UK’s participation in Horizon Europe

There was an earlier blog regarding UK participation in EU programmes for research, innovation and higher education last week. As promised, here is more information related to Horizon Europe (HE) Framework Programme.

Based on UK-EU Trade and Cooperation Agreement (the TCA) the UK will be HE Associated Country. The association secures participation of UK and EU entities in Horizon Europe Programme on equivalent terms. This will ensure that via the Horizon Europe Programme UK organisations have access to R&I funding, infrastructure and markets; according to the TCA, UK organisations can lead projects and UK experts can take part in evaluations. It also provides association to COST programme and the UK plays an active role in the ongoing governance and development of the HE programme.

UK entities will be able to access grant funding from all parts of HE, including European Research Council and Marie Skłodowska-Curie Actions, and all application and grant management process will be the same as for Horizon 2020, unless any changes are made for the whole HE programme.

There are certain steps to be completed before the UK formally associates to the HE Programme – EU to ratify HE Regulation (expected in January/February) and to finalise Protocol between UK and EU, which sets out all terms of UK participation.

I believe, this is fantastic news for the whole UK academic community and wish you success in applying for research funding.

2021: More COVID-19 publications

The year 2021 started in many ways in the same way as it had ended with a country gripped in COVID-19 and a national lock down to limit the spread of the disease. It is appropriate timely that the first publication from our international collaboration, studying the health system in Nepal, focuses on COVID-19 [1]. This academic paper forms part of our on-going study of the decentralisation of the Nepal health system. The study is run by the University of Sheffield, the University of Huddersfield and Bournemouth University in the UK and PHASE Nepal and Manmohan Memorial Institute of Health Sciences in Nepal. The study is funded by the UK Health Systems Research Initiative.

This paper was unplanned as nobody (neither in the UK or in Nepal) had heard of COVID-19 when we submitted the grant application in mid-2019. It was only when we started our project officially in April 2020 that COVID-19 had become the pandemic it is today. We took the opportunity to assess some of the early evidence on the effectiveness of the actions taken to deal with COVID-19 by the national government as well as provincial and local governments and the levels of cooperation and coordination between them.

Applying for Interreg funding from January 2021

Interreg has been one of the funding sources where BU academics have been successful during previous years. RDS have had a number of enquiries from academics regarding our eligibility to apply for Interreg funding after the UK has left the EU. The answer may be both – yes and no.

According to the Withdrawal Agreement, the UK continues participation in all EU programmes funded from the 2014-2020 EU budget. There are final calls for proposals under the 2014-2020 programmes which are ongoing and will close in 2021. The UK continues to be eligible to apply for these, including Interreg, and EU funding will be provided for the whole lifetime of the project.

The next EU budget period is designed for 2021-2027; if Interreg calls for proposals are to be funded from the EU 2021-2027 budget, UK participants will not be eligible for EU funding.

Theoretically there may be a situation that there are two open Interreg calls for proposals with different eligibility criteria for UK participants. Our advice to academics would be to check first if funding for the particular call comes either from the EU 2014-2020 or the 2021-2027 budget.

Statement from DHSC

We recognise that at the current time those working in many NHS sites are under huge pressure as the number of COVID-19 cases and admissions to hospitals continue to rise and frontline clinical staff are unable to work due to sickness.

While we have a small number of proven treatments and vaccines for COVID-19, more are needed to reduce transmission, reduce the number of patients that require hospitalisation and to improve outcomes for those that do. It is therefore critical that at this challenging time we continue to recruit participants to our urgent public health (UPH) studies. As such I am writing to confirm that the current levels of prioritisation for research studies, set out within the Restart Framework still apply, as follows:

Level 1a (Top Priority) – COVID-19 UPH vaccine and prophylactic studies (as prioritised by the Vaccines Task Force and agreed by Jonathan Van-Tam, deputy CMO) and platform therapeutics trials (currently RECOVERY/RECOVERY +; PRINCIPLE; REMAP CAP).
Level 1b – Other COVID-19 UPH studies
Level 2 – Studies where the research protocol includes an urgent treatment or intervention without which patients could come to harm. These might be studies that provide access to potentially life preserving or life-extending treatment not otherwise available to the patient.
Level 3 – All other studies (including COVID-19 studies not in Level 1a or 1b).

