Congratulations to Dr. Pratik Adhikary

Congratulations to Dr. Pratik Adhikary on the fifth (and final paper) from his PhD in the Faculty of Health & Social Sciences. This latest paper ‘Support networks in the Middle East & Malaysia: A qualitative study of Nepali returnee migrants’ experiences’ was recently published in the International Journal of Occupational Safety and Health [1].

This is one of the few studies focusing on the support networks of Nepali migrant worker in the Middle East and Malaysia.  The previous four papers have focused more on living conditions and working conditions of migrant workers as well as occupational health and safety abroad [2-5].

Nepal’s migrant workers & risk at the workplace

For nearly a decade BU researchers have published widely about the hazards and risk of Nepali migrant workers in Asia and the Middle East [1-9].  Despite the fact that most migrant workers end up in semi-skilled and unskilled jobs in their host countries, only a minority report poor working environments.  For example, in Pratik Adhikary’s PhD study in FHSS only just over a fifth of migrant workers reported that their work environment in the Middle East or Malaysia was poor or very poor [4].  This relatively high level of satisfaction appears to seems contradict reports in local media on the risks associated with Nepali migrants working abroad, especially focusing on the football world cup in Qatar [7], official reports that many hundreds of bodies of dead Nepali migrants return home every year [10], and the fact that many of these Nepali migrant workers end up doing the jobs the local populations finds too dirty, dangerous and demeaning (colloquially referred to as 3D-jobs).  Why do so many who travel abroad take to do risky, dirty and otherwise undesirable jobs, but still assess their working environment as not too bad?

More theoretical papers on the drivers of migration have referred to many interconnected factors and links [11-12].  Local drivers in Nepal include poverty, lack of employment opportunities, having a history of work-related migration, a growing culture of migration (i.e. it becomes more or less an expectation) and many more.  One local element that is perhaps too easily ignored is that many Nepali migrant workers would have ended up in dirty, dangerous and demeaning jobs at home too.  And the risk, on for example building sites in Nepal might be even greater than that in Qatar or elsewhere in the Middle East as some of the photos below illustrate.  These photos of an accident involving an external building lift were taken today on a building site in Kathmandu.

Growing wealth of migration publications at Bournemouth University

Yesterday saw the latest publication based on Bournemouth University (BU) migration research.  The international journal BMC Public Health published our quantitative paper ‘Psychological morbidity in Nepali cross-border migrants in India: a community based cross-sectional study’ [1].  This scientific article highlights that since Nepali migrants can freely cross the border with India and hence work and stay there, they are largely undocumented. The majority of these Nepali migrant workers is involved in semi-skilled or unskilled jobs with limited labour rights and social security, which predisposes them to psychological distress. The paper assessed the prevalence of and factors associated with psychological morbidity among Nepali migrants upon their return from India.

Just a few days ago the UN Migration Agency in Nepal IOM (International Organization for Migration) published ‘Research on the Health Vulnerabilities of the Cross-Border Migrants from Nepal‘, an online report to which BU academics (Aryal, Regmi & van Teijlingen) had contributed [2].  Just recently we had published the qualitative sister paper on Nepali migrants working and living in India. [3].  Whilst Dr. Nirmal Aryal was the lead author on a paper highlighting the need for more research specifically focusing on adolescents left behind by migrant workers [4]. Earlier this year BU PhD graduate Dr. Pratik Adhikary published his latest paper from his thesis, the paper is called ‘Workplace accidents among Nepali male workers in the Middle East and Malaysia: A qualitative study’ and was published in the Journal of Immigrant & Minority Health [5].

Last year was also a very good year for BU migration research, including a systematic review on sex trafficking (perhaps the worst kind of migrant workers) [6], an earlier research paper by Dr. Adhikary with his PhD supervisors [7], and one paper on Nepali female migrants workers in the Middle-East & Malaysia [8].  Earlier BU academics published on general health issues and accidents among Nepali migrant workers in Malaysia, Qatar & Saudi Arabia [9-10], Nepali migrants in the UK [11-12] , other papers included: a call for action on Public Health [13]; a systematic review [14]; a paper on migrant workers’ spouses [15]; migrant health workers in the UK [16-17]; migration and tourism industry [18-20]; migrants and space in Italy [21-22]; an anthropological perspective on migration [23]; a media studies’ perspective [24]; and archaeological perspective [25]; and a socio-economic perspective [26].  No doubt there are several other publications I have forgotten or I am simply unaware missed in this list.

Dr. Aryal funded to attend international workshop on migration & health

Congratulations to Dr. Nirmal Aryal in the Faculty of Health & Social Sciences has been selected to participate in an international workshop targeting early career researchers (ECRs) on ‘Engendering research and reframing policy debate on migration & health and intersectional rights’ to be held in Kathmandu (Nepal) from 25th to 28th April 2019.

This workshop is jointly organized by several universities in the UK, India as well as the International Organisation for Migration, as well as the Migration Health and Development Research Initiative(MHADRI). There will be 18 ECRs from South Asia and South East Asia and Nirmal is one for the six from the UK.  The organizers will fund flight to and accommodation in Nepal.

HE Policy Update for the w/e 15th February 2019

We expect that Philip Augar will publish the report of his independent panel shortly.  The Panel is advising the Department for Education on the Review of Post-18 Education and Funding and the Augar report has been badged by the DfE as an “interim” report.  Although the Augar report will no doubt grab headlines, after much speculation and many alleged leaks over the last few months, it is only an interim report, and we will need to see what the DfE’s final report says.  The Review itself was originally expected to report in March 2019- but may be delayed for other priorities.  The government is expected to consult before implementing any changes, and had previously announced that any significant changes would take at least two years to implement.

Sadly both your resident policy wonks will be out of circulation next week but you can expect a bumper edition including the reaction from across the sector when we return.

Brexit

So another string of meaningless votes this week – the next voting the fun will apparently take place in the last week of February.  Having had their half term holiday cancelled next week the focus in Parliament will be on the secondary legislation required for Brexit rather than on the deal itself.  The BBC has this useful explainer on the timing of all of this

The Lords European Union Committee has published their inquiry report on Brexit: the Erasmus and Horizon Programmes.  You will recall that the government have confirmed that in a no deal scenario there is no back up plan for Erasmus, and that while students and staff already receiving funding will be protected, there is likely to be a gap before any new arrangements can be finalised.

The conclusions are set out below:

  • The UK is a respected and important partner in both the Erasmus and Horizon programmes. It is a popular destination for mobility placements and a world leader in research with an exceptionally strong science base. The UK receives substantial amounts of funding from EU programmes, and other less tangible benefits built on decades of international cooperation with European partners. We strongly believe—and it was the unanimous view of our witnesses—that it is in the UK and the EU’s mutual interest to preserve current close levels of cooperation on research and innovation and educational mobility. We are encouraged by positive indications in the Political Declaration on the future UK-EU relationship that this will be possible.

Educational exchanges

  • The Erasmus programme has played a significant role in facilitating the international mobility of people studying and working in the fields of education, training, youth, and sport in the UK. The programme offers unparalleled financial support and flexibility to enable people from lower income backgrounds, and those with medical needs or disabilities, to take part in educational exchanges. The Government should seek to ensure the UK remains part of this important initiative by seeking full association to the 2021–2027 Erasmus programme.
  • The cost of participating in the 2021–2027 Erasmus programme is likely to be higher than for Erasmus+, as it will have double the overall budget. Nevertheless, we consider this a worthwhile investment to maintain access to Erasmus and the partnerships the UK has built within Europe through the programme over the past 30 years. It is clear, as the Minister himself noted, that the value of Erasmus cannot be measured simply in terms of financial contributions and receipts.
  • As an associated third country the UK would be able to attend Erasmus programme committees but would lose its voting rights, reducing the UK’s strategic influence over the programme. We are reassured, however, that these meetings operate mainly on a collaborative basis and non-EU programme countries are regarded as “valued partners”.
  • As a non-associated third country, the UK would not even have a seat at the table in Erasmus programme committees, and UK participants would have access to less funding and fewer exchange opportunities. We do not consider this to be an attractive option.
  • If association to Erasmus cannot be negotiated, it will be essential to establish an alternative UK mobility scheme. ….Even with comparative financial investment, however, it will be impossible to replicate aspects of Erasmus which are key to facilitating international exchanges, namely, the programme’s strong brand, trusted reputation, common rulebook and framework for partnership agreements, and its established network of potential partners.
  • Launching a new UK mobility scheme—or increasing investment in existing schemes—to extend mobility opportunities beyond Europe would be welcome in addition to continued participation in Erasmus….

