched in August 2011, please discuss these with your Deputy Dean (R&E) / equivalent and Julie Northam. Where requests are justifiable (i.e. high quality open access outlet, likely to be submitted to the REF, likely to increase the impact of the research findings, etc) then we will endeavour to accommodate these within the CRE budget where possible.RIN logo