I would also like to take this opportunity to remind you of the NIHR guidance for a second wave of covid 19 activity (https://www.nihr.ac.uk/documents/nihr-guidance-for-a-second-wave-of-covid-19-activity/25837).This guidance still applies and, as outlined, states that the deployment of staff funded through an NIHR Infrastructure award or funded by the NIHR Clinical Research Network (CRN) to front line duties should only occur in exceptional circumstances.

The deployment of clinical academic staff should be undertaken within the guidelines issued by a working group convened by the UK Clinical Academic Training Forum and the Conference of Postgraduate Medical Deans of the UK. Where NHS Trusts consider they need to redeploy staff to support the frontline this should only be done to support clinical activity during the emergency phase of the pandemic and we would expect them to return to their R&D roles as soon as possible, once the pressures on the system reduce.

As indicated by the Restart Framework, at the current time, we need to continue prioritise our support for the most urgent COVID-19 research as part of the response to tackle the pandemic. At the same time we need to ensure we continue to try and maintain support to deliver non-COVID studies currently open on the portfolio, particularly those within Level 2. A system-wide Recovery, Resilience and Growth programme has been established which brings together the key partners across the clinical research ecosystem to ensure the UK is well-positioned to take a coordinated national approach to achieving the recovery of the UK’s clinical research delivery and restore a full, diverse and active research portfolio as soon as practicable.

Science/Health/Arts/Comms Interdisciplinary Projects: Collaboration Opportunity

The Science, Health, and Data Communications Research Group will be conducting a series of workshops to start off the new year, designed to help Bournemouth researchers form new networks and collaborative projects around educating and communicating research to the public.

This series will take place from Monday 18 January 2021 to Friday 22 January 2021, each day from 1-3pm, online, and open to any and all researchers across the university. See full details and register on EventBrite.

This “crucible” programme, based on NESTA’s highly successful Crucible-in-a-Box, will focus on activities designed to connect researchers based on mutual interests, and develop those interests into new directions for collaborative research. It will also include interactive sessions on communicating your research to the media, collecting data for impact studies, working in interdisciplinary teams, and communications strategies.

Midwifery and the Media

Today we received an end-of-year good-news message from ResearchGate telling us that 700 people had ‘read’ our book Midwifery, Childbirth and the Media [1]. Lee Wright, Senior Lecturer in the School of Nursing and Midwifery at Birmingham City University wrote in his review of our edited volume: “…our media image and digital foot print are rapidly becoming the most important window into our profession. In a rapidly changing environment this book provides an up to date and informative insight into how our profession is affected by the media and how our profession can inform and influence the image of midwifery. This area is going to become even more important in the future universities and trusts increasingly use broadcast and social media to manage information and inform our clients of the services we provide. This book will be the important first text in a new growth area. It brings together an internationally recognised group of authors who are experts in this field. I wholeheartedly recommend it to you.”

This edited collection was published by Palgrave Macmillan in 2017 and it is part of a larger body of Bournemouth University research on the topic [2-6].

UK-China partnership event promotes new expertise and techniques in health economics

A masterclass was held at Shandong University on 17 and 18 November 2020, overseen by the British Council, with the aim of creating measurable benefits for Chinese patients and the economy by generating new health economics expertise.

The UK-China Health and Economy Partnership (UK-CHEP), led by Bournemouth University, promotes long-term collaboration between UK and Chinese universities by focusing on the economics of healthcare for the mutual benefit of the two countries. GlaxoSmithKline (GSK) assisted in the development of the partnership and has provided funding to ensure its success.

Professor Darrin Baines, from Bournemouth University, gave an introduction to the partnership. Academic leads from the University of Sheffield, Leeds University, University of York and three Chinese universities – Zhejiang University, Fudan University and Shandong University – joined the masterclass.

The event involved knowledge transfer of research-led technical advice that supports the reform of Chinese Health Technology Assessment (HTA) processes and builds in-country capacity in health economics.