Research

  • We note the Government’s commitment to increase spending on research and development to 2.4% of GDP by 2027, and look forward to an ambitious new International Research and Innovation Strategy which affirms the centrality of research and innovation to technological progress and the future economic prosperity of the UK.
  • A key part of this strategy should be to prioritise continued access to EU research framework programmes by securing association to Horizon Europe. The Government should ensure UK universities retain full access to EU funding opportunities and can participate in, and lead, collaborative research projects.
  • We note that the UK’s access to Horizon Europe will be commensurate with the financial contribution it is willing to make to the programme. Given the anticipated increase in the budget for Horizon Europe, this is likely to be larger than the UK’s contribution to Horizon 2020. The financial rebalancing mechanism set out in the draft Horizon Europe Regulation would also prevent the UK from being a net beneficiary of EU research funding, as is currently the case. Nonetheless, an increased programme budget means that Horizon Europe will be able to support more grants and collaborative research projects than its predecessor. We urge the Government to agree an appropriate level of financial contributions to ensure the UK can access these opportunities.
  • As an associated third country, the UK would have observer status in Horizon Europe programme committees but no vote and so would not have the same influence over the strategic direction of the programme as an EU Member State. Even so, given the strength of the UK’s science base and the significant role played by scientists in shaping research programmes, witnesses were confident that the UK can still remain an influential player in European research and innovation. We note that it will be important for the UK to “strike the right tone” in this regard, by seeking to ensure appropriate accountability for UK funds spent via Horizon Europe rather than by exercising overt political influence.
  • If the UK participated in Horizon Europe on a ‘non-associated’ third country basis, it would lose access to key funding opportunities—notably European Research Council grants and Marie Skłodowska-Curie Actions—and would be left without any credible means of influencing the future development and funding priorities of the programme. While limited participation in Horizon Europe would still provide the UK with unique opportunities for collaboration which could not be replicated at the national level, it is clear that full association is the most desirable outcome for UK research and innovation.
  • Additional UK research programmes will be needed to replace EU funding opportunities, if the Government is not willing or able to secure association to Horizon Europe. These programmes should maintain the breadth of funding across different subject areas and institutions provided by EU research programmes, and support advanced scientific research and international collaboration. The Government should work with the research community to determine what key features of EU funding should be retained in UK replacement programmes, such as the excellence-based funding criteria of the European Research Council.
  • We commend UKRI’s willingness to work to develop prestigious domestic alternatives to EU schemes, if the UK loses access to them after Brexit. However, we note that it would take many years to emulate the tried and tested mechanism for international research collaboration provided by the EU framework programmes, the established research partnerships they support, and the EU’s joint infrastructure capabilities.

Cross-cutting issues

  • The ongoing lack of clarity over the future availability of EU funds for mobility and research is causing considerable concern among students and researchers in the UK. Although association cannot be secured until negotiations on the draft 2021–2027 Horizon and Erasmus Regulations are complete, the Government should confirm its intentions regarding future UK participation in these programmes as soon as possible to maximise certainty and stability for potential participants, and enable them to plan for any changes.
  • Whether the UK continues to participate in EU programmes or not, it will be important to ensure the UK’s immigration policy facilitates the frictionless exchange of students and researchers across borders. We welcome the Government’s confirmation in its recent Immigration White Paper that the UK will continue to welcome talented international scientists and researchers. The Government should work closely with the research community to ensure the UK visa system accommodates this ambition. Given the significant positive benefits international students bring to the UK, we also support the Government’s decision not to impose a cap on international student numbers.

Migration

From Dods: Universities UK have called on the Government to lower the proposed salary requirement for EEA workers to obtain a high-skilled visa to £21,000. Giving evidence at the Public Bill Committee on the Immigration Bill, this lays out for the first time the university sector’s specific feedback on the Migration Advisory Committee’s proposals.

Vivienne Stern, Director of UUKi, said: “While we recognise that migration checks and controls are necessary, they must not be at the cost of losing talent and leaving ourselves with a skills shortage at a time when focusing on productivity and growth is more important than ever. The Home Secretary himself has given our sector as an example of one where the higher threshold could be harmful. If the government works towards a threshold of £21,000, we feel this would allow recruitment for most technician and language assistant roles in the HE sector.”

Also from Dods: Migration Watch UK have published a paper arguing that, total net migration to the UK would increase by just over half to about 380,000/year if the proposals in the white paper become the basis of the future immigration system.

  • The inflow of EU workers will continue at two-thirds of the average of the last five years.  In total, therefore, we estimate that EU inflows will be approximately 160,000/year once the new immigration system comes into effect following the end of the transition period.
  • We expect to see a total inflow of about 550,000/year from outside the EU following the end of the transition period. This is an increase of over 20% on the latest five-year period.
  • In effect, EU migrants would be replaced – and more – by migrants from the rest of the world. The Government claim that their policy will restore sovereign control of our borders. In reality it will lead to higher levels of immigration

Civic Universities

From Dods: The UPP Foundation has published a report on strengthening the connection between universities and their places. This argues that the industrial strategy and devolution agenda have presented an opening for universities to pursue a more place based approach.

Recommendations:

  • The Civic University Agreement – Civic Universities should enshrine their analysis and strategy in a Civic University Agreement that is co-created and signed by other key civic partners. .We think that the starting point for Civic University Agreements has to be:
    • Understanding local populations, and asking them what they want.
    • Understanding themselves,
    • Working with other local anchor institutions, businesses and community organisations
    • A clear set of priorities.
  • Measuring and incentivising the success of the civic university. There should be a three-part approach to measuring – and therefore incentivising – the success of the civic university
    • Local measurement
    • Removing perverse measurement. It is clear that some of the current measures of teaching and research – which are often designed by government, rather than universities – mitigate against civic activity. Removing those is vital and in particular:
      • Reducing the reliance of measures such as LEO (Longitudinal Educational Outcomes) in high stakes metrics such as TEF, that penalises universities for releasing graduates into regional labour markets with lower employment outcomes, or into self-employment which often involves a period of low / no wages.
      • Any suggestion – linguistic or otherwise – in things like the REF that ‘local research’ is by definition inferior to international research
    • National measurement. …In particular the KEF (Knowledge Exchange Framework) must be a broad measure of civic impact not purely research innovation
  • Funding the civic
    • A new fund – the Civic University Fund. A new fund should be created that allows universities to bid for resources that will allow them to implement their strategies. We think that the fund should be worth around £500m over a 5 year period, with universities bidding on a competitive basis for multi-year projects
    • Doubling the Strength in Places Fund, As announced in the Industrial Strategy White Paper and run by UKRI. The Fund offers £10m-£50m investments for a small number of place-based consortia to work together on innovative projects that build on existing research and innovation capabilities, with the goal of tackling regional disparities by improving the local economy in specific areas. The Government announced in the Autumn 2018 Budget that there would be another £120m for a second round of SIPF. We recommend that this second wave of funding is doubled.
    • Widening Participation/attainment fund.
  • Spreading good civic practice
    • We recommend that a Network for the Civic University is established.

Lord Kerslake said: The importance of this civic role is also growing. As the United Kingdom grapples with the challenges of low growth, low productivity, the impact of austerity and widening spatial inequalities, universities can be (alongside local authorities and the heath sector), significant ‘anchor institutions’, able to make an enormous impact on the success of their places.

Financial sustainability

There was a debate in the House of Commons on 12th February on the financial sustainability of the sector.  Shadow education secretary Angela Rayner asked the Minister to make an urgent statement on the financial statement of universities in the UK.  You can read the whole debate on Hansard here

Responding for the Department of Education, Universities Minister Chris Skidmore expressed concern but said: “This Government recognises the importance of the higher education sector and the massive contribution it makes to this country. We recognise the multiple challenges the sector is facing and that these will require institutions to adapt to a more competitive and uncertain environment […] But ultimately, as autonomous bodies, the financial viability of universities is a matter for the leadership of the HE providers themselves.”

Angela Rayner asked:

  • The Minister said that he is working with the Office for Students towards establishing student protection plans. Can he clarify how many universities do not have plans in place? When will he ensure that they all do? What will it mean in practice? Will students be left with a refund but no qualification after years of study? HEFCE had a list of universities of financial concern. Can the Minister tell us whether the new regulator has such a list and how many providers are currently of concern? Last year, it granted at least one £1 million emergency loan. Can he tell the House how many others have been issued? The new regulator has now said that “The OfS will not bail out providers in financial difficulty.” Is that Government policy and from when does it apply?
  • Can the Minister confirm that his Government have also handed universities a £200 million pensions bill but no new funding to meet those costs? Is he lobbying the Treasury to change that? The Office for National Statistics has demanded that the Government end the “fiscal illusion” of pretending that all loans for fees are repaid. When will the Government follow that ruling? Given the uncertainty that universities now face, can he tell the House whether the Augar review will be published this year? Will he guarantee that any proposals on tuition fees will not lead to cutting universities’ funding?

And the Minister responded: Ultimately, these are autonomous bodies and leaders of HE providers are responsible for ensuring their institutions’ financial viability. They are not part of the public sector; they are autonomous institutions. During the passage of the Higher Education and Research Act 2017, a key point voted on by Labour Members was that universities would remain independent and autonomous. The OfS will therefore work closely with providers in financial difficulty, but neither the OfS nor the Department for Education will prop up failing providers. The OfS may enhance its monitoring or impose a specific condition of registration, requiring a provider to improve its financial performance, but we need providers at risk of any financial difficulties to come forward, so that we and the OfS can work with them on improving those registration conditions, which may require a provider to strengthen its student protection plan.

When asked about student number caps, the Minister said: I am proud to be a member of the Government who reduced the student number cap between 2012 and 2015, and eventually abolished it in 2016, allowing a record number of students to access higher education. We know that, going into the 2020s, we will need a knowledge-based economy, so it is right that we allow more people the opportunity to succeed in their ambition to achieve a degree. Abolishing student finance by looking at fee levels would simply give away a fee freeze to the children of millionaires while capping the number of students who could attend university.

When asked about international student recruitment, the Minister said: When it comes to international students, the Government are absolutely determined to press forward and look internationally at what we can do. Our universities are world-class and world-leading organisations. We have had roughly 460,000 applications from the EU and internationally this year—the highest level of applications ever seen. We will be publishing an international education strategy in the spring. We are clear that we have removed the cap on international student numbers, and we want to do more to ensure that we can increase our ability to compete not just nationally but internationally with other countries that also recognise the value of higher education at the international level.