The masterclass will:

Support UK-CHEP participating universities so they can work together to create significant impact for both the British and Chinese people and economy by engaging in long-term projects and knowledge collaborations that generate new expertise in health economics and health policy, and
Help build mutual understanding and deepen and broaden collaboration between participating universities by sharing research and educational opportunities that help deliver the goals of China’s “Double First Class” programme.
Promote international collaboration between world-class academics in China and the UK uninterrupted by the COVID-19 pandemic

Professor Darrin Baines, Professor in Health Economics at Bournemouth University, said: “This masterclass will help secure significant impact upon health and economic outcomes by improving patient quality of life through better and faster access to cost-effective medicines and promoting world-class research and education in keeping with China’s ‘Double First Class’ programme.”

Professor Simon Dixon, Professor of Health Economics at the University of Sheffield, said: “I am grateful that colleagues in the UK and China have come together to deliver an excellent masterclass programme at Shandong University and online. I am confident this will mark the start of lasting research and teaching collaborations. I also thank GSK for their contributions to the partnership.”

Professor Sun Qiang, Professor of Health Economics at Shandong University, said: “UK-China Partners overcome COVID-19 pandemic and work together to deliver this masterclass programme again to strengthen the development of health economics and evaluation in China. I believe this work will also contribute to the overall collaboration between UK and China universities.”

This partnership was originally launched in Jinan, Shandong province in November 2017 by GSK.

Dr. Anna Feigenbaum delivers keynotes on Data Storytelling and COVID-19

On The 27th of November 2020, Dr. Anna Feigenbaum presented a keynote presentation at the Data Storytelling Symposium hosted by the Data Stories project at Kings College London. She delivered her keynote address on Humanising Data Stories to a webinar audience of over 400 registered participants. Arising from work co-created with colleagues and PhD candidate Alexandra Alberda, the presentation explored techniques for telling more empathetic and effective stories both with and about data. Highlighting the ‘statistical chaos’ of COVID-19, Dr. Feigenbaum’s presentation showcased both her own comics collaborations with research illustrator Alexandra Alberda, as well as work of other comics artists and illustrators, both amateur and professional. This keynote was part of a series of talks and workshop Dr. Feigenbaum and Alberda have given over the past few months, including participation in the ESRC Festival of Social Science and a keynote at BU’s EdD conference, as well as international conferences IGNCC and ISPIM and most recently the Coronavirus, statistical chaos and the news event co-hosted by Bournemouth University, the Royal Statistical Society and the Association of British Science Writers on December 4, 2020.

Dr. Feigenbaum joined a prestigious line-up of science journalists and academic experts, sharing pilot research that forms part of her upcoming UKRI/AHRC COVID-19 Rapid Response grant project on ‘COVID-19 Comics’. This project aims to enhance the role that comics can play in public health messaging through an analysis of the content, circulation patterns and social media engagement of webcomics about COVID-19. Dr. Feigenbaum leads a team of BU colleagues and partners as PI, alongside Alexandra Alberda, Professor Julian McDougall, Dr. William Proctor and Dr. Sam Goodman. Project partners are Public Health Dorset, the Information Literacy Network and the Graphic Medicine Collective. BU Book up for National Award

Professor Tim Darvill, Kerry Barrass, Yvette Staelens from the Department of Archaeology and Anthropology (BU) together with Dr Vanessa Heaslip from the Department of Nursing Science (BU) worked with Laura Drysdale of the Restoration Trust to edit a book exploring how historic landscapes could support mental health well-being.

Our book titled ‘Historic Landscapes and Mental Health Well-being’ has been nominated as a contender in the 2021 Current Archaeology Book of the Year competition. This is fantastic news and really shows the benefits of cross disciplinary research and working.

University lockdown: An internationalisation opportunity?