Widening participation

NEON have published a report about white working class participation. Dr. Graeme Atherton, Director of NEON and co-author of the report states:

  • ‘This report shows that while there is some innovative work being undertaken in the HE sector to address the low levels of participation of this group of students, big variability exists in their chances of participating in HE across providers. We need to know more about why this variability exists and do more to eliminate it’.
  • The report argues that action on a number of fronts is needed. This includes more explicit targets for improvement across HE providers, looking again at the data used to define who is in this group of learners and securing longer term funding commitments to activities to support participation in HE or these students. It also argues for a national initiative to address the educational performance of white learners from lower socio-economic backgrounds which brings together schools, colleges and the HE sector.

From the report:

  • White young people in receipt of free school meals (FSM) are the least likely, next to those from Gypsy/Roma backgrounds, of any group to enter HE. White students make up the majority of those in areas where HE attendance is the lowest.
  • There is huge variability in the participation of the group across higher education providers in England. Exciting work is being undertaken to address this challenge but the strategic commitment to it also appears variable.
  • Most white students from LPN attend larger ‘post 1992’ universities – over 70% of all white students from LPN backgrounds attend these universities
  • But white students are found in the highest percentages in further education colleges – the number of white students from LPN is approaching 50% of the whole student body in some colleges.
  • Big differences in levels of participation for white students from LPN exist by HE provider – In over 50% of university providers less than 5% of their students are white and from LPN backgrounds. If these providers raised the level of participation of HE in their institutions to 5% there would be nearly 10,000 more white students from LPN backgrounds studying in HE.
  • Big differences in the chances of white students from LPN being accepted exist by HE provider – of all applications to HE by students from this background, only 22% are accepted. The chances of being accepted differ greatly by provider, with over 50% of universities accepting less than 20% of the applications they receive from these students
  • Strategic commitment to supporting participation for this group is low – despite many universities only admitting a very small number of these students (and some admitting none at all), less than 20% of HEIs have targets in their Access and Participation Plans (APP) related to white students from LPN.
  • More are trying to address the needs of the group than 3 years ago, but there are limitations in what access work alone can achieve
  • Most HE providers do not target outreach work explicitly at this group. Over 70% of those who responded to the survey are trying to ensure that existing projects reach students from this background. Less than 40% were doing work specifically with male students and less than 12% with female students.

Recommendations

  • Recommendation 1: Set specific targets for white students from lower SEG entering HE
  • Recommendation 2: Re-define widening participation target groups
  • Recommendation 3: Ensure National of Collaborative Outreach Programme (NCOP) investment continues after 2020-21
  • Recommendation 4: Focus equally on working class male and female students
  • Recommendation 5: A national initiative to address the educational performance of white learners from lower socio-economic backgrounds

And in a related story, The Bridge Group have published a report on geographical isolation and progression to Higher Education. This argues that,

  • In the context of thinking about the influence of geographical remoteness, the concentration of policy on ‘fair access’ and ‘widening access’ has taken precedence over more material matters regarding physical access to educational opportunities and the even distribution of resources across the further and higher education sector”.

Professor Danny Dorling (University of Oxford and author of report Foreword): The recommendations in this report will help to initiate the changes required to begin to mitigate some of the worst effects of the opportunity landscape we have created.

Dr Sarah Dauncey (Head of Policy, Bridge Group and lead author of the report): “This report gathers together an array of perspectives and data to identify the barriers to progression faced by young people experiencing financial hardship who live in remote areas. We give voice to the needs and interests of this group of young people who have been overlooked by policymakers, and establish implementable solutions to transform their educational outcomes.”

Key findings

  • The prevailing model of social mobility is widely regarded as unhelpful for remote communities. It places too much emphasis on supporting young people to achieve highly in school in order to leave their local area for higher education and training and secure a graduate job. This means that communities in remote areas are depleted of highly talented young people who have a vital part to play in energising local cultures and economies. …
  • There is a weak evidence base on the relationship between geographical isolation, socio-economic deprivation, school-level attainment, and progression. We have encountered numerous obstacles in trying to redress this deficiency through quantitative data collection and analyses. …
  • Pupils from lower socio-economic backgrounds in rural areas have lower levels of attainment compared to their peers in urban schools…
  • A pupil’s distance from school can impact on their capacity to engage in after school enrichment activity; and a school’s isolation from other schools, employers, charities, colleges, and higher education institutions may affect their capacity to offer a diverse range of additional high quality provision. The pressures on resourcing are more keenly felt without the support of external providers.
  • Educational and widening participation interventions are predominantly focused on deprived areas rather than on the location of deprived individuals, often disregarding the dispersed nature of rural poverty. This has a negative effect on those from lower socio-economic backgrounds living in remote areas.
  • Students from lower socio-economic backgrounds living at a distance from higher education institutions, who do not have the option to commute, are faced with more complex decision-making around participation.
  • Deprivation indices have been consistently shown to be dominated by the characteristics of urban populations and are less able to describe rural deprivation.
  • The higher education sector lacks hard evidence on the spatial distribution of outreach activity and there is no imperative for institutions to consider place in their approach to targeting.

There is a long list of recommendations but some are here

  • Social mobility policy – Government and policymakers should weaken the link between geographical mobility and social mobility and recognise the attraction of place. For too long, there has been a connection between ‘moving on’ and ‘moving up’ which involves treating people as ‘a-spatial’ and assumes a narrow, economic idea of mobility. The economic domination of London and large urban centres has meant that the greatest career rewards, in economic terms, are received by those who are mobile and willing to move to large, ‘escalator’ cities. This yoking of social mobility with geographical mobility has a negative impact on those who have a strong attachment to place and choose to remain in more remote areas.
  • Strengthening the evidence base – Government departments must work collaboratively to improve access to the evidence base ….
  • Schools – Schools with average or below average levels of Pupil Premium pupils should work cooperatively to pool expertise and resources to narrow the gap in attainment. Clusters of schools need to be established with shared strategic objectives to develop and offer a range of interventions to better support pupils from lower socio-economic backgrounds and ensure on-going professional development. …Schools should monitor participation in ‘enrichment’ activities and make provision to ensure accessibility and inclusivity…. Schools serving sparsely populated areas should have additional, ring-fenced funding to recognise the increased costs associated with supporting progression to further and higher education.
  • Further and higher education –
    • Improve understanding of the geographical distribution of outreach activities, particularly those to raise attainment and promote progression. We need to better understand the way that each higher education institution spends its widening participation budget in terms of place.
    • Increased investment in further education and the creation of a national qualification structure at level 4 and 5. For many young people living in isolated areas who choose to remain at home, the lack of choice, quality, and funding available for sub-degree qualifications has a huge impact on their employment outcomes. Increased funding and status needs to be awarded to further education colleges to recognise the vital role they play in remote parts of the country in providing opportunities for learners of all ages.
  • Third sector – Greater flexibility towards measures of deprivation by grant-awarding bodies and increased recognition of the influence of geographical isolation on educational outcomes. Grant-awarding bodies need to adjust their measures of deprivation to recognise the influence of geographical isolation on attainment and progression to higher education and scrutinise their reliance on Free School Meals (FSM) and POLAR as proxies for economic deprivation. This would encourage more charitable organisations to intervene to narrow the gap in attainment and promote progression in remote areas.
  • Increased recognition should be given to the role that the third sector is already playing in identifying remote areas and working with higher education institutions to deliver impactful outreach programmes. The Office for Students (OfS) could do more to identify organisations with particular expertise in working in remote areas to help higher education institutions to develop new creative partnerships.

Technical Education

From Dods: The DfE and Institute for Apprenticeships have awarded Pearson and NCFE contracts to deliver the first three T-levels from 2020.

  • Awarding Organisation NCFE has been awarded a contract to deliver the Education and Childcare T Level
  • Pearson has been awarded contracts to deliver T Levels in Design, Surveying and Planning as well Digital Production, Design and Development.

Around 50 further education and post-16 providers will teach these T Level programmes from September 2020.

Education Secretary Damian Hinds said: This is a major step forward in our work to upgrade technical education in this country. T Levels are a once in a generation opportunity to create high-quality technical education courses on a par with the best in the world, so that young people gain the skills and experience they need to secure a good job, an apprenticeship or progress into further training.

Lord Sainsbury, Chair of the Independent Panel on Technical Education, said: I am delighted that we have reached this milestone in the roll-out of the T Levels programme. With the first schools and colleges to offer T Levels in 2020 well advanced in their preparations, and now confirmation of these initial awarding organisations, I am confident that we remain on track to deliver the transformation to technical education that this country so desperately needs

To support the further education sector to deliver the new T Level programmes, the government will provide an additional half a billion pounds every year once they are all fully rolled out.

Chair of the Education Select Committee, Robert Halfon MP, delivered a speech focussing on creating, “an education and training system that genuinely nurtures the talent we need for the future and creates a ladder of opportunity long and strong enough for each and every young person to climb”.

  • Replace GCSEs at 16 with a holistic Baccalaureate at 18 which reflects a young person’s academic and creative achievements, alongside skills and personal development
  • Recognise the value of Further Education colleges and ensure they are properly funded
  • Give teachers back autonomy in the classroom; more high quality CPD; enable them to develop projects in partnership with local businesses and community organisations, to bring learning to life
  • Measure schools by completion of the baccalaureate at 18 and the destinations of their pupils in the years after leaving; make apprenticeships a gold standard destination
  • Question the effectiveness and value for money provided by the Careers and Enterprise Company (CEC) “who are spraying money around like confetti”
  • Despite skills shortage vacancies doubling since 2011 to 226,000, in 2017, latest figure from ONS show in the first quarter of 2018, there were 320,000 young people aged 16-14 who were NEET and unemployed.