The general effects of lockdown on healthy individuals range from a general annoyance to a major limiting factor in life, especially in lockdown affects someone livelihood and/or mental health. These effects have been well documented in the media. At a societal level these effects are more mixed, first and foremost, there is positive outcome in terms of a reduced spread of the infectious disease COVID-19. Further positive effects include a reduction in air pollution, water pollution levels (in Venice), traffic jams, but also fewer break-ins (as more people are at home for more of the time). Whilst negative effects include not only economic decline, but also a lack of opportunity to travel for work or leisure, children missing education and people avoiding health care professionals for screening and treatment of diseases other then COVID-19. We have also learnt that lockdown affects different groups in society differently, some quite unexpectedly. For example, AbilityNet highlighted that “For students living with physical impairments and long-term health conditions, the benefits of studying from home and avoiding the exhausting experience of accessing face-to-face learning has left them with more energy to apply to their studies” [1]. Even before the first lockdown universities in the UK had been pro-active in their response to the pandemic [2]. One of the practical responses was to move to webinars, online teaching, marking and meetings. Before March most university academics don’t much about Zoom, Teams, Jitsi Meet or Google Meet, and today most academics will have used most of these platforms (and several others) for research meetings, webinars and conferences.

With lockdown this all has changed, like my BU colleagues I teach every week using Zoom, meet colleagues online through a range of platforms, meet students for individual tutorials through Skype or Teams. Although having the occasional limitation, there is a great opportunity as it removed the need for staff and students to be in the same room. One example of a BU education innovation was last week’s International Student Midwives’ Networking Day held on November 18^th. With the restrictions of lockdown on midwifery students the BU Midwifery Team led by Dr. Laura Iannuzzi and Dr. Juliet Wood used the opportunities provided by Zoom to bring together midwifery students from across the globe. Using their long-established research links [3-16], BU academics manage to bring together student midwives from Italy, Nepal and the Netherlands to discuss midwifery and maternity issues with fellow midwifery students at BU. The day was nicely broken into two with a lunchtime event called ‘Zoom the midwife’, which as the third of its kind. In this ‘Zoom the midwife’ webinar BU’s Dr Rachel Arnold and BU Visiting Faculty Margaret Walsh shared their experience of working in different cultures for projects in Afghanistan and Nepal respectively.

Our second example is a project to support midwifery education in Nepal. The Centre for Midwifery, Maternal & Perinatal Health (CMMPH) in collaboration with Dalarna University in Sweden and University Hospitals Dorset NHS Foundation Trust produced a draft Bridging Course for nursing lecturers in Nepal who are currently teaching midwifery and maternity care. This project is funded by GIZ (Gesellschaft für Internationale Zusammenarbeit). As part of this project BU offers academics at NAMS (National Academy of Medical Sciences) in Kathmandu support in their professional and pedagogic development.

Following the lockdown and seeing the success of online teaching of BU’s students earlier in 2020 we decided to try out online teaching with midwifery lecturers at NAMS. Since many people in Nepal only have a one-day weekend (Saturday) Sunday is usually a working day and due to time difference early Sunday morning are ideal times for webinars. To date online sessions in Kathmandu have been delivered by Juliet Wood, Michelle Irving, Edwin van Teijlingen and CMMPH Visiting Faculty Jillian Ireland (Professional Midwifery Advocate in Poole). The sessions proved very popular with 30 to 40 people regularly attending online from Nepal.

With challenges to delivering face-to-face lectures and tutorials at universities, online teaching and webinars have opened a whole set of new opportunities to internationalise our education.

Youth Climate Summit presentation of “You & CO2” project

On Wednesday this week (11 Nov 2020), I will be co-presenting the joint Bournemouth-Swansea University “You and CO₂” project at the Youth Climate Summit 2020 with Dr. Jennifer Rudd. The event is open to the public (registration required) at Transform Our World, entitled “No World 4 Tomorrow”, and will kick off at 3pm.

The presentation will largely be focused on a live reading of No World 4 Tomorrow, the project’s central text: an interactive digital narrative (a.k.a., Twine game, digital fiction, or hypertext fiction) that uses its story and interactivity to encourage secondary school students to take action to combat climate change. You and CO₂ incorporates this IDN into a series of workshops that have been implemented in several schools in Wales and England, as well as Technocamps, and will soon be implemented internationally.

You and CO₂ is part of my ongoing research project “IDNs for Health and Science Communication”, which aims to explore how interactive narrative can be implemented to educate audiences about key health and science topics through entertaining and engaging storygames. The project is interdisciplinary and collaborative, as I and other artists and communicators team up with health and science researchers to convey accurate, effective messages through story and play. It also incorporates practice-based research, as I examine the creative process of designing entertaining interactive narratives with the foundational purpose of educating and informing audiences on specific topics.