HE Policy update for the w/e 7th September 2018

Access and participation

OfS have launched a consultation: A new approach to regulating access and participation in higher education which closes on 12th October.

The main proposed changes are:

  1. Five year plans (where appropriate): The OfS will place the approval of access and participation plans on a more strategic timescale.
  2. Providers will be required to publish and submit an impact report to the OfS each year.
  3. Access and participation plans must include a set of strategic, outcomes focused targets.
  4. The OfS will collect predicted access spend disaggregated by pre-16 activity, post16 activity and work with adults and communities in access and participation plans.
  5. Providers will need to complete a self-assessment of their evaluation activities.
  6. OfS will undertake further work to explore whether providers should publish transparency data by age and disability
  7. OfS will create, publish and maintain an access to participation dataset providing an accurate picture across the sector and at individual providers.

  • Progress on five-year targets will be submitted by universities each year and scrutinised by the OfS. Universities which are deemed to be at risk of falling short will have to submit plans every three years.
  • Other proposals include dropping requirements for universities to report on student success and progression spend, and plans to publish a dataset showing success rates for individual institutions on access and participation.

On Wonkhe: Chris Millward, director for fair access and participation, outlines what OfS has published as part of its consultation on access and participation today, and the rationale behind it.

  • I am just finishing assessing the first round of access and participation plans. They show significant investment and increasingly well thought-out activity. However, the ambition I hear in meetings often isn’t matched in these plans, either by aspirational targets or progress on the ground.
  • There are still significant challenges that need to be acknowledged in plans, for example, poorer outcomes that go hand in hand with particular groups of students. We need universities and colleges to be rigorous in their self-reflection and use of evaluation and evidence. Many of the first drafts of plans we read were weak in these areas. Some self-assessments gloss over the problems, sometimes seeking to assign blame to others, or hide behind sector-wide patterns. It is, frankly, not the sort of practice that should pass muster in knowledge-based organisations.
  • As we signalled in the regulatory framework, institutions will need to publish data on applications, offers, admissions, and outcomes split by gender, ethnicity, and socio-economic background. The consultation suggests we go further, including data by age and disability status. The OfS will also launch an access and participation data set. This will show the extent to which progress is being made across the sector and at individual providers. These measures will cast a brighter spotlight than ever before on institutional performance. It will be evident which institutions are helping to close stubborn gaps in participation and outcomes, and which aren’t.

Equality and Diversity – metrics

 Advance He have issued their annual report giving data on age, disability, ethnicity and gender of staff and students for 2016/17.

  • The degree attainment gap between BME undergraduate qualifiers and white undergraduate qualifiers decreased from 15.0 percentage points in 2015/16 to 13.6 percentage points in 2016/17.
  • Overall, 12.0% of UK students disclosed as disabled in 2016/17, with one in five of disabled students reporting a mental health condition.
  • Since 2003/04, the proportion of HE staff disclosing as disabled has more than doubled from 2.2% in 2003/04 to 4.9% in 2016/17.
  • Only one in four professors were women; of these female professors, 91.6% were white, with only 8.4% identifying as BME.
  • More than 1 in 10 students disclosed as disabled in 2016/17 (12.0%)
  • The attainment gap between white and black students qualifying with a First/2:1 degree was 24.0%
  • The majority of academics on fixed-term contracts were aged 40 and under (64.6%)
  • only 1 in 5 female academics earned over £50,000 (22.5% of female academics, compared to 35.6% of male academics)

Where next?   UUK Annual Conference

The Ministerial speech to the annual UUK conference has been used to make major policy announcements in the past but not this year – more of a resetting of tone and relationship.  It seems to have gone down well.  Although when you read it he isn’t actually rowing back from much of the negative stuff he has said recently – just putting it in a more positive context.  Fluff?  Or a genuine change of approach?  We’ll see.

Research Professional have published their usual brilliantly scathing annotated version of the speech.

Some quotes from the actual speech (and we have covered other bits below in the relevant sections).

  • When I took office in January, I said that we were now in the Age of the Student. Since then I’ve made it a priority to visit campuses and listen to students. I’m going to keep on doing this.
  • Let me start by setting out what I hope I have made obvious in the past 9 months: I love our universities.
  • Going to university is worth it.
  • A good degree [note the caveat] is worth the investment, both the investment that students make through fees, and the investment that the government makes through the T-grant and through the student loans system. Research still demonstrates that the graduate still earn a premium over their lifetime. What is more, university can be a ‘rite of passage’ – with an important opportunity to learn and grow as a person.
  • …it is a good time to challenge other myths that surround our universities.  Like the idea that universities provide only academic education, rather than a vocational one. One only needs to look at the list of courses at some at some of our oldest universities to realise the idea that degrees are academic, not vocational is mistaken.  Let’s also challenge the false dichotomy between Higher Education and Further Education that dominates the public debate on post 18 education. In fact, we have further and technical education being taught in the Higher Education sector, and higher education qualifications being awarded in the Further Education sector. This is not a zero-sum game. If the UK is to thrive we need more technical skills and more general analytic and creative skills; more vocational education and more academic education; more Level 4 and 5 skills and more degrees, both undergraduate and graduate level.
  • [here’s the caveat] This is not to say that every degree at every university is as good as it can be. I have spoken before about the importance of understanding which degrees do not offer value for money, and making sure students have the information to make the choices that are right for them. But it is right that we make a full-throated defence of the value of university education as a whole.
  • That is not to say that the political debate that universities find themselves in can be ignored. If universities want to play an active role in the public realm, you and the Government collectively have a duty to earn and retain the public’s trust.  There are two particular areas where we need to be vigilant.  The first is value for money. I’ve spoken before about the need to ensure that students get a quality education in return for the investment they make. If the perception grows that universities are offering threadbare courses, or prioritising getting bums on seats [so he hasn’t dropped that rhetoric either] over quality, the credibility of the HE sector as a whole will suffer. Likewise if universities see applicants as commodities, and neglect the student experience or their mental health needs. Or if universities are seen as hotbeds of unjustified high salaries.  This is why we have pushed ahead with the Teaching Excellence and Student Outcomes Framework and Longitudinal Educational Outcomes dataset. And it is why I have been vocal on issues like the growth of unconditional offers, mental health on campus and the rise of essay mills.  The other big risk for universities is becoming disconnected from the wider world. If universities are seen as ideological echo chambers; if research is seen as disconnected from the wider world; if universities are seen as distant from their communities, again, their mission will be compromised and their credibility will suffer.  I know that many of you work hard to prevent this kind of turning inwards. Our best universities are not ivory towers. Still less are they “left-wing madrassas”, as one controversialist chose to describe them. But ideological diversity, strong research cultures, engagement with the wider world, and fair access are ongoing battles – and the price of failure will be very high.
  • It may not be fashionable to say it, but at times like this, we need experts more than ever. This is not the time for our universities to shrink back and sulk. We need our universities to engage and lead in these debates publicly, because you are the connective tissue to the next generation. 
  • We will need to make the most of universities’ direct contribution to the economy too.
  • Our vision must be local as well as global. The great universities of the nineteenth and early twentieth century were founded with a clear civic vision. They promoted not just the republic of knowledge, but also their local town and community.

The President of UUK,  Dame Janet Beer, also spoke.

Fees and funding

The Minister spoke at UUK this week (see above) and so did Philip Augar.  No firm news on the Post-18 review but there were some hints. The Minister said:

  • We should also be clear-eyed about the advantages of our Higher Education funding system. The English system of funding undergraduate study through fees and loans has allowed us to remove student number caps, made access fairer, and kept our universities adequately funded to pursue their mission…Our student finance system is not perfect. But it has some major advantages. And I can assure you, I am deeply aware of them.

Research Professional quote Philip Augar:

  • “The taxpayer’s contribution to higher education is largely concealed from the public eye; it’s largely concealed by the current method of accounting for student loans,” Augar told the conference.
  • “We don’t know what the ONS will say; we don’t even know exactly when they are going to say it. But the working assumption has to be that things will change, and presumably will change at the most extreme end in terms of bringing…more of the debt write-off onto the balance sheet, and presumably some change in the manner of accounting for interest received. This will lead, we think, to much more public scrutiny of the taxpayer subsidy for higher education, in particular to the cliff edge in debt that crystallises in the 2040s.”
  • Commenting on the timetable for the review, set to be published in early 2019, Augar said that the ONS review made it more complex. He added that the interim report would be released “hopefully before the end of this year, it’s possible that could slip, it depends entirely on the timing of the ONS review and in fact it is a decision for government.” 

The President of UUK, Dame Janet Beer, also spoke:

  • As you heard last night from Lord Willetts, there is a sense of déjà vu when considering university funding policy. Once again, we have a major post-18 review of HE and FE funding in England – and we will hear more from its chair, Philip Augar, later today.
  • While political pressures arguably triggered this review, the government should aspire to outcomes which are long-term and far-reaching, and avoid short-term fixes which may ultimately backfire.
  • Fee differentiation, by subject of study or graduate earnings, is not without risk. A cut in the headline fee, for example, will not solve the widespread misunderstanding of the student finance system. Nor will it eradicate the deep-rooted fears around debt. Returning to an era when student numbers in England were capped would be a backward step which government should avoid.
  • The Augar review – and its subsequent implementation – provides a fantastic opportunity to improve the system for students in a number of ways.
  • It should offer solutions to address the long-term decline in part-time and mature student numbers. It should increase financial support for those most in need through targeted maintenance grants to reduce fears about the cost of living. It should help students move more easily between further and higher education according to their needs. And it should strive to improve understanding of the progressive nature of student loans and the value of a degree for students.