This work is supported by the Targeted Academic Research Scheme; Welsh Crucible; and Bournemouth’s Science, Health, and Data Communication Research Group. The full IDN of No World 4 Tomorrow is available for reading/playing on the You and CO₂ website.

Institute for Modelling Socio-Environmental Transitions – Launch on Wednesday

The new Institute for Modelling Socio-Environmental Transitions (IMSET) is focused on addressing the most significant global challenge facing humanity today:

How can we manage and respond to environmental change in order to prevent societal collapse?

IMSET is looking at how past societies were affected by environmental change (e.g. climate change, habitat & ecosystem destruction, resource depletion, soil erosion, pollution, wildlife extinction, changing sea-levels), how they responded to these and, therefore, what are the most sustainable options available to present-day societies under similar pressures.

IMSET is bringing together staff and students from across BU to create exciting and innovative research and impact. The institute is led by Dr Emma Jenkins, Dr Fiona Coward and Professor Adrian Newton. They are accelerating collaboration with colleagues with complementary interests such as disaster response, advanced modelling, sustainable heritage economy options and the effects of environmental change on human health and wellbeing.

Community Hospitals: An international perspective

BU Visiting Faculty Dr. Emma Pitchforth (Senior Lecturer in Primary Care, University of Exeter) spoke this week at International insights: What can the development of community hospitals in international contexts tell us about their role in healthcare futures?, the first of three UK Community Hospital online seminars. Emma presented our NIHR study on Community Hospitals [1-3].

Community hospitals are a crucial but often neglected part of the health care systems in the UK. Community Hospitals are often very popular with local communities but they often face political challenges. COVID-19 has prompted us to make dramatic changes to way we think about and organise health care. Community hospitals have made a significant contribution to the health and wellbeing during the pandemic. The flexibility, resilience and strong community engagement typical of many community hospitals is being brought to the fore. At this critical time, questions are being asked about the future role of community hospitals and what lessons we can learn from other countries.

The notion of a Community Hospital in the UK is evolving from the traditional model of a local hospital staffed by general practitioners and nurses and serving mainly rural populations. Along with the diversification of models, there is a renewed policy interest in community hospitals and their potential to deliver integrated care. However, there is a need to better understand the role of different models of community hospitals within the wider health economy and an opportunity to learn from experiences of other countries to inform this potential.

This session will also discuss themes in line with the UN Sustainable Development Goals (SDGs), such as ‘Goal 9: Industry, Innovation and Infrastructure’ and ’Goal 17: Partnerships for the Goals’, and also it aligns with BU2025 strategic investment areas (SIAs), Simulation & Visualisation and Assistive Technology.

The BU ECRs, PGRs, and MSc students are welcome to this session.

Steady stream of Nepal migration papers

Today we added to our growing pool of publications on aspects of labour migration in Nepal. The Open Access journal BMC Health Services Research published our paper ‘Accessing health services in India: experiences of seasonal migrants returning to Nepal’ [1]. The paper explores the experiences of returnee Nepali migrants with regard to accessing healthcare and the perspectives of stakeholders in the government, support organizations, and health providers working with migrant workers in India. The paper concludes that Nepali migrants experience difficulties in accessing healthcare in India. Hence the authors recommend partnerships between the Nepali and Indian governments, migrant support organizations and relevant stakeholders such as healthcare providers, government agencies and employers should be strengthened so that this vulnerable population can access the healthcare to which they are entitled.

Three of the authors are based at BU (Dr. Nirmal Aryal, Dr. Pramod Regmi & Prof. Edwin van Teijlingen), whilst Dr. Pratik Adhikary is a BU PhD graduate and Prof. Padam Simkhada, from the University of Huddersfield, is BU Visiting Faculty.This qualitative paper is part of a larger International Organization for Migration research project on ‘Health vulnerabilities of the cross-border migrants from Nepal’ [2].

The authors to acknowledge the continuous support from Green Tara Nepal (GTN) during the field work. This Open Access paper from this FHSS team of researchers on migration and health research related to Nepal is the 19th paper in total on the topic [3-19].