Government priorities – migration

UUK are calling for a new post-study work visa scheme to help the UK increase global market share.  The press release is here.  Although there has been modest growth in international student numbers, the concern is market share: Since 2011, countries such as Australia, Canada, and the US have seen high growth in international demand for study, while the total number of enrolled international students in the UK has stayed flat, leading to lost market share.

The Minister responded to this in his speech to UUK:

  • The forthcoming report of the Migration Advisory Committee on student migration offers us an opportunity to ensure our policy on student migration recognises the contribution that overseas students make to our universities, our balance of trade and our communities. We can build on the global perspective of UKRI’s £1 billion Future Leaders Fellowship programme and the UKRI visa regime.  I welcome the fresh thinking behind UUK’s proposals on an expanded post study work offer for overseas students. Certainly, if we want our universities to win globally, our actions must match our ambition.

UUK also link to a new survey from ComRes showing that people support this: “The call comes as a new poll from ComRes (findings attached) reveals increased support for international students and graduates in the UK. Nearly three quarters (72%) of British adults polled think that international students should be able to stay in the UK post-graduation for one year or more to gain work experience.”

  • We are proposing that the UK introduces a new, temporary Global Graduate Talent Visa. Under this visa, all Higher Education Institutions registered as Tier 4 sponsors would be able to sponsor their graduates to search for and gain work experience in the UK for up to two years on a more flexible basis than currently permitted by the Tier 2 visa, without restrictions on job level or salary, and without an employer sponsorship requirement.
  • This new visa would give international graduates a longer period to search for a Tier 2 eligible role and allow a wider range of employers to benefit from access to talented graduates from around the world including small and medium employers who do not have Tier 2 sponsorship licences.
  • In line with competitor economies (USA, Canada, Australia), this visa category would permit graduates to search for work and report all changes in their employment or address to their university using an online system similar to that used in the USA for the F-1 OPT migration route. Time spent on the new visa would not count towards settlement in the UK. Once a graduate has found a job which enables them to switch into Tier 2 as a ‘new entrant’, they would be expected to do so, and those who did not find a job offer sufficient to move into Tier 2 would be required to leave at the end of the period covered by the visa. Graduates of any programme of study at an eligible UK university lasting longer than 11 months would be eligible to remain on this visa for up to two years. Universities would have the flexibility to manage the licence for the new visa system separately from their Tier 4 licence, through a new but linked corporate entity to remove the risk of disruption if the Home Office has concerns about either licence.
  • Alongside the proposed new visa, Universities UK will work with member universities to support local SMEs to hire international graduates under the existing Tier 2 route by informing them about the Tier 2 sponsorship system and the process for applying to be a Tier 2 sponsor. This will help to increase the number of Tier 2 sponsoring employers across the UK. Together these measures will enable more regional SMEs to benefit from the skills of international graduates, including in shortage areas like engineering and business services.
  • We are also calling for the current £20,800 Tier 2 ‘new entrant’ salary threshold to be nuanced, in light of differences between this threshold average in UK/EU graduate salaries across different regions of the UK, and for female graduates. The Destination of Leavers of Higher Education Survey (DLHE), which surveys all UK graduates six months after graduating, found that first (bachelors) degree graduates only achieve the required salary level in six regions of the UK, while female graduates only achieve the required level in London, the South East, and Scotland. We are proposing £19,500 as a reasonable level. This is higher than the salary threshold required for a UK citizen to bring over a non-EU spouse (£18,600) and in line with graduate starting salaries across the UK as reported in the DLHE.

The majority of the British public would like to see the same number or more international students:

  • Only 26% of the British public think of international students as immigrants when thinking about Government immigration policy.
  • Two thirds (64%) of British adults think international students have a positive impact on the local economies of the towns and cities in which they study.
  • Three quarters (75%) of the British public also believe that international students should be allowed to work in the UK for a fixed time after they have graduated, rather than returning immediately to their home country after completing their studies.

Mental Health

UUK has issued guidance for universities on preventing student suicides, working with PAPYRUS, the UK’s national charity dedicated to the prevention of young suicide.

At least 95 university students took their own lives in the last academic year. Although new data published by the Office for National Statistics shows that there is a significantly lower rate of student suicide among university students in England and Wales compared with the general population, university leaders have said that there is no room for complacency.

The guide includes advice on developing a strategy focused specifically on suicide prevention, covering the following areas:

  • Steps to prevent student suicide
  • Intervening when students get into difficulties
  • Best practice for responding to student suicides
  • Case studies on approaches to suicide prevention through partnership working
  • Checklist highlighting steps university leaders can take to make their communities safer

UK Research and Innovation (UKRI) has launched eight new Mental Health Networks that will bring researchers, charities and other organisations together to address important mental health research questions.

The new £8m Networks, funded by UKRI and the Government’s modern Industrial Strategy for four years (one for three), will progress mental health research in themes such as the profound health inequalities for people with severe mental ill health, social isolation, youth and student mental health, domestic and sexual violence, and the value of community assets.

The Office for Students (OfS) and UK Research and Innovation (UKRI) have signed a collaboration agreement confirming how the two organisations work together on shared priorities across research and teaching.

Those of you who have read this blog for a while will be aware that at BU we have written before about the way that REF and TEF work together and have raised this in numerous consultation responses for both REF and TEF.  We are disappointed to see that the statement in this agreement waters down even further the language we have seen before in responses on this and we look forward to seeing what this actually means in practice – probably not very much.

  • We will work to ensure that the TEF, the KEF and the REF are mutually reinforcing in how they recognise and reward the delivery of excellent research, teaching, knowledge exchange. We will be proactive in sharing and consulting on intended developments.

Brexit

On Brexit the President of UUK, Dame Janet Beer, spoke at the UUK conference:

…for universities, the uncertainty is as damaging as a difficult outcome.

  • We need greater certainty that we will be able to recruit EU students and staff, collaborate easily with our European partners, and continue to grow outward student mobility to Europe and beyond
  • We need the continued mutual recognition of professional qualifications – for our doctors, nurses, lawyers and architects to name but a few
  • We need a satisfactory agreement on the Northern Ireland-Republic of Ireland border that protects and promotes collaboration with our nearest neighbour, and
  • We need government to engage more meaningfully with devolved administrations to ensure an effective settlement can be achieved UK-wide.

Since the referendum result, our sector has worked constructively with government. Our academics have shared their expertise, our staff and students have highlighted issues which must be addressed, and collectively we have attempted to provide solutions rather than snipe from the sidelines.

But, in common with organisations such as the CBI, we must now prepare for the possibility of ‘no deal’ and the disruption this will bring. UUK’s Board therefore calls on the government to boost stability over the coming months. This means:

  • Committing to unilaterally guarantee the rights of EU nationals working, studying or entering the UK as of 31 December 2020
  • Ensuring that any substantive changes to EU migration rules are preceded by a period of two years to allow universities and prospective staff and students to prepare for any new system; and
  • Setting out contingency plans for replacing access to Erasmus+ so that UK students do not miss out on the transformational experience of spending time studying, volunteering or working abroad.

Students’ Unions

HEPI have published a new report “David versus Goliath: The past, present and future of students’ unions in the UK”.

The paper sets out a historical perspective, and provides interesting context for those of us who have always been a bit puzzled about the antipathy some politicians seem to feel for elected student representatives, probably dating from their own experiences of SU’s at university.  This antipathy seems to have coloured the recent debates about student participation in the new regulatory structures – leading to the successful campaign in 2016/17 by the NUS to persuade Jo Johnson to give students more of a voice in the OfS.

Looking forward there is a long list of recommendations , some interesting ones below:

  • The Office for Students, the Quality Assurance Agency, the Competition and Markets Authority and the Office of the Independent Adjudicator should consider how they might best enable students’ unions to be more effective, particularly in the arena of academic governance. This must go beyond briefing materials for student sabbatical officers or strategies that engage students in their work. It should consider how different aspects of students’ union capacity might be supported to hold providers to account, understand data, influence quality and cause students to know and be able to enforce their rights
  • The Office for Students should also develop a direct relationship with student representative bodies – if the water regulator (OFWAT) is able to champion independent consumer groups to be actively involved in the development of water supply and liaise directly with it as a regulator, that kind of relationship should not worry us in higher education.
  • AdvanceHE might usefully consider how it might contribute to the capacity of students’ unions to be effective, particularly in relation to leadership, equality and diversity and student engagement.
  • Traditional providers, on the other hand, should take care to ensure that their unions are funded properly, and that cultures in leadership are demonstrably appreciative of, responsive to and able to articulate with confidence the outcomes of student representation. Crucially, providers of all character should ensure that their students have access to professional, well-funded independent advocacy in the event of a complaint or appeal.
  • . As governing bodies begin to consider their own accountability – to communities, staff and students, their practice in involving students should develop too. This should go beyond the engagement of one or two members of the governing body being drawn from the student body. 80 David versus Goliath: The past, present and future of students’ unions in the UK Instead it should involve students’ unions in the facilitation of student involvement in university strategy, educational character and mission and assessment of institutional performance.
  • Above all, the practice observed most commonly in institutional cultures – the induction of student leaders into the culture, practice and workings of universities – could usefully be turned on its head. Student leaders occupy a unique position in emerging adulthood, where aspects of youth mix with rapidly developing concepts of responsibility….Perhaps we should do more to induct higher education leaders into that culture rather than attempting to do the opposite.

HE Policy update for the w/e 3rd August 2018

Social mobility

Damien Hinds gave a speech at the Resolution Foundation on 31st July.  The story was widely trailed in the media  – it had a big focus on early years and on access to HE.

Mr Hinds said, in the speech in London, that this early gap had a

  • “huge impact on social mobility”.  “The truth is the vast majority of these children’s time is at home.  Yes the home learning environment can be, understandably, the last taboo in education policy – but we can’t afford to ignore it when it comes social mobility. I don’t have interest in lecturing parents here… I know it’s parents who bring up their children, who love them. who invest in them in so many ways, who want the best for their children. But that doesn’t mean extra support and advice can’t be helpful.”

The Department for Education says 28% of children in England do not have the required language skills by the end of Reception.

Guardian –  Children starting school ‘cannot communicate in full sentences:

  • “The education secretary promised to halve within a decade the number of children lacking the required level of early speaking or reading skills.”  Children with a poor vocabulary aged five are more than twice as likely to be unemployed at age 34 as children with good vocabulary, research shows.

Initiatives announced included:

  • A competition to find technology to support early language development (there’s an app for everything….).
  • An education summit in the autumn to encourage parents to get involved in supporting children
  • An OfS research initiative (see below)

The OfS have confirmed that they are inviting tenders for an independent Evidence and Impact Exchange (EIX) – a ‘What Works Centre’ to promote access, success and progression for underrepresented groups of students.

  • The EIX will be independent of the OfS, but the OfS will fund it up to £4.5 million over three years (£1.5 million per year) and work with it during this time to develop a sustainable funding model for the future.
  • The purpose of the EIX is to provide evidence on the impact of approaches to widening access and successful participation and progression for underrepresented groups of students, and to ensure that the most effective approaches are recognised and shared.
  • It will collate existing research, identify gaps in current evidence and generate its own research to fill those gaps, and disseminate accessible advice and guidance to decision makers and practitioners across the higher education sector.
  • It therefore addresses a need in the sector for a systematic approach to evidence development, sharing and use in informing policy and practice.
  • Tenders must be submitted by noon on Friday 28 September 2018. Tenders will be assessed by a panel of OfS staff and external assessors against published evaluation criteria. The top three tenders will be shortlisted and invited to interview in October 2018, with a decision to be made by November 2018.
  • The EIX is expected to officially launch in spring 2019.

REF – the myths

Kim Hackett, the REF Director at Research England, has written for Wonkhe on REF myths following last week’s publication of the REF 2021 guidance.

She deals with the following myths:

  • Only journal articles can be submitted
  • The discipline-based UOA structure means that interdisciplinary research will be disadvantaged
  • You can’t have a high-scoring impact case study based on public engagement (PE)

And invites comments on other myths that need to be busted.

NSS – the analysis

John O’Leary, Editor of The Times and Sunday Times Good University Guide, wrote a blog for the Office for Students on NSS.  Some excerpts:

  • Of course the NSS has its faults – even after last year’s introduction of improved questions, it remains an extremely broad brush exercise that unintentionally favours particular types of institutions and makes life difficult for others.
  • The results do not provide the last word in the assessment of teaching quality, any more than the Teaching Excellence Framework as a whole does. But the results give the best available picture of students’ perceptions of their course – and it is difficult to see that being matched by any other exercise.
  • The trends are generally consistent (and overwhelmingly positive) – so much so that politicians and commentators often resort to quoting much smaller, less representative research to support a critical narrative. Satisfaction levels may be down this year, but still 83 per cent were positive about their course and only 8 per cent dissatisfied.
  • That is not to say that the NSS is perfect – in my view, it takes too narrow a view of students’ unions, for example, implying that their sole purpose is to represent their members academically. But more serious criticisms of the survey, that it encourages an ‘intellectual race to the bottom’ with lecturers dumbing down courses and reducing expectations to ensure positive results, are invariably anecdotal.
  • The survey’s outcomes have also provided unique leverage for students to force through improvements to services and facilities. In particular, levels of feedback and assessment practices have been given a focus that would never have been applied without the negative views expressed in successive editions of the NSS.
  • Even last year’s partial boycott of the NSS – now receding further – had more to do with the uses to which the results were being put at national level than dissatisfaction with the survey itself. Applicants would be much the poorer without the insight it provides.

Migration and Brexit

The Home Affairs Committee have published an interim report, Policy options for future migration from the European Economic Area, which recommends that the Government should build migration consensus and engage in open debate and warns all those involved in the debate not to exploit or escalate tensions over immigration in the run up to withdrawal agreement.

The Committee is waiting on the Migration Advisory Committee’s (MAC) report in the autumn before making further recommendations, they stress that the Government ideally should not make final decisions on the majority of immigration policy in advance of the

Press Release: Government should build migration consensus and engage in open debate

The Committee has criticised the Government’s failure to set out detail on post-Brexit migration policy or to build consensus on immigration reform despite having over two years since the referendum in which to do so. Continued delays to the publication of the White Paper on Immigration and the Immigration Bill has meant there is little indication of what immigration policy will be. Despite the fact that the issue was subject to heated and divisive debate during the referendum campaigns in 2016 the Government has not attempted to build consensus on immigration reform or consult the public over future migration policy in the two years since. The Committee believes this is a regrettable missed opportunity.

The interim report looks at three broad sets of policy options:

  • Within the EU and during transition there are further measures that could be taken, in particular on registration, enforcement, skills and labour market reform. As witnesses noted, the UK has opted not to take up measures which are possible.
  • Within an EFTA-style arrangement with close or full participation in the single market, the report highlights a range of further measures that might be possible – especially in a bespoke negotiated agreement. These include ‘emergency brake’ provisions, controls on access to the UK labour market, accession style controls and further measures which build on the negotiation carried out by the previous Prime Minister. We conclude that there are a series of options for significant immigration reform that should be explored by the Government.
  • Within an association agreement or free trade agreement, the options in part depend on how close such an agreement is. While any agreement itself may not cover many ‘labour mobility’ measures, the government will still need to make decisions about long-term migration, including for work, family and study.

Interim findings and recommendations include:

  • The net migration target should not be an objective of EU migration policy.
  • Refusing to discuss reciprocal immigration arrangements with the EU will make it much harder to get a close economic partnership. Geography, shared economic, social and cultural bonds between the UK and EU mean we will need a distinct and reciprocal arrangement for EU migration that is linked to our economic relationship.
  • The Government has not considered the range of possible immigration measures and safeguards that could allow the UK to participate in the single market while putting in place new immigration controls. It should immediately do so. Should the Government change its red lines, there are a series of options which could provide a basis for greater control on migration within the single market.
  • Even whilst in the EU and during the transition there are immigration reform measures that the UK has not taken up – in particular on registration, enforcement, skills and labour market reforms to address lack of skills, exploitation or undercutting.
  • Irrespective of the future EU relationship, the Government should seek to improve labour market conditions. Regulation of the labour market, further measures to prevent exploitation and increased funding for enforcement would benefit both domestic and migrant workers, subject to practical arrangements with business.
  • Within a Free Trade Agreement the options depend on how close the agreement is, but it is not the case that an FTA would necessarily mean limited migration. A free trade agreement along the lines of CETA would only require limited immigration provisions, but decisions would still have to be made on long-term migration from the EU and there would still be pressure for educational, high and low skilled, seasonal and family migration that the government would need to address.
  • The DCFTA between the Ukraine and the EU gives a precedent for partial integration in the single market without requiring the free movement of people. The European Commission has said there can be no ‘cherry-picking’ of the four freedoms of the single market, however this is a political judgement rather than a technical or legal obstacle. The Committee notes that the EU-Ukraine package was agreed in the context of Ukraine moving towards the EU, rather than away, and the European Commission has so far insisted that, for the UK-EU negotiations, the four freedoms of the single market are indivisible.
  • Whatever the Government’s intentions for EU migration, it should overhaul immigration arrangements for non-EEA nationals about which the Committee received many complaints. We heard considerable evidence of problems that would arise if arrangements for non-EU migration were applied for EU migration.  The Government should also introduce a Seasonal Agricultural Workers scheme as soon as possible.

Chair of the Home Affairs Committee, Rt Hon Yvette Cooper MP, said:

“Immigration was one of the central issues during the referendum and it divided the country, but sadly there has been no attempt by the Government to hold any kind of sensible debate on it or build any kind of consensus on immigration since. That is deeply disappointing and it has left a vacuum—and it’s really important that people don’t exploit that again.

The misinformation and tensions over immigration during the referendum campaign were deeply damaging and divisive. It is essential that does not happen again, and those who exploited concerns over immigration during the referendum need to be more honest and more responsible when it is debated in the run up to the final deal. We are calling for a measured debate and consultation on immigration options instead.

We found there were a much wider range of possible precedents and options for immigration reform than people often talk about – including options that could be combined with participation in the single market – that we believe the Government should be exploring further now.”

Post-18 review

Nick Hillman has written a blog for HEPI on the cost of the student loans system.

  • Opponents of the student funding model we have, which is characterised by high fees and taxpayer-supported income-contingent loans, regularly point out the shift from the old model to the current one may not save money in the long run. Arguably, HEPI was the first organisation to point this out.
  • It is a clever debating point. It may well be true too, as could soon become much clearer if the way students loans are classified in the national accounts changes, as is widely expected.
  • The danger for the health of our higher education sector comes in failing to recognise that one logical policy response to believing the current funding system could cost more would be to deliver less funding for each student (known as ‘a lower unit of resource’). Another would be to introduce much tougher repayment conditions so that more money comes back to the Exchequer (known as a lower ‘RAB charge’) – if you doubt the likelihood of this, take a look at the new reduction in the student loan repayment threshold in Australia.
  • Are such changes really what opponents of the current funding model want? If not, what is the right policy response to the claim that the costs of higher education might have increased even during the austerity years? If we only deliver problems to politicians without mentioning our preferred solutions, we will not be well placed to complain when they deliver something we dislike. (There may be echoes of some of the arguments on Brexit here…).
  • I said above it may be true that the current system will end up costing more than the old one. It is certainly widely believed and, as pointed out in the previous paragraph, the argument has taken us to a tricky place. Yet, in fact, it is only conceivably true if you intentionally choose to ignore the likely huge extra tax payments from additional graduates. They should provide a boost to the Exchequer that far outweighs any additional long-term costs.

Sector challenges

Mary Stuart, VC of the University of Lincoln, has written for Wonkhe on 21st Century Challenges.  She looks at three drivers of change, technology, geography and globalisation and what she calls a “legitimation crisis” – the rise of populism and ant-establishment movements.

Adam Wright, Deputy Head of Policy (Higher Education and Skills) at the British Academy has written for Wonkhe on the market in HE.

  • It seems unfair to blame institutions for not responding well enough to market conditions. Providers are responding to the perverse incentives and uncertainties that are produced by market competition, and yet their behaviour is characterised as anti-market. Moreover, the responses to policies, regulation, incentives and uncertainties are messy and occur at the micro-political level, the result of competing personalities, different governance processes, and bureaucratic standard operating procedures – as much as anything else…
  • Both Government and the PAC look to the Office for Students (OfS) to make institutions (and students) behave as rational actors. OfS, whether it likes it or not, is now the very visible hand of the market. It’s now going to publish the salaries of vice chancellors and try to curb the excess, ignoring the fact that VC pay is the product of market forces and the encroachment of a corporate mindset on sector governance. This echoes the response to the financial crisis where the failures of unfettered capitalism were personified in individual bankers while the underlying contradictions of the free market were largely ignored.

His conclusion is that we need a new paradigm based on collaboration.

New BU migrants’ health publication

The Journal of Immigrant and Minority Health (Springer) just accepted the latest paper by former FHSS Ph.D. student Dr. Pratik Adhikary (photo). [1]  His latest paper ‘Workplace accidents among Nepali male workers in the Middle East and Malaysia: A qualitative study’ is the fourth, and probably final, paper from his Bournemouth University Ph.D. thesis.  This latest paper is based on the qualitative part of the mixed-methods thesis, his previous papers focused more on the quantitative data. [2-4] 

Since this is a qualitative paper it also offers a more theoretical underpinning than the previous papers.  The work uses the dual labour market theory which associates labour migration specifically to the host economy as it explains migration from the demand side. Labour migrants from less developed economies travel to fill the unskilled and low-skill jobs as guest workers in more developed economies to do the jobs better trained and paid local workers do not want to do.  This theory also explains the active recruitment through labour agents in Nepal to help fulfil the demand for labour abroad, and it helps explain some of the exploitation highlighted in host countries. The theory also helps explain why lowly skilled migrant workers are often at a higher risk to their health than native workers . Similar to migrant workers from around the world, Nepali migrant workers also experience serious health and safety problems in the host countries including accidents and injuries.

Good representation BU research at 2018 BNAC conference

Today on the second day of the 2018 BNAC (Britain-Nepal Academic Council) conference there was a very good representation of Bournemouth University (BU) research at Durham University.  BU’s Professor Michael Wilmore presented his paper: Construction of ‘Community’ in Research on Nepalese Commons.  In the morning FHSS’s PhD student Jib Acharya had an oral presentation on Impact of Healthy Snacks on Children’s Health: An Overview of a Pilot Study.

Prof. Edwin van Teijlingen presented joint work between BU, Liverpool John Moors University (LJMU) and the University of Oxford on the topic Skills transfer, employability & entrepreneurship of returnee labour migrants in Nepal. Bournemouth University was involved in this project through Dr. Pramod Regmi, Dr. Nirmal Aryal and Prof. Edwin van Teijlingen.

The final talk of the day (and of the conference) was by Prof. Padam Simkhada from LJMU.  Prof. Simkhada is also Visiting Professor at the Centre for Midwifery, Maternal & Perinatal Health at Bournemouth University.  He was presenting Debate on Educational Reform in Nepal: Outcomes of the International Conference on Quality of Higher Education in Federal Nepal on behalf of LJMU, Bournemouth University and Manmohan Memorial Institute of Health Sciences (MMIHS) in Nepal.  Earlier this year BU signed a Memorandum of Agreement with MMIHS in Kathmandu.

 

HE policy update for the w/e 29th March 2018

Industrial Strategy

The Creative Industries Sector Deal has been announced.  You can read the document here.

The press release says:

  • As part of a Creative Industries Sector Deal, to be announced today by the Digital and Culture Secretary Matt Hancock, Business Secretary Greg Clark and Co-Chair of the CIC, Nicola Mendelsohn, more than £150 million is being jointly invested by government and industry to help cultural and creative businesses across Britain thrive.
  • A Cultural Development Fund will also be launched for cities and towns to bid for a share of £20 million to invest in creative and cultural initiatives. The power of culture and creative industries to boost economic growth is evident across the country…[NB Bournemouth is identified as high growth]
  • The Sector Deal aims to double Britain’s share of the global creative immersive content market by 2025, which is expected to be worth over £30 billion by 2025. To seize on the opportunity of this expanding market, government is investing over £33 million in immersive technologies such as virtual reality video games, interactive art shows and augmented reality experiences in tourism.
  • Britain is already leading the way in developing immersive technologies. PWC has predicted that the UK’s virtual reality industry will grow at a faster rate than any other entertainment and media industry between 2016 to 2021, reaching £801 million in value, and that by 2021 there will be 16 million virtual reality headsets in use in the UK.
  • Improving the nations skills is at the heart of the government’s modern Industrial Strategy and to ensure the industry has the skilled workers it needs to deliver this, up to £2 million will be made available to kickstart an industry-led skills package, including a creative careers programme which will reach at least 2,000 schools and 600,000 pupils in 2 years. A new London Screen Academy, with places for up to 1000 students, will also open in 2019.

New Quality Code published

After a consultation proposing changes to the UK Quality Code for HE, (you can read BU’s response here) the QAA have published the new, very short Code. There’s some commentary on Wonkhe here.   It really is short – in a 7 page document there is only one real page of content – but there is more guidance to come.

HE Review

To inform our BU response to the HE Review all staff and students are invited to consider the issues in this (anonymous) 5-minute survey. Please take a look at the survey questions as we’d like to hear from as many staff and students as possible. You don’t have to answer all the questions! The major review of HE will shape the HE system, including how universities are funded for years to come. The survey will be available to staff and students until Friday 20th April.

The Department for Education also published a research report by Youthsight on the influence of finance on higher education decision making

Amongst its findings:

  • University was the only option considered by the majority of applicants (75 per cent), especially those applying to the higher-tariff universities (78 per cent). This was consistent across socio-economic backgrounds. Getting a job and travelling were the main alternatives considered by applicants
  • Financial factors were not the biggest influence on the final decision to apply to university. The most important factors were the desires to be more employable, to achieve the qualification and to pursue an interest in a subject. This was the case for applicants from both the higher and the lower socio-economic groups.
    • Lower socio-economic group applicants placed a higher importance on grants, bursaries and living costs than applicants from higher socio-economic groups, although finance still remained a secondary influence on their decision to apply to university.
    • The course offered (82 per cent of applicants), university reputation (58 per cent), and potential for high future earnings (41 per cent) were the most commonly cited major influences on applicants’ choices about where to study.
    • Differences in bursaries offered, tuition fees charged and the ability to continue living at home were secondary factors when choosing where to study. These factors accounted for three of the bottom four of eleven factors tested that might influence which university to choose. However, they were more important for lower socio-economic group applicants.
  • The maintenance loan, repayment threshold and particularly maintenance grants and university assistance were more important to members of the lower socio-economic group than the higher socio-economic group in alleviating cost concerns.

And the government have published the outcomes of their 2014/15 student income and expenditure survey.  There is a lot of data and there are lots of interesting charts, including figure 2.6 (the influence of financial support on my decisions), table 3.7 (what support English domiciled students received by mode of study), figure 4.3 (breakdown of total student expenditure (this one excludes the tuition fee but there is also a chart that includes it),  figure 4.4 (total expenditure and housing costs).

The data from both these reports will be pored over to support responses to the HE review.

Freedom of speech

The Joint Committee on Human Rights has published its report into free speech in universities. The Committee has also published its own guidance for universities and students:

The Committee don’t identify many actual cases of free speech having been prevented but note a “chilling effect” (it’s hard to prove a negative, of course). The report identifies factors that potentially limit free speech in universities:

  • regulatory complexity
  • intolerant attitudes, often incorrectly using the banner of “no-platforming” and “safe-space” policies
  • incidents of unacceptable intimidating behaviour by protestors intent on preventing free speech and debate
  • student Unions being overly cautious for fear of breaking the rules
  • unnecessary bureaucracy imposed on those organising events
  • fear and confusion over what the Prevent Duty entails
  • unduly complicated and cautious guidance from the Charity Commission.

Recommendations

  • That an independent review of the Prevent policy is necessary to assess what impact it is having on students and free speech, after evidence the Committee took demonstrated an adverse effect on events with student faith groups
  • That the Charity Commission, which regulates student unions as registered charities, review its approach and guidance, and that its actions are proportionate and are adequately explained to student unions and don’t unnecessarily limit free speech
  • That the Office for Students should ensure university policies proactively secure lawful free speech and are not overly burdensome
  • That student societies should not stop other student societies from holding their meetings.  They have the right to protest but must not seek to stop events entirely
  • That while there must be opportunities for genuinely sensitive discussions, and that the whole of the university cannot be a “safe space.” Universities must be places where open debate can take place so that students can develop their own opinions on unpopular, controversial or provocative ideas
  • Groups or individuals holding unpopular opinions which are within the law should not be shut down nor be subject to undue additional scrutiny by student unions or universities.

Chair of the Committee, Harriet Harman MP, said:

  • “Freedom of speech within the law should mean just that – and it is vital in universities. Evidence to the Joint Committee on Human Rights showed that there is a problem of inhibition of free speech in universities. While media reporting has focussed on students inhibiting free speech – and in our report we urge universities to take action to prevent that – free speech is also inhibited by university bureaucracy and restrictive guidance from the Charity Commission. We want students themselves to know their rights to free speech and that’s why we’ve issued a guide for students today.”

Some particular points to note:

  • 41 The imposition of unreasonable conditions is an interference on free speech rights. We do not, for example, consider it a reasonable condition that, if a speaker gives an assurance that their speech will be lawful, they be required to submit a copy or outline of their speech in advance.
  • 42 In our view, freedom of expression is unduly interfered with:
    • when protests become so disruptive that they prevent the speakers from speaking or intimidate those attending;
    • if student groups are unable to invite speakers purely because other groups protest and oppose their appearance; and
    • if students are deterred from inviting speakers by complicated processes and bureaucratic procedures.
      It is clear that, although not widespread, all these problems do occur and they should not be tolerated.
  • 60 Whilst there must be opportunities for genuinely sensitive and confidential discussions in university settings, and whilst the original intention behind safe space policies may have been to ensure that minority or vulnerable groups can feel secure, in practice the concept of safe spaces has proved problematic, often marginalising the views of minority groups. They need to co-exist with and respect free speech. They cannot cover the whole of the university or university life without impinging on rights to free speech under Article 10. When that happens, people are moving from the need to have a “safe space” to seeking to prevent the free speech of those whose views they disagree with. Minority groups or individuals holding unpopular opinions which are within the law should not be shut down nor be subject to undue additional scrutiny by student unions or universities.
  • 91 Universities must strike a balance to ensure they respect both their legal duty to protect free speech and their other legal duties to ensure that speech is lawful, to comply with equalities legislation and to safeguard students. It is clearly easier to achieve this if debate is carried out in a respectful and open way. But the right to free speech goes beyond this, and universities need to give it proper emphasis. Indeed, unless it is clearly understood that those exercising their rights to free speech within the law will not be shut down, there will be no incentive for their opponents to engage them in the debate and therefore to bring the challenge that is needed to develop mutual understanding and maybe even to change attitudes.
  • 93 It is reasonable for there to be some basic processes in place so that student unions and universities know about external speakers. Codes of practice on freedom of speech should facilitate freedom of speech, as was their original purpose, and not unduly restrict it. Universities should not surround requests for external speaker meetings with undue bureaucracy. Nor should unreasonable conditions be imposed by universities or student unions on external speakers, such as a requirement to submit their speeches in advance, if they give an assurance these will be lawful.

Migration Advisory Committee report on EEA and non EEA workers

The Migration Advisory Committee (MAC) has published its interim update on the impact of EEA and non-EEA workers in UK labour market. This is the first MAC inquiry of two – the second one is the one about students, this was more general and about workers across all sectors.

The update sets out a summary of the views expressed by employers and of the regional issues raised. They add that “these themes seem the best way of summarising the views expressed to us but should not be taken to imply that the MAC endorses a sectoral and/or regional approach to post-Brexit migration policy.” The MAC has also published the responses to their call for evidence, broken down by sector.

The report includes the following findings:

  • The vast majority of employers do not deliberately seek to fill vacancies with migrant workers. They seek the best available candidate.
  • Employers often reported skill shortages as one reason for employing EEA migrants.
  • Many EEA workers are in jobs requiring a high level of skill that take years to acquire. But, some of the claims about necessary skill levels seemed exaggerated.
  • Within occupations, EEA migrants are better educated than their UK-born counterparts.
  • The MAC view is that, from the economic perspective this does amount to saying that it is sometimes possible to hire a given quality of worker for lower wages if they are an EEA migrant than if they are UK-born.
  • To the extent that EEA migrants are paid lower wages than the UK-born this may result in lower prices, benefitting UK consumers. Our final report will also consider these possible impacts.
  • Many responses argued that a more restrictive migration policy would lead to large numbers of unfilled vacancies. The MAC view is that this is unlikely in anything other than the short-term.
  • The MAC view is that it is important to be clear about what the consequences of restricting migration would be.

Q Andrew Percy MP

To ask the Secretary of State for Education, whether his Department is taking steps to ensure that prospective undergraduates understand the potential effect of their choice of course on their prospects post-graduation.

  • A Sam Gyimah MP The department is working to make destinations and outcomes data more accessible to prospective students, to help them compare opportunities and make informed choices about where and what to study.
  • On the 12 March 2018, I announced an Open Data Competition. It will use government data on higher education providers so that tech companies and coders can create websites to help prospective students decide where to apply. This competition will build on the government’s Longitudinal Educational Outcomes (LEO) dataset, which gives information on employment and salaries after graduation.
  • Alongside this, my right hon. Friend, the Secretary of State has requested that the Office for Students include LEO data on the Unistats website as soon as possible.

Q Angela Rayner MP To ask the Secretary of State for Education, what estimate his Department has made of the value of plan 1 student loans that will not be repaid.

  • A: Sam Gyimah MP: It is estimated that the value of the plan 1 student loan book that will not be repaid was £13.1 billion as at 31 March 2017, when future repayments are valued in present terms. The face value of the plan 1 student loan book was £42.8 billion at this time. This information is in the public domain and published on page 155 of the Department for Education’s 2016-17 Annual Report and Accounts which can be found at:

Q Angela Rayner MP: To ask the Secretary of State for Education, with reference to the written ministerial statement of 31 October 2017 on government asset sale, HCWS205, what methodology his Department used to decide which loans from the plan 1 loan book would be sold.

  • A Sam Gyimah MP: The loans sold in December 2017 were a selection of loans from the plan 1 loan book issued by English Local Authorities that entered repayment between 2002 and 2006.
  • These loans had the longest history of repayments, the longest servicing history and the most accurate data on borrowers’ historic earnings. This information allowed the government to most accurately value these loans for sale.
  • The government’s objective when issuing loans to students is to allow them to pursue their education regardless of their personal financial situation. Once this objective has been met, however, retaining the loans on the government’s balance sheet serves no policy purpose. These loans could be sold precisely because they have achieved their original policy objective of supporting students to access higher education.

Q: Angela Rayner MP: To ask the Secretary of State for Education, with reference to the written statement of 6 December 2017 on Government Asset Sake, HCWS317, what assessment he has made of the net fiscal effect of the sale of the student loan book after accounting for reduced income arising from lost repayments.

  • A: Sam Gyimah MP: The government only sells assets when it can secure value for money for taxpayers from doing so. In assessing the value for money of the sale, the government took into account repayments foregone on the loans sold. In executing the sale, we achieved a price that exceeded the retention value of the loans sold, calculated in line with standard HM Treasury green book methodology.
  • Selling financial assets, like student loans, where there is no policy reason to retain them, where value for money can be secured and where borrowers are not impacted is sound asset management. The sale ensures government resources are being put to best use and is an important part of our plan to repair public finances.

ESRC-AHRC Migration Leadership Team

The ESRC and AHRC are inviting proposals for a Migration Leadership Team to provide intellectual leadership for, and maximise the impact of, their combined migration research portfolio.

This is a complex and wide-ranging portfolio, and they anticipate that the appointment will involve a collaboration of two or more individuals bringing complementary senior level expertise in this area.  The team will play a vital role in:AHRC

  • providing strategic and intellectual leadership over ESRC and AHRC’s existing migration research portfolio: mapping, curating and synthesising the portfolio in ways that should maximise potential impact on policy agendas, identifying synergies between existing investments and strategic gaps to support the development of a cohesive portfolio
  • liaising with academics working in this and related fields, connecting and communicating with users, generating evidence and maximising the impact of the portfolio’s policy agenda through engagement with a range of policymakers and stakeholders both in the UK and internationally
  • establishing and exploiting connections with other major migration research programmes and activities in Europe, in the developing world, and elsewhere
  • identifying and advising on opportunities to develop the portfolio through future interdisciplinary activities including international collaboration under the broad theme of migration.

Applications must be submitted through the Je-S system by 16:00 on 8 August 2017.

The appointment is for 24 months in the first instance with the possibility to extend beyond the initial period of funding. The successful team should take up the post on 1 November 2017.

The maximum funding available is £500,000 fEC (full economic cost). In accordance with RCUK policy, the AHRC and ESRC will contribute up to 80% of fEC. This budget is expected to cover the Leadership Team’s salary costs, additional research salary costs, any support staff, as well as networking, travel, dissemination, knowledge exchange and impact activities.
